Tapi, solusi dari permasalahan ini bukan menambah jalan tol baru, seperti apa yang dilakukan pemerintah saat ini. Presiden Joko Widodo baru-baru ini meresmikan dua ruas jalan tol di sekitar Ibu Kota Jakarta. Dalam sambutannya, Jokowi menyebut bahwa tol ini \u201cakan melancarkan mobilitas masyarakat, memecahkan kemacetan lalu lintas yang selama ini menumpuk di Kota Jakarta, dan melancarkan mobilitas komuter.\u201d<\/p>\n\n<h2 class=\"wp-block-heading\">Bisakah manfaat itu dirasakan warga Jakarta dan sekitarnya?<\/h2>\n\n<p>Untuk menjawab pertanyaan tersebut, mari pahami dulu permasalahannya. Manfaat jalan tol yang disebutkan oleh Presiden Jokowi hanya bisa dirasakan oleh para pemilik kendaraan roda empat dan hanya bisa terlaksana dalam kondisi ideal. Hal ini menunjukan bahwa jalan tol tidak menyelesaikan masalah kemacetan. Yang terjadi saat ini justru penjualan kendaraan roda empat terus digenjot. Atas nama Pemulihan Ekonomi Nasional, pemerintah memberlakukan pajak 0% untuk pembelian mobil baru dan <a href=\"https:\/\/industri.kontan.co.id\/news\/ada-relaksasi-ppnbm-0-penjualan-mobil-sejumlah-apm-tumbuh-signifikan-di-maret-2021\">sudah ada kenaikan penjualan di bulan Maret.\u00a0<\/a><\/p>\n\n<p>Data milik Pemprov DKI menunjukkan di tahun 2019 terdapat lebih dari 2,8 juta unit mobil pribadi di Jakarta. Melihat grafik jumlah kendaraan di Jakarta yang terus naik sejak 2017 dan diskon pajak 100% hingga bulan Mei, bisa diprediksi angka tersebut bertambah di tahun 2020-2021. Data ini semakin menjauhkan kita dari posisi ideal untuk merasakan manfaat positif dari pembangunan jalan tol dan mendekatkan kita pada masalah lainnya yaitu polusi. Asap knalpot kendaraan merupakan salah satu kontributor utama <a href=\"https:\/\/www.vitalstrategies.org\/wp-content\/uploads\/Sumber-Utama-Polusi-Udara-di-DKI-Jakarta_Policy-Brief.pdf\">(menyumbang hingga 57%) <\/a>polusi udara yang ada di Jakarta<\/p>\n\n<h2 class=\"wp-block-heading\">Ongkos apa yang harus dibayar?<\/h2>\n\n<p>Alih-alih mendapatkan manfaat dari pembangunan jalan tol dalam kota, bertambahnya kendaraan pribadi di Jakarta dan sekitarnya justru berdampak kemacetan dan sejumlah kerugian. Di awal tahun 2020 saja, diperkirakan total kerugian akibat kemacetan <a href=\"https:\/\/finance.detik.com\/berita-ekonomi-bisnis\/d-4854867\/kerugian-karena-macet-di-jakarta-rp-100-t-anies-perlu-lakukan-apa\">tembus Rp 100 triliun per tahun<\/a>. Tapi ada kerugian besar lainnya yang sering luput dari hitungan, yaitu kesehatan masyarakat.&nbsp; Bertambahnya jumlah kendaraan pribadi di jalan secara otomatis akan menambah penggunaan bahan bakar minyak dan menyuburkan polusi udara. Masyarakat yang tinggal di Jakarta maupun yang setiap hari berada di jalan menuju Jakarta sama-sama berpotensi terpapar berbagai penyakit akibat polusi, seperti ISPA, kanker paru dan stroke.<\/p>\n\n<p>Selain itu, mengadopsi <em>electric vehicles <\/em>atau mobil listrik juga bukan solusi yang baik bagi Indonesia. Walaupun tidak menggunakan BBM, mobil listrik memerlukan daya dari listrik yang juga dihasilkan oleh PLTU batu bara. Kalau sudah begini, mobil listrik terasa hanya <em>gimmick <\/em>ramah lingkungan dan sama-sama jadi penyumbang kemacetan.<\/p>\n\n<h2 class=\"wp-block-heading\">Keluar dari kemacetan, masuk ke transportasi massal<\/h2>\n\n<p>Merujuk pada <a href=\"https:\/\/metro.tempo.co\/read\/1424014\/jakarta-keluar-dari-10-besar-kota-termacet-berdasarkan-tomtom-traffic-index\">analisis TomTom Index terbaru<\/a>, Jakarta saat ini berada di posisi 31 tingkat kemacetan dunia. Untuk pertama kalinya, Jakarta keluar dari 10 besar kota termacet di dunia. Jangan cepat berbangga atas pencapaian ini. Dengan transportasi massal yang memadai, masyarakat yang berada di luar Jakarta akan mempunyai pilihan transportasi lain selain membeli mobil untuk melewati jalan tol yang dibuat pemerintah. Selain itu, perbaikan infrastruktur sepeda juga bisa membantu mengurangi penggunaan kendaraan bermotor terutama di dalam kota Jakarta.
