Perencanan dan pencegahan kebakaran hutan dan lahan (karhutla) yang efektif merupakan faktor penentu berhasil atau gagalnya pemerintah dalam menghentikan bencana langganan karhutla tahunan. Kedua elemen tersebut harus berbasis pada data dan fakta sumber masalah karhutla lima tahun terakhir seperti di area terbakar konsesi korporasi dan kerusakan gambut yang belum direstorasi.&nbsp;&nbsp;<\/p>\n\n<p>Merujuk pada Undang-Undang Perlindungan dan Pengelolaan Lingkungan Hidup No. 32 Tahun 2009 terkait pertanggungjawaban mutlak (<em>strict liability<\/em>) Rusmadya Maharuddin Ketua Tim Jurukampanye Hutan Greenpeace Indonesia menyatakan:<\/p>\n\n<p>\u201cPengendalian karhutla paling dini harus ditekankan pada para pihak swasta pemegang konsesi perkebunan dan kehutanan, ini yang masih lemah. Sebab perusahaan telah mendapat izin dari pemerintah, maka harus bertanggung jawab terhadap apapun yang terjadi di lahannya.\u201d tegas Rusmadya.<\/p>\n\n<p>\u201cKetidaktegasan pemerintah masih tercermin dari banyaknya perusahaan yang belum diberi sanksi tegas maupun pencabutan izin terutama bagi korporasi yang lalai, sehingga ini membuat para perusak lingkungan tidak jera,\u201d lanjut Rusmadya.&nbsp;<\/p>\n\n<p>Kementerian Lingkungan Hidup dan Kehutanan (KLHK) belakangan mempersoalkan perbedaan persepsi yang berkembang di publik, dan meminta semua pihak mengambil peran edukasi informasi terkait karhutla. [1]<\/p>\n\n<p>\u201cKLHK sebagai walidata karhutla seharusnya terbuka soal data yang dapat dipantau oleh publik seperti data perusahaan yang tidak\/belum mematuhi sangsi dan membayar denda, peta batas\/izin konsesi dan&nbsp; peta restorasi gambut di wilayah konsesi&nbsp; yang selalu bermasalah.
