Serikat Buruh Migran Indonesia (SBMI) bersama dengan Greenpeace Indonesia hari ini melakukan aksi damai di Taman Aspirasi, kawasan Monumen Nasional, Jakarta Pusat, untuk mendorong Presiden Joko Widodo segera mengesahkan Rancangan Peraturan Pemerintah tentang Pelindungan ABK Indonesia. Peraturan tersebut seharusnya sudah keluar selambat-lambatnya pada 22 November 2019, atau dua tahun sejak terbitnya Undang-undang Nomor 18 tahun 2017 tentang Pelindungan Pekerja Migran Indonesia (UU PPMI).&nbsp;&nbsp;<\/p>\n\n<figure class=\"wp-block-image size-large  caption-style-blue-overlay caption-alignment-center\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"533\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-indonesia-stateless\/2020\/08\/9363e0d0-gp0stur8n_web_size_with_credit_line.jpg\" alt=\"\" class=\"wp-image-5567\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-indonesia-stateless\/2020\/08\/9363e0d0-gp0stur8n_web_size_with_credit_line.jpg 800w, https:\/\/www.greenpeace.org\/static\/planet4-indonesia-stateless\/2020\/08\/9363e0d0-gp0stur8n_web_size_with_credit_line-300x200.jpg 300w, https:\/\/www.greenpeace.org\/static\/planet4-indonesia-stateless\/2020\/08\/9363e0d0-gp0stur8n_web_size_with_credit_line-768x512.jpg 768w, https:\/\/www.greenpeace.org\/static\/planet4-indonesia-stateless\/2020\/08\/9363e0d0-gp0stur8n_web_size_with_credit_line-510x340.jpg 510w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n<p>Aksi ini merupakan rangkaian dari aksi sebelumnya yang dilakukan oleh SBMI di halaman Gedung Nusantara 1, DPR-RI, pada 13 Juli 2020, dengan tuntutan serupa. \u201cPeraturan Pemerintah akan mengatur berbagai hal teknis tentang perekrutan anak buah kapal (ABK) migran, sehingga mempersempit celah praktik pelanggaran hak tenaga kerja serta hak asasi manusia para ABK perikanan,\u201d jelas Hariyanto Suwarno, Ketua Umum SBMI.&nbsp;<\/p>\n\n<p>Menurut <a href=\"https:\/\/www.greenpeace.org\/indonesia\/siaran-pers\/5444\/perbudakan-modern-di-laut-terus-berlanjut-pemerintah-gagal-lindungi-abk-ikan-indonesia\/\">Kertas Laporan Investigasi SBMI-Greenpeace<\/a>, sepanjang 2015-2020, SBMI menerima pengaduan dari 338 orang ABK yang bekerja di kapal ikan berbendera asing. Berdasarkan sebelas (11) indikator kerja paksa Organisasi Perburuhan Internasional\/<a href=\"https:\/\/www.ilo.org\/wcmsp5\/groups\/public\/---ed_norm\/---declaration\/documents\/publication\/wcms_203832.pdf\">ILO C29<\/a>, maka kasus yang dialami ratusan ABK tersebut di antaranya penahanan upah, kondisi kerja yang buruk, jam kerja berlebihan, penipuan, dan kekerasan fisik serta seksual. Dari 338 orang, sebanyak sebelas (11) ABK menjadi korban kerja paksa bahkan meninggal dunia di atas kapal. Selain mengeluarkan Peraturan Pemerintah, Pemerintah juga harus segera meratifikasi Konvensi ILO 188 tentang Pekerjaan dalam Penangkapan Ikan selambat-lambatnya pada Desember 2020.&nbsp;<\/p>\n\n<p>Selain pelindungan melalui peraturan, pemerintah juga harus segera menyelesaikan kasus-kasus ABK yang diduga menjadi korban tindak pidana perdagangan orang (TPPO), serta mendata para ABK Indonesia yang bekerja di kapal ikan berbendera asing. Pendataan sangat penting sebagai bagian dari pengawasan terhadap para ABK. \u201cPara ABK kebanyakan bekerja di kapal ikan berbendera asing dengan frekuensi sandar ke pelabuhan yang sangat jarang, karena kapal banyak melakukan alih muatan di tengah laut.
