In response, Greenpeace Russia wanted to find out what residents thought about air pollution, and how the authorities can help solve the problem.<\/span><\/p>\n<div id=\"attachment_21933\" style=\"width: 1034px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-21933\" class=\"size-large wp-image-21933\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2019\/04\/d5794212-gp0str5al_medium_res-1024x683.jpg\" alt=\"Action against Air Pollution from Transport in Moscow \u00a9 Liza Udilova \/ Greenpeace\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2019\/04\/d5794212-gp0str5al_medium_res-1024x683.jpg 1024w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2019\/04\/d5794212-gp0str5al_medium_res-300x200.jpg 300w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2019\/04\/d5794212-gp0str5al_medium_res-768x512.jpg 768w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2019\/04\/d5794212-gp0str5al_medium_res-510x340.jpg 510w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2019\/04\/d5794212-gp0str5al_medium_res.jpg 1200w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><p id=\"caption-attachment-21933\" class=\"wp-caption-text\">A respirator on the statue of St. George in the heart of the capital of Russia.<\/p><\/div>\n<p><a href=\"https:\/\/www.greenpeace.org\/international\/story\/17343\/how-are-russias-world-cup-cities-planning-to-tackle-air-pollution\/\"><span style=\"font-weight: 400;\">Research commissioned by Greenpeace Russia<\/span><\/a><span style=\"font-weight: 400;\"> found that air pollution has long been a widespread concern; 82% of Moscow\u2019s residents are dissatisfied with the quality of the air they\u2019re breathing, and in St. Petersburg, the second largest city, it\u2019s 77%.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">People are well aware of the main cause of the problem, too \u2014 the same research showed that <\/span>more than 80% of respondents in Moscow and St. Petersburg are aware that emissions from fossil-fuelled vehicles are the primary source of harmful air.<\/p>\n<p><span style=\"font-weight: 400;\">The good news is government officials are beginning to recognise that their biggest cities must start transitioning to green mobility \u2014 and now we see not only promises, but real actions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Human Rights Council under the President of Russia has <\/span><a href=\"http:\/\/president-sovet.ru\/presscenter\/news\/read\/5208\/\"><span style=\"font-weight: 400;\">proposed<\/span><\/a><span style=\"font-weight: 400;\"> restrictions such as low emission zones for vehicles below the heavily polluting <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/European_emission_standards\"><span style=\"font-weight: 400;\">Euro-3 emissions standard<\/span><\/a><span style=\"font-weight: 400;\">. This is a step in the right direction in an effort to tackle air pollution in Moscow and other major cities. The Russian government has already instructed the authorities of Moscow and St. Petersburg to develop a road map for the implementation of these measures.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This is a real breakthrough, and couldn\u2019t have happened without the hard work and support of thousands of you. In autumn 2017, Greenpeace Russia handed over a revolutionary scenario for the development of the transport system of the capital to the Government of Moscow \u2014 one of its most important components was the introduction of low emission zones. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Under this plan, air pollution from \u00a0nitrogen dioxide and carbon dioxide emissions from vehicles will be reduced by a quarter. Such restrictions have already been introduced in dozens of European cities \u2014 including megacities <\/span><a href=\"https:\/\/www.greenpeace.org.uk\/press-releases\/londons-ultra-low-emission-zone-will-improve-lives-millions\/\"><span style=\"font-weight: 400;\">such as London<\/span><\/a><span style=\"font-weight: 400;\"> \u2014 and this has led to a significant improvement in air quality. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, for any restrictions to be effective, there also needs to be significant development in <\/span>alternative forms of mobility \u2014 including public transport and bicycle infrastructure. We are hoping \u00a0that Moscow and St. Petersburg will set an example in solving this problem for other cities in Russia and beyond. There are already more than 200 cities in Europe with such zones, including Berlin, Brussels, Rotterdam and Copenhagen.<\/p>\n<p><span style=\"font-weight: 400;\">After all, the changes that we manage to achieve in Russia with the support of tens of thousands of you are only a small part of the work that Greenpeace is doing.
