{"id":21940,"date":"2019-05-01T12:28:51","date_gmt":"2019-05-01T10:28:51","guid":{"rendered":"https:\/\/www.greenpeace.org\/international\/?p=21940"},"modified":"2023-07-10T09:54:29","modified_gmt":"2023-07-10T07:54:29","slug":"will-people-hear-the-story-of-the-numto-reindeer-herders","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/international\/story\/21940\/will-people-hear-the-story-of-the-numto-reindeer-herders\/","title":{"rendered":"Will people hear the story of the Numto reindeer herders?"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Right now the<\/span><a href=\"https:\/\/www.un.org\/development\/desa\/indigenouspeoples\/unpfii-sessions-2\/18-2.html\"> <span style=\"font-weight: 400;\">UN Permanent Forum on Indigenous issues<\/span><\/a><span style=\"font-weight: 400;\"> is taking place in New York. &nbsp;There\u2019s a lot of lofty talk about indigenous peoples rights to free, prior and informed consent. This means indigenous people have a right to say no to industrial development that may affect their way of life and the health of their lands. &nbsp;However, in reality, the oil industry often ignores this consent. The indigenous reindeer herders from Numto village by Western Siberia are familiar with this lack of responsibility. They wonder, will this be addressed when the UN forum holds its session on Russia on May 2nd?<\/span><\/p>\n<lite-youtube style=\"background-image: url('https:\/\/i.ytimg.com\/vi\/cHKaJeJ-kHg\/hqdefault.jpg');\" videoid=\"cHKaJeJ-kHg\" params=\"rel=0\"><\/lite-youtube>\n<p><b>Their lives and way of life at stake:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">There are over 180 communities in Russia, only 40 of them are officially recognised as indigenous. Khanty and Nenets reindeer herders are native to Numto Lake. &nbsp;For the Khanty, oil extraction means wrecking the environment: heavy vehicles destroying land, which is difficult to recover in the Arctic, possible oil spills poisoning water and less and less places to eat for the reindeer which feed on plants or wild herbs. Many realise the threat oil drilling presents, but few dare to oppose. Nonetheless, courageous protest does take place.<br \/>\n<\/span><\/p>\n<p><b>Secrets &amp; security:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Numto village is located in Numto natural Park in the south of the Russian tundra. Except from the oil industry, It is isolated from the rest of the world. Mobile phones barely get a signal, and the road built by Surgutneftegas is private and 200km to the nearest town. Earlier this year there was a \u201cpublic\u201d hearing. Finding out about it afterwards, locals called it a sham consultation. While the oil company Surgutneftegas claims it put documents on its website, the locals do not have internet. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Strangers are kept out by a guarded checkpoint. &nbsp;The press is especially not welcome. Two years ago a German journalist tried to visit to report on the tension between locals and oil industry. She was denied access both by car and helicopter. Recently a journalist managed to visit during the reindeer herders\u2019 day festivities&#8211; the day Surgutneftegas announced they are installing three more oil drilling wells in Numto.<\/span><\/p>\n<div id=\"attachment_21943\" style=\"width: 1210px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-21943\" class=\"wp-image-21943 size-full\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2019\/05\/18e5dab7-gp0stt8wj_medium_res.jpg\" alt=\"Indigenous People Oppose Oil Drilling on Reindeer Herder Day in Siberia \u00a9 Daria Karetnikova \/ Greenpeace\" width=\"1200\" height=\"675\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2019\/05\/18e5dab7-gp0stt8wj_medium_res.jpg 1200w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2019\/05\/18e5dab7-gp0stt8wj_medium_res-300x169.jpg 300w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2019\/05\/18e5dab7-gp0stt8wj_medium_res-768x432.jpg 768w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2019\/05\/18e5dab7-gp0stt8wj_medium_res-1024x576.jpg 1024w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2019\/05\/18e5dab7-gp0stt8wj_medium_res-510x287.jpg 510w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><p id=\"caption-attachment-21943\" class=\"wp-caption-text\">Numto people meet with Russian government representatives and the Russian oil company Surgutneftegas, as they oppose the oil company\u2019s plan to drill for oil in the area.<\/p><\/div>\n<p><b>Hunger games for Numto.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Tatiana Merkushina who has worked in local government bodies for 23 years was fired soon after she refused to stop speaking out against a re-zoning that allows for drilling in a protected area. <\/span><a href=\"https:\/\/semnasem.ru\/numto_eng\/\"><span style=\"font-weight: 400;\">According<\/span><\/a><span style=\"font-weight: 400;\"> to Merkushina<\/span><span style=\"font-weight: 400;\">, her firing was retaliatory. <\/span><span style=\"font-weight: 400;\">As she explains, the re-zoning surveys authorized by the Governor were financed by Surgutneftegas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The former Director of Natural Park Numto Segey Lavrentyev also believes he was the victim of retaliation: his contract was not renewed after he objected to the re-zoning.<\/span><\/p>\n<p><b>Expose the cover up<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Residents live as close to four kilometres to the nearest drilling site. While the profits go to Surgutneftegas the water and lives of the Numto are under threat. The oil industry does not want people to know what goes on in this remote indigenous territory. The reporter who managed to get in Numto village was discovered and stopped by officials:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cHow did you get here?\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cBy car.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWhich car? They are isolated and under an oil producer\u2019s supervision.
