Last week the Indonesian Coordinating Ministry for Economic Affairs ordered palm oil companies <\/span><a href=\"https:\/\/www.cnnindonesia.com\/ekonomi\/20190509154845-92-393493\/luhut-soal-batasi-akses-hgu-ada-korporasi-belum-patuh-aturan\"><span style=\"font-weight: 400;\">not to share information regarding the palm concessions they own<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Transparency has become a key battleground in the fight to clean up Indonesia\u2019s palm oil industry. In December, the world\u2019s largest palm oil trader, Wilmar International, committed to map and monitor hundreds of its suppliers to ensure they were not destroying rainforests. The government\u2019s moves seem designed to stymie this initiative.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;The Indonesian government seems determined to prevent brands knowing whether the companies that produce their palm oil are destroying forests. This just strengthens the hand of those who claim the palm oil industry cannot be reformed. It would also do untold damage to the Indonesian economy, as many consumer brands would find themselves with no choice but to stop buying palm oil altogether,&#8221;<\/span><span style=\"font-weight: 400;\">\u00a0said Kiki Taufik, Global Head of the Indonesian forests campaign at Greenpeace Indonesia.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Over two years ago, Indonesia\u2019s <\/span><a href=\"https:\/\/news.mongabay.com\/2018\/03\/public-access-to-indonesian-plantation-data-still-mired-in-bureaucracy\/\"><span style=\"font-weight: 400;\">Supreme Court ruled that the government should make information on palm oil concessions available<\/span><\/a><span style=\"font-weight: 400;\"> to the public. Instead, <\/span><span style=\"font-weight: 400;\">s<\/span><span style=\"font-weight: 400;\">enior ministers, including Luhut Panjaitan \u2013 Minister for Maritime Affairs \u2013 and Darmin Nasution \u2013 Minister for Economic Affairs \u2013 are<\/span><span style=\"font-weight: 400;\"> deliberately limiting access to data and information. Darmin claimed the government was acting in response to<\/span> <a href=\"https:\/\/www.cnnindonesia.com\/ekonomi\/20190508204026-92-393201\/darmin-curiga-ada-pengusaha-main-dengan-eropa-soal-sawit?\"><span style=\"font-weight: 400;\">palm oil companies &#8216;flirting&#8217; with the European Union<\/span><\/a><span style=\"font-weight: 400;\">. The EU <\/span><span style=\"font-weight: 400;\">is considering restricting the use of palm oil for biofuels over concerns about deforestation and climate change.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">During the recent Indonesian presidential campaign, Minister Luhut became embroiled in a controversy over plantation land titles, known by the Indonesian acronym HGU. Luhut <\/span><a href=\"https:\/\/nasional.republika.co.id\/berita\/nasional\/umum\/pnjc3g382\/akui-kuasai-lahan-tambang-luhut-bukan-hgu\"><span style=\"font-weight: 400;\">denied owning a palm oil plantation<\/span><\/a><span style=\"font-weight: 400;\">, telling journalists that he supported transparency in the palm oil sector and that &#8220;[the government] has a one map policy, the [HGU] data is public. Open it. You can see what land I have.&#8221; He later <\/span><a href=\"https:\/\/kumparan.com\/@kumparanbisnis\/sempat-bantah-luhut-akhirnya-akui-punya-tanah-hgu-1551269426467139703\"><span style=\"font-weight: 400;\">admitted ownership of a 10% stake<\/span><\/a><span style=\"font-weight: 400;\"> in palm oil company PT Toba Bara Sejahtra (PT TBS). <\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2017, the Indonesian environmental NGO Walhi accused a subsidiary of PT TBS of <\/span><a href=\"https:\/\/katadata.co.id\/berita\/2017\/01\/30\/walhi-tuduh-perusahaan-luhut-rebut-lahan-petani-di-kalimantan-timur\"><span style=\"font-weight: 400;\">seizing land from smallholder farmers to develop its plantation<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This comes amidst heightened public awareness about deforestation, in particular for palm oil. Several consumer goods manufacturers, including Unilever, Mondelez and Nestl\u00e9, have committed to \u2018no deforestation\u2019 and are trying to reform the sector. However, <\/span><span style=\"font-weight: 400;\">controversy around palm oil and deforestation has already lead to some European retailers removing palm oil from their own brand products, <\/span><a href=\"https:\/\/www.theguardian.com\/environment\/2018\/apr\/10\/iceland-to-be-first-uk-supermarket-to-cut-palm-oil-from-own-brand-products\"><span style=\"font-weight: 400;\">including Iceland supermarket in the UK<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This is not the first time the Indonesian Government has blocked private sector initiatives to increase transparency in the palm oil sector.
