{"id":28712,"date":"2020-02-24T19:42:07","date_gmt":"2020-02-24T18:42:07","guid":{"rendered":"https:\/\/www.greenpeace.org\/international\/?p=28712"},"modified":"2021-12-01T13:48:53","modified_gmt":"2021-12-01T12:48:53","slug":"the-bold-new-plan-to-rescue-the-worlds-oceans-explained","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/international\/story\/28712\/the-bold-new-plan-to-rescue-the-worlds-oceans-explained\/","title":{"rendered":"The bold new plan to rescue the world\u2019s oceans, explained"},"content":{"rendered":"\n<h4 class=\"wp-block-heading\">From climate change and plastic pollution, to mining and overfishing, the threats facing our oceans are getting more urgent every day. <\/h4>\n\n<p>Right now, there\u2019s a chance to turn things around. <strong>World leading scientists, working alongside Greenpeace, have drawn up<\/strong> a <a href=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2019\/03\/479c73c5-30x30_blueprint_report_exec_summary_web.pdf\">bold rescue plan for our oceans<\/a> &#8211; and it\u2019s brilliantly simple: <strong>we create huge ocean sanctuaries all over the world<\/strong>, putting millions of square kilometres off-limits to fishing, mining, drilling and other destructive industries. <\/p>\n\n<p>If the plan goes ahead, <strong>it\u2019ll be one of the biggest conservation efforts in human history<\/strong>. And while sanctuaries can\u2019t fix everything, the benefits for ocean life &#8211; and for people worldwide &#8211; would be enormous.<\/p>\n\n<figure class=\"wp-block-embed-facebook wp-block-embed is-type-video is-provider-facebook\"><div class=\"wp-block-embed__wrapper\">\nhttps:\/\/www.facebook.com\/greenpeaceuk\/videos\/841546446208828\/\n<\/div><\/figure>\n\n<p>So <strong>how would this plan work?<\/strong> And why does all of this matter?<\/p>\n\n<h3 class=\"wp-block-heading\">First, why is it important to protect the oceans?<\/h3>\n\n<p>Hundreds of miles offshore, the open oceans are pretty far-removed from the average person\u2019s everyday life.&nbsp;<\/p>\n\n<p>But these waters are truly special. They\u2019re home to creatures more varied than in the tropical rainforests. They contain the highest and <a href=\"https:\/\/oceanservice.noaa.gov\/facts\/midoceanridge.html\">longest mountain range<\/a> anywhere on Earth, and <a href=\"https:\/\/www.youtube.com\/watch?v=Y2tm40uMhDI\">trenches deep enough to hold Mount Everest<\/a>. But <strong>this isn\u2019t just about conscience. It\u2019s also about survival. <\/strong><\/p>\n\n<p>The oceans <a href=\"https:\/\/ocean.si.edu\/ocean-life\/plankton\/every-breath-you-take-thank-ocean\">produce half of our oxygen<\/a> and <a href=\"https:\/\/www.un.org\/sustainabledevelopment\/oceans\/\">food for a billion people<\/a>. And because they soak up huge amounts of carbon dioxide, they\u2019re also one of our <a href=\"https:\/\/mashable.com\/article\/ocean-carbon-dioxide-climate-change\/\">best defences against climate change<\/a>.<\/p>\n\n<h3 class=\"wp-block-heading\">What does the plan involve?<\/h3>\n\n<p>The Ocean Rescue Plan would create a <strong>huge network of protected areas (ocean sanctuaries) covering at least 30% of the oceans by 2030<\/strong>. If we implemented the rescue plan in full, <strong>ocean life would become healthier, more abundant<\/strong>, and better able to cope with big global threats like climate change and plastic pollution.<\/p>\n\n<h3 class=\"wp-block-heading\">How were these areas chosen?<\/h3>\n\n<p>It\u2019s not just about the total size. To make the most of their potential, <strong>the protected areas need to be in the right place<\/strong>.<\/p>\n\n<p>To work this out, a team of scientists used data on habitats, species, fishing patterns, and features like undersea mountains and trenches to generate <strong>hundreds of different options for where the sanctuaries could go<\/strong>. A large school of Banana fusilier (Pterocaesio pisang) swims over the colourful field of soft corals (Dendronephthya sp.) in the reef of Hin Khao, two small pinnacles in the sea of Satun, Thailand, known for massive biological diversity.<div class=\"credit icon-left\"> \u00a9 Sirachai Arunrugstichai \/ Greenpeace<\/div><\/figcaption><\/figure>\n\n<h3 class=\"wp-block-heading\">How is this different to the ocean sanctuaries that already exist?<\/h3>\n\n<p><strong>You\u2019ve probably heard about ocean sanctuaries that already exist<\/strong> &#8211; either in individual countries\u2019 national waters, or special areas like the Antarctic. <\/p>\n\n<p>Sadly, too many of these are so-called \u2018<a href=\"https:\/\/www.theguardian.com\/environment\/2019\/sep\/11\/europes-marine-sanctuaries-are-paper-parks\">paper parks<\/a>\u2019 with lax enforcement, or rules too weak to offer true protection. But <strong>where they\u2019re well designed, ocean sanctuaries work<\/strong> amazingly well.<\/p>\n\n<p>So <strong>these new sanctuaries would be different<\/strong> in two ways. Firstly, they\u2019d actually work &#8211; with strict rules and well-funded enforcement (more on this below). Greenpeace is documenting the Antarctic\u2019s unique wildlife, to strengthen the proposal to create the largest protected area on the planet, an Antarctic Ocean Sanctuary.<div class=\"credit icon-left\"> \u00a9 Paul Hilton \/ Greenpeace<\/div><\/figcaption><\/figure>\n\n<h3 class=\"wp-block-heading\">How would the new sanctuaries be created?<\/h3>\n\n<p>At the moment, there\u2019s no way to create ocean sanctuaries outside of national waters &#8211; the legal mechanism for countries to agree on something like this simply doesn\u2019t exist.&nbsp;<\/p>\n\n<p>Things like this are usually handled by treaties, and as luck would have it, <strong>there\u2019s a Global Ocean Treaty being negotiated that could give us everything we need to get started.<\/strong><\/p>\n\n<p>A good treaty would create a new UN body that could examine proposals for new sanctuaries using the latest science, then provide strong enforcement to <strong>make sure these sanctuaries are genuinely off-limits to harmful industries<\/strong>.<\/p>\n\n<h3 class=\"wp-block-heading\">What are the obstacles to a treaty?<\/h3>\n\n<p>Although we\u2019re likely to get some sort of treaty, <strong>a <em>good<\/em> treaty won\u2019t happen by itself<\/strong>. Destructive industries like industrial fishing are pushing hard to carry on with business as usual, and some governments are happy to argue on their behalf.<\/p>\n\n<p>To counter this, <strong>politicians need to see a popular movement for ocean protection<\/strong>, both in their individual countries and worldwide.
