The European Union is one of the three largest economic powers in the world, together with the US and China. And <a href=\"https:\/\/ourworldindata.org\/co2-and-other-greenhouse-gas-emissionshttps:\/\/ourworldindata.org\/co2-and-other-greenhouse-gas-emissions\">we are responsible for 22% of historic greenhouse gas emissions<\/a>. So we bear great responsibility to act on the climate crisis. <\/p>\n\n<figure class=\"wp-block-embed-twitter wp-block-embed is-type-rich is-provider-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">If your house were on fire, would you wait to 2050 to put it out?<br><br>Hollow promises for the future won&#39;t douse the flames of today&#39;s <a href=\"https:\/\/twitter.com\/hashtag\/ClimateEmergency?src=hash&amp;ref_src=twsrc%5Etfw\">#ClimateEmergency<\/a><br><br>Next week the <a href=\"https:\/\/twitter.com\/EU_Commission?ref_src=twsrc%5Etfw\">@EU_Commission<\/a> will unveil an <a href=\"https:\/\/twitter.com\/hashtag\/EUClimateLaw?src=hash&amp;ref_src=twsrc%5Etfw\">#EUClimateLaw<\/a><br><br>Will it make governments act now or allow them to delay? <a href=\"https:\/\/t.co\/ODTLYe18Wh\">pic.twitter.com\/ODTLYe18Wh<\/a><\/p>&mdash; Greenpeace EU (@GreenpeaceEU) <a href=\"https:\/\/twitter.com\/GreenpeaceEU\/status\/1233342808402079744?ref_src=twsrc%5Etfw\">February 28, 2020<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n<p class=\"wp-block-paragraph\">We have already shown our power on the streets across Europe. But <a href=\"https:\/\/www.greenpeace.org\/eu-unit\/issues\/climate-energy\/1876\/european-parliament-backs-more-climate-action\/\">we need governments and politicians to act too<\/a>.<\/p>\n\n<p class=\"wp-block-paragraph\">If done well, the EU climate law and the European Green Deal could be excellent tools for <a href=\"https:\/\/www.greenpeace.org\/eu-unit\/issues\/climate-energy\/2523\/activists-take-climate-emergency-to-eu-summit\/\">tackling the climate emergency<\/a>. <\/p>\n\n<p class=\"wp-block-paragraph\">But a saw is useless if the blade is dull. And <a href=\"https:\/\/www.greenpeace.org\/eu-unit\/issues\/climate-energy\/2634\/media-briefing-hollow-eu-climate-law-would-delay-action\/\">a climate law is useless if the emissions targets are not strong enough<\/a>.<\/p>\n\n<p class=\"has-medium-font-size wp-block-paragraph\">What\u2019s wrong?<\/p>\n\n<p class=\"wp-block-paragraph\">European Commission president, Ursula von der Leyen, has said that responding to the climate and ecological emergency is the most pressing issue facing the EU. She promised <a href=\"https:\/\/ec.europa.eu\/info\/strategy\/priorities-2019-2024\/european-green-deal_en\">a European Green Deal<\/a> in the Commission\u2019s first 100 days, with <a href=\"https:\/\/www.greenpeace.org\/eu-unit\/issues\/climate-energy\/2634\/media-briefing-hollow-eu-climate-law-would-delay-action\/\">a new EU climate law<\/a> at its heart. On Wednesday, the 4th of March she will unveil the climate law.<\/p>\n\n<p class=\"wp-block-paragraph\">We have seen from a leaked document that the climate law text says that the European Green Deal sets out \u201ca new growth strategy\u201d for Europe, but the <a href=\"https:\/\/www.eea.europa.eu\/highlights\/soer2020-europes-environment-state-and-outlook-report\">European Environment Agency (EEA)<\/a> is warning that \u201cEurope will not achieve its sustainability vision of \u2018living well within the limits of the planet\u2019 by continuing to promote economic growth and seeking to manage the environmental and social impacts\u201d.<\/p>\n\n<figure class=\"wp-block-image size-large  caption-style-blue-overlay caption-alignment-center\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" title=\"High Sea Level in VeniceAumento del livello del mare a Venezia e stato di calamit\u00e0 naturale\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2020\/03\/0793c1d2-gp0stud9i_medium_res_with_credit_line-1024x683.jpg\" alt=\"Venice is one of the Italian cities most at risk, due to climate change. At risk are not only the safety of the habitants and tourists, but also the priceless historical and cultural heritage.\" class=\"wp-image-28982\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2020\/03\/0793c1d2-gp0stud9i_medium_res_with_credit_line-1024x683.jpg 1024w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2020\/03\/0793c1d2-gp0stud9i_medium_res_with_credit_line-300x200.jpg 300w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2020\/03\/0793c1d2-gp0stud9i_medium_res_with_credit_line-768x512.jpg 768w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2020\/03\/0793c1d2-gp0stud9i_medium_res_with_credit_line-510x340.jpg 510w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2020\/03\/0793c1d2-gp0stud9i_medium_res_with_credit_line.jpg 1200w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption aria-hidden=\"true\"> Rising sea levels are already impacting Venice.<div class=\"credit icon-left\"> \u00a9 Roberto Silvino \/ Greenpeace<\/div><\/figcaption><\/figure>\n\n<p class=\"wp-block-paragraph\">The climate law, and the European Green Deal more broadly, fail to tackle or recognise the root cause of the climate, biodiversity and inequality crises: the economic system fuelled by extraction and exploitation which have been sustained through oppression.<\/p>\n\n<p class=\"wp-block-paragraph\">The EU can do better. <\/p>\n\n<p class=\"wp-block-paragraph\">The Climate Law will focus on a net-zero emissions target by 2050, but that\u2019s too late. We need a strong 2030 emissions reduction target. Some of our governments already support a 55% emission reduction by 2030 (compared to 1990 emissions). But that will lead to more than 2\u00baC of heating. <\/p>\n\n<p class=\"wp-block-paragraph\">Two governments, the Danish and the Finnish, already have national targets that would keep the warming to 1.5\u00baC. But we need an EU commitment of at least 65% emission reductions by 2030. And this commitment must be on the table well before the UN Climate Summit in Glasgow in November. Otherwise we risk jeopardizing the whole Paris agreement.<\/p>\n\n<p class=\"wp-block-paragraph\">In addition, it doesn\u2019t make sense to set targets with one hand, and subsidize climate killers with the other. The draft Climate Law as far as we know:<\/p>\n\n<ul class=\"wp-block-list\"><li>Won\u2019t include plans to phase out subsidies for fossil fuels and other climate-damaging sectors, such as airlines, airports and industrial agriculture.<\/li><li>Will fail to address the <a href=\"https:\/\/www.greenpeace.org\/eu-unit\/issues\/climate-energy\/2245\/189-civil-society-organisations-fossil-free-politics\/\">political influence and greenwashing<\/a> of the fossil fuel industry.<\/li><li>Will not recognise the growing impact of animal farming on the EU\u2019s greenhouse gases, now accounting for <a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/abs\/10.1111\/j.1365-2486.2012.02786.x\">a share of 12-17%<\/a>.&nbsp;<\/li><li>Will fail to phase out of new petrol and diesel cars. Greenpeace believes this should happen by 2028. There is a proposal for a one trillion euro (\u20ac1,000,000,000,000!) Sustainable Investment Plan to help to make the change to a climate-friendly world. However, the <a href=\"https:\/\/www.bruegel.org\/2020\/02\/berlin-will-make-or-break-the-european-green-deal\/\">Bruegel think tank<\/a> says that this is three times too little. Most of the money is already part of the EU budget or comes from the private sector.<\/p>\n\n<p class=\"wp-block-paragraph\">The Sustainable Investment Plan has very few requirements attached, so it could actually provide subsidies to fossil fuel and nuclear projects and countries that have not yet committed to a coal phase-out by 2030 and a fossil fuel phase-out by 2040. Just \u20ac7.5 billion of the total amount excludes fossil fuel subsidies.<\/p>\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Who decides?<\/p>\n\n<p class=\"wp-block-paragraph\">It might sound like the EU Climate Law, the EU emissions reductions targets, and the European Green Deal are decided by bureaucrats in big buildings in Brussels we usually only ever see on the news. Wrong. The decisions are made much closer to us: in our national capitals.<\/p>\n\n<p class=\"wp-block-paragraph\">It is quite right that the European Commission makes the proposal and that the European Parliament discusses it and hopefully makes it better. In the end it is the European Council that has the most power in the final decision.
