War. Historically high gas, oil, and electricity prices. High inflation. Looming recession. Climate crisis. Soon, winter will arrive, leaving people at risk of a choice between being able to afford to heat their homes or cook their meals.<\/p>\n\n<p>The <a href=\"https:\/\/www.iea.org\/reports\/world-energy-outlook-2022\/executive-summary\">first global energy crisis<\/a> calls for an unprecedented level of intervention from national governments and the EU, the world\u2019s <a href=\"https:\/\/www.reuters.com\/business\/cop\/eu-tell-un-summit-it-plans-raise-climate-target-2023-source-2022-11-15\/\">third biggest emitter of climate-wrecking pollution<\/a>. Europe must reduce its consumption of gas, oil, and electricity fast. And it must be done in a way that ensures sustainability without exacerbating energy poverty. Households need fair reduction and fair redistribution to address the cost-of-living crisis. While this can\u2019t be achieved quickly there are many things Europe\u2019s governments can do fast to help get us there.<\/p>\n\n<h2 class=\"wp-block-heading\">1. This can be achieved through rationing and mandatory measures that prohibit shifting from gas to oil or coal.&nbsp;<\/p>\n\n<p>We know it\u2019s possible. For example, the <a href=\"https:\/\/nltimes.nl\/2022\/08\/30\/gas-consumption-netherlands-fourth-year\">Netherlands cut overall gas consumption by 25%<\/a> in the first half of 2022 compared to 2021, <a href=\"https:\/\/www.bruegel.org\/dataset\/european-natural-gas-demand-tracker\">more than 30%in energy intensive industries<\/a>.&nbsp; The energy crisist requires governments to take extraordinary measures to ensure energy reductions across the board, especially from the biggest users, and shift the burden from individuals.<\/p>\n\n<h2 class=\"wp-block-heading\">2. Save energy in transport<\/h2>\n\n<ul class=\"wp-block-list\">\n<li>Introduce an affordable \u201cclimate ticket\u201d for public transport (<a href=\"https:\/\/www.greenpeace.org\/international\/story\/56061\/climate-tickets-public-transport-on-track-oil-climate\/\">like the German 9\u20ac\u200e ticket<\/a>)<\/li>\n\n\n\n<li><a href=\"https:\/\/www.greenpeace.org\/international\/story\/48786\/more-trains-less-planes-mobility-for-all\/\">Ban short haul flights<\/a> where reasonable train alternative is available<\/li>\n\n\n\n<li><a href=\"https:\/\/www.greenpeace.org\/nl\/klimaatverandering\/55324\/press-release-activists-ground-private-jets-at-amsterdam-schiphol-airport\/\">Ban private jets<\/a>&nbsp;<\/li>\n\n\n\n<li>Promote more efficient driving, lower speed limits<\/li>\n<\/ul>\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2022\/12\/31d4f150-gp1t3ksj-1024x683.jpg\" title=\"Schiphol Airport Protest in Amsterdam.\" alt=\"A large group of activists from Extinction Rebellion and Greenpeace Netherlands hold a peaceful protest at Amsterdam Schiphol Airport, the second biggest in the EU, stopping private jets from landing and taking off and sitting and cycling around the area where private jets are parked.<div class=\"credit icon-left\"> \u00a9 Marten  van Dijl \/ Greenpeace\u00a0<\/div>&#8221; class=&#8221;wp-image-57202&#8243;\/><figcaption class=\"wp-element-caption\">A large group of activists from Extinction Rebellion and Greenpeace Netherlands hold a peaceful protest at Amsterdam Schiphol Airport, the second biggest in the EU, stopping private jets from landing and taking off and sitting and cycling around the area where private jets are parked.<div class=\"credit icon-left\"> \u00a9 Marten  van Dijl \/ Greenpeace\u00a0<\/div><\/figcaption><\/figure>\n\n<p>New Greenpeace <a href=\"https:\/\/greenpeace.at\/uploads\/2022\/09\/transportsectorsolutions_report_by_greenpeace_cee_2022.pdf\">calculations<\/a> show that short-term reforms would cut oil demand in the EU\u00b4s transport sector by around 50 million tonnes of oil per year, and achieve annual energy savings of around 13%. The most effective measures to reduce energy consumption are <a href=\"https:\/\/www.greenpeace.org\/international\/story\/56061\/climate-tickets-public-transport-on-track-oil-climate\/\">affordable climate tickets for public transport across the EU<\/a>, a reduction of flights, and efficient car usage.&nbsp;<\/p>\n\n<p>Short-term reforms like more teleworking, affordable public transport, and lower speed limits could save EU consumers \u20ac63 billion on fuel.&nbsp;<br>These <a href=\"https:\/\/www.greenpeace.org\/international\/story\/55678\/our-transport-system-is-fuelling-the-multiple-crises-were-facing-lets-use-it-to-fight-them\/\">transport-related energy saving reforms<\/a> would also lead to a reduction of greenhouse gas emissions by 180 million tonnes annually, equivalent to the emissions of 120 million fossil fuel-powered cars \u2013 almost half of the EU\u2019s total car fleet.<\/p>\n\n<h2 class=\"wp-block-heading\">3. Help people heat their homes and produce electricity<\/h2>\n\n<ul class=\"wp-block-list\">\n<li>Ban the sale of new gas boilers<\/li>\n\n\n\n<li>Introduce support schemes for insulation and make home insulation mandatory<\/li>\n\n\n\n<li>Introduce support schemes for heat pumps, solar heating and photovoltaics (PV)&nbsp;<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li>Train more people to install insulation, heat pumps, solar heating and PV<\/li>\n\n\n\n<li>Boost\/support industries producing insulation material<\/li>\n<\/ul>\n\n<p>People should not have to choose between heating or eating. More heat pumps could make a big difference. In the EU and UK, 2.2 million heat pumps were installed in 2021 which <a href=\"https:\/\/www.iea.org\/reports\/a-10-point-plan-to-reduce-the-european-unions-reliance-on-russian-natural-gas\">saved 1 billion cubic metres of gas starting from 2022<\/a>. Most of them replaced gas heating, some oil or electric heating. The growth in 2021 was 34 percent. This is not enough. Doubling EU installation rates of heat pumps from the current trajectory would save <a href=\"https:\/\/www.spglobal.com\/marketintelligence\/en\/news-insights\/latest-news-headlines\/europe-looks-to-heat-pumps-as-russian-war-accelerates-pivot-from-gas-boilers-70868962\">2 billion cubic metres of gas<\/a> use within the first year. Europe must import and manufacture more heat pumps so they can be readily available.<\/p>\n\n<p>Governments should do everything they can to speed up the just transition &#8211; <a href=\"https:\/\/www.ndr.de\/nachrichten\/schleswig-holstein\/Solar-auf-dem-Hausdach-Steigende-Preise-und-Wartezeiten,photovoltaik160.html\">delivery time for rooftop PV to convert light into electricity could be 4-6 months<\/a>. <a href=\"https:\/\/www.pv-magazine.com\/2022\/09\/22\/euro-solar-industry-on-course-to-support-more-than-500000-jobs-this-year\/\">To do this Europe will need more than 1 million solar workers in 2030 alone.<\/a> There should be an end to spending on dead ends like fossil infrastructure and nuclear power, and instead more investment in green jobs and a sustainable future for all.<\/p>\n\n<p>Stabilising energy systems and safeguarding our environment are not mutually exclusive; <a href=\"https:\/\/www.greenpeace.org\/africa\/en\/press\/51941\/greenpeace-africa-responds-to-presidents-electricity-crisis-address\/\">renewable energy is the answer to both the energy and climate crises<\/a>.<\/p>\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<lite-youtube style=\"background-image: url('https:\/\/i.ytimg.com\/vi\/2IeR7L73BoU\/hqdefault.jpg');\" videoid=\"2IeR7L73BoU\" params=\"rel=0\"><\/lite-youtube>\n<\/div><\/figure>\n\n<h2 class=\"wp-block-heading\">4. Tax the polluters and stop funding war<\/h2>\n\n<ul class=\"wp-block-list\">\n<li>Stop all subsidies that continue fossil fuels consumption<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li>Fossil fuel companies should be taxed 100% of their windfall profits<\/li>\n\n\n\n<li>The <a href=\"https:\/\/www.greenpeace.org\/eu-unit\/issues\/climate-energy\/46490\/despite-record-profits-fossil-fuel-companies-will-let-people-freeze-this-winter\/\">proceeds from a defined windfall profits tax should be redistributed fairly<\/a> at the national level or used to support communities in greater need of those resources.<\/li>\n<\/ul>\n\n<p>It\u2019s time to make the polluters pay, and <a href=\"https:\/\/www.greenpeace.org\/international\/story\/52988\/fossil-fuels-are-fuelling-war\/\">cut off the money for Putin\u2019s war<\/a>. Energy prices globally have been rising fast since 2021 and it\u2019s gotten worse since the start of the war in Ukraine. It doesn\u2019t look as if high gas and power prices will come to an end in the foreseeable future. And it\u2019s energy producers, like Shell, who are making huge profits from this instability via windfall profits.&nbsp;<\/p>\n\n<p>Companies that produce or base their business on the use of fossil fuels (i.e. oil and gas majors, refineries and fossil based utilities) should have their <a href=\"https:\/\/www.greenpeace.org\/eu-unit\/issues\/climate-energy\/46490\/despite-record-profits-fossil-fuel-companies-will-let-people-freeze-this-winter\/\">windfall profits taxed to support households with lowest incomes<\/a> and struggling small, and medium companies in exchange for energy efficiency measures.<\/p>\n\n<p>Direct subsidies, fuel tax rebates, or lowering of taxes for fossil fuels must be avoided as they will not only serve those individuals, companies, and institutions who use the most energy, but also help to fund the war.<\/p>\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2022\/12\/90653e57-gp1sx539-1024x683.jpg\" title=\"Russian Fossil Fuel Protest in New York.\" alt=\"Greenpeace USA activists protested the New York City arrival of a 50,000-ton oil tanker carrying Russian fossil fuel products, in turn, financing Vladimir Putin's war in Ukraine.<div class=\"credit icon-left\"> \u00a9 Eduardo Munoz \/ Greenpeace\u00a0<\/div>&#8221; class=&#8221;wp-image-57203&#8243;\/><figcaption class=\"wp-element-caption\">Greenpeace USA activists protested the New York City arrival of a 50,000-ton oil tanker carrying Russian fossil fuel products, in turn, financing Vladimir Putin&#8217;s war in Ukraine.<div class=\"credit icon-left\"> \u00a9 Eduardo Munoz \/ Greenpeace\u00a0<\/div><\/figcaption><\/figure>\n\n<p>With a recession rolling across Europe, governments are introducing subsidies and public support schemes to counteract the increased cost of living. Measures include increasing minimum wage, sick-pay, unemployment benefits, rent subsidies, minimum pensions, supplementary benefits, and lower taxes for people with low incomes.&nbsp;<\/p>\n\n<p>Public money could dwindle fast so the best way to address inequality is to tax the massive profits of the fossil fuel industry to help cover the public spending needed globally to support the most vulnerable and transition to renewable energy for all.
