A 10-year review of climate action, setbacks and the fight to keep 1.5\u00b0C alive"},"content":{"rendered":"\n<p>Ten years ago on 12 December 2015 in Paris at the UN climate conference COP21, a momentous agreement was reached, committing governments to efforts aimed at limiting global warming to 1.5\u00b0C.<\/p>\n\n<p>But 10 years later, the world is still <a href=\"https:\/\/www.greenpeace.org\/international\/story\/79810\/at-cop30-the-1-5c-climate-limit-can-still-be-saved\/\">dangerously off track from meeting the 1.5\u00b0C limit<\/a> and much faster action to reduce fossil fuels emissions and end deforestation is needed. So what has the Paris Agreement achieved, what happens next and what is needed to limit climate change?<\/p>\n\n<h2 class=\"wp-block-heading\">The global temperature trajectory is falling\u00a0\u00a0<\/h2>\n\n<p>The Paris Agreement gave the world a new direction and accelerated the clean energy transition, proving itself pivotal in lowering projected global greenhouse gas (GHG) emissions. There is still <a href=\"https:\/\/www.greenpeace.org\/international\/press-release\/79318\/un-report-exposes-climate-ambition-gulf-cop30-must-now-respond-greenpeace\/\">a large 1.5\u00b0C ambition gap<\/a>, however, with current warming projections still well above the Paris Agreement\u2019s goal.<\/p>\n\n<p>Consequently, the UN has warned in its latest <a href=\"https:\/\/www.unep.org\/resources\/emissions-gap-report-2025\">Emissions Gap Report<\/a> of a looming temporary exceedance \u2013 or overshoot in technical terms \u2013 of the 1.5\u00b0C limit, very likely within the next decade. That vision, however, is now becoming reality on the renewables front. Solar and wind power are now the most cost-effective forms of electricity generation, outperforming all other technologies in both cost and speed of installation.&nbsp;<\/p>\n\n<p>Since 2021, the International Energy Agency&#8217;s World Energy Outlook (WEO) has also included a &#8216;Net Zero Emissions by 2050 Scenario&#8217; and in its 2025 WEO, the IEA said it still sees <a href=\"https:\/\/www.carbonbrief.org\/iea-fossil-fuel-use-will-peak-before-2030-unless-stated-policies-are-abandoned\/\">fossil-fuel use peaking before or around 2030<\/a>, despite a recent surge in political support for coal, oil and gas.&nbsp;<\/p>\n\n<p>That same report affirmed that a renewable energy transition is underway and could solve the climate crisis along with other societal needs. Solar, wind and energy smart solutions are now clearly ready <a href=\"https:\/\/www.greenpeace.org\/international\/press-release\/79684\/greenpeace-iea-path-solving-climate-crisis-governments-speed\/\">to deliver faster CO2 cuts than what countries currently assume in their pledged climate targets<\/a>.&nbsp;<\/p>\n\n<p>Since 2010, the cost of solar, wind and batteries has respectively fallen by 90 percent, 70 percent and 90 percent, the <a href=\"https:\/\/www.carbonbrief.org\/iea-fossil-fuel-use-will-peak-before-2030-unless-stated-policies-are-abandoned\/\">IEA figures show<\/a>, with further declines of 10-40 percent expected by 2035.\u00a0<\/p>\n\n<p>The key now is for governments to speed up the transition by pushing fossil fuels out of the way and eliminating barriers related to grids, storage and climate finance gaps. But this must also be done as part of a <a href=\"https:\/\/climatenetwork.org\/2025\/11\/22\/cop30-takes-a-hopeful-step-towards-justice-but-does-not-go-far-enough\/\">just transition<\/a> to ensure a fast, orderly and fair fossil fuel phase-out.<\/p>\n\n<h2 class=\"wp-block-heading\">Climate action plans are still insufficient<\/h2>\n\n<p>During the UN climate conference COP30 in Bel\u00e9m, Brazil, in November, the UN published an aggregate analysis of countries\u2019 2035 climate action plans \u2013 known as Nationally Determined Contributions (NDCs) \u2013 and exposed again, however, an alarming lack of ambition.<\/p>\n\n<p>Under the Paris Agreement, countries are required to submit new, successively ambitious NDCs every five years to the UNFCCC secretariat. The <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/message_to_parties_and_observers_ndc_synthesis_report_update.pdf\">updated 2025 Synthesis Report<\/a>, however, showed that new 2035 NDCs will only produce a projected 12 percent cut in global emissions by 2035. A Greenpeace report, the <a href=\"https:\/\/www.greenpeace.org\/international\/press-release\/79789\/greenpeace-report-g20-failing-bridge-1-5c-ambition-gap-2035-ndcs\/\">2035 Climate Ambition Gap<\/a>, found that G20 climate action plans would yield a paltry 23-29 percent cut in emissions towards the 60 percent global target.<\/p>\n\n<p>G20 countries are home to the world\u2019s largest producers and consumers of fossil fuels, yet none of their 2035 NDCs include credible plans to phase them out. Their actions in the coming years will make or break the <a href=\"https:\/\/www.greenpeace.org\/international\/story\/79810\/at-cop30-the-1-5c-climate-limit-can-still-be-saved\/\">1.5\u00b0C goal<\/a> and it\u2019s critical they ramp up ambition now. Above all, developed countries should be leading the way.<\/p>\n\n<h2 class=\"wp-block-heading\">Paris Agreement a shining, resilient light of global climate politics<\/h2>\n\n<p>The significance of the Paris Agreement cannot be overestimated. It was the <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\">first binding agreement that committed all nations together to combat climate change<\/a> and adapt to its effects. It was adopted by 195 parties and entered into force on 4 November 2016.<\/p>\n\n<p>Despite efforts to undermine the accord by the US administration under President Trump \u2013 who has twice initiated a US withdrawal from the Paris Agreement \u2013 the Paris Agreement has withstood multiple challenges and been repeatedly affirmed by successive COPs.<\/p>\n\n<p>No other country has exited the Paris Agreement and at <a href=\"https:\/\/www.greenpeace.org\/international\/story\/64386\/cop28-signal-fossil-fuel-industry\/\">COP28 in Dubai, at the first Global Stocktake (GST) of action since the Paris Agreement<\/a>, governments agreed for the first time to transition away from fossil fuels in a just, orderly and equitable manner and, secondly, to end deforestation by 2030.&nbsp;<\/p>\n\n<p>These GST decisions are like the bedrock of the Paris Agreement \u2013 clearly spelling out the foundational requirements to keep the 1.5\u00b0C limit in sight.<\/p>\n\n<p>A <a href=\"https:\/\/www.greenpeace.org\/international\/press-release\/77262\/international-court-justice-historic-advisory-opinion-climate-impacts\/\">landmark advisory opinion in July from the International Court of Justice<\/a>, also put countries on notice that they are legally obliged to protect the world from further warming, confirming that the Paris Agreement\u2019s 1.5\u00b0C limit is the legal binding temperature threshold.&nbsp;<\/p>\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"800\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2025\/11\/dfd7c80e-gp0su7fnf.jpg\" title=\"Global Climate March during COP30 in Bel\u00e9m, Brazil. \u00a9 Filipe Bispo \/ Greenpeace\" alt=\"Global Climate March during COP30 in Bel\u00e9m, Brazil. \u00a9 Filipe Bispo \/ Greenpeace\" class=\"wp-image-80013\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2025\/11\/dfd7c80e-gp0su7fnf.jpg 1200w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2025\/11\/dfd7c80e-gp0su7fnf-300x200.jpg 300w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2025\/11\/dfd7c80e-gp0su7fnf-1024x683.jpg 1024w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2025\/11\/dfd7c80e-gp0su7fnf-768x512.jpg 768w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2025\/11\/dfd7c80e-gp0su7fnf-510x340.jpg 510w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><figcaption class=\"wp-element-caption\">At the end of the first week of COP30, Greenpeace joined thousands of people at the Global Climate March in Bel\u00e9m. The answer is still no.&nbsp;<\/p>\n\n<p>Among many pressing demands, <a href=\"https:\/\/www.greenpeace.org\/international\/press-release\/79523\/baku-belem-roadmap-lacks-public-finance-accountability-signal-polluter-taxes\/\">more money for climate action, adaptation and loss and damage is urgently needed<\/a> and Greenpeece is calling for countries to start making oil and gas companies pay for climate damages through a <a href=\"https:\/\/www.greenpeace.org\/international\/campaigns\/polluters-pay-pact\/\">Polluters Pay Pact<\/a> and campaigning for an <a href=\"https:\/\/www.greenpeace.org\/international\/act\/respect-amazon\/\">end to deforestation<\/a>.<\/p>\n\n<p>Greenpeace France activists also <a href=\"https:\/\/www.greenpeace.org\/international\/press-release\/80161\/10-years-of-climate-sabotage-activists-denounce-macron-trump-to-mark-paris-agreement-anniversary\/\">marked the Paris Agreement anniversary with a protest<\/a> denouncing, among others, French President Macron and US President Trump for \u201c10 years of climate sabotage\u201d.\u00a0<\/p>\n\n<p>It\u2019s time that political and business leaders around the world finally stand with the millions of people <a href=\"https:\/\/www.greenpeace.org\/international\/press-release\/79779\/greenpeace-joins-over-40000-marching-belem-calling-forest-climate-action-cop30\/]\">demanding climate and biodiversity action<\/a>.<\/p>\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2025\/12\/3e4628b1-gp0su7qxe-1024x576.jpg\" title=\"Action: A giant banner unfurled to denounce those responsible for sabotaging the Paris climate agreement. \u00a9 Greenpeace\" alt=\"Action: A giant banner unfurled to denounce those responsible for sabotaging the Paris climate agreement. \u00a9 Greenpeace\" class=\"wp-image-80164\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2025\/12\/3e4628b1-gp0su7qxe-1024x576.jpg 1024w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2025\/12\/3e4628b1-gp0su7qxe-300x169.jpg 300w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2025\/12\/3e4628b1-gp0su7qxe-768x432.jpg 768w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2025\/12\/3e4628b1-gp0su7qxe-510x287.jpg 510w, https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2025\/12\/3e4628b1-gp0su7qxe.jpg 1200w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">On the occasion of the 10th anniversary of the Paris Agreement, Climate Justice Action, ANV-COP21 and Greenpeace France unfurled a 300-square-meter banner on the Champ-de-Mars in Paris, denouncing 10 years of climate sabotage and showing the faces of Emmanuel Macron, Marine Le Pen, Vincent Bollor\u00e9, Patrick Pouyann\u00e9, Jeff Bezos and Donald Trump.<div class=\"credit icon-left\"> \u00a9 Greenpeace<\/div><\/figcaption><\/figure>\n\n<h2 class=\"wp-block-heading\">At COP30, roadmaps to end fossil fuels and deforestation were on the agenda<\/h2>\n\n<p>So, 10 years after the Paris Agreement, all eyes were on COP30 in Bel\u00e9m, where it was hoped that historic progress to phase out fossil fuels and end forest destruction would be achieved.&nbsp;<\/p>\n\n<p><a href=\"https:\/\/www.greenpeace.org\/international\/story\/79983\/cop30-two-weeks-climate-chaos\/\">The reality proved otherwise<\/a>, where geopolitical divisions saw a call by the Brazil presidency for the adoption of roadmaps to end our dependence on fossil fuels and to end deforestation were slashed from the formal COP30 outcome.&nbsp;<\/p>\n\n<p>This result again showcased the <a href=\"https:\/\/www.greenpeace.org\/international\/press-release\/75582\/global-survey-finds-8-out-of-10-people-support-taxing-oil-and-gas-corporations-to-pay-for-climate-damages\/\">disconnection between COPs and people calling for action<\/a>.<\/p>\n\n<p>On the positive side though, more than 80 countries from the EU to Latin America and the Pacific were supportive of a roadmap to transition away from fossil fuels and more than 90 countries were ready to back a deforestation roadmap. And Brazil committed to a Presidency-led initiative to take forward the roadmaps in 2026, reporting to COP31.<\/p>\n\n<p>The fossil fuel roadmap might have been blocked this time, but nothing can erase the fact that a roadmap is now the expectation from a large and growing group of countries, not a radical idea. That demand isn\u2019t going away and it has now created a clear benchmark for future action.<\/p>\n\n<p>Moving forward from COP30, we must maintain momentum for both of these roadmaps and reinforce initiatives from these \u2018coalitions of the willing\u2019 to drive actionable results at the next COPs and to ultimately achieve the 1.5\u00b0C limit anchored in the Paris Agreement.<\/p>\n\n<p>Together we can resist, rise and renew!<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Ten years after the Paris Agreement was adopted at COP21, governments remain dangerously off track from staying within the 1.5\u00b0C limit.
