No ship horns will sound in harbours. Stock market tickers in financial districts will scroll as usual and satellites will hover silently in space, oblivious.<\/p>\n\n<p>On Saturday 17 January, all anyone will hear will be the sea, doing what it has always done, breathing patient swells at the shores of the world, folding over itself, as if nothing ever changed.<\/p>\n\n<p>It will look like a ripple &#8211; and, in a way, it will be, because that is how the mightiest waves always begin. But on this day, humanity\u2019s relationship with what covers two thirds of our planet will profoundly change.<\/p>\n\n<h2 class=\"wp-block-heading\">A historic moment<\/h2>\n\n<p>When the Global Ocean Treaty was agreed in 2023, it was <a href=\"https:\/\/www.scmp.com\/news\/world\/united-states-canada\/article\/3212398\/treaty-ahoy-un-states-finally-agree-deal-protect-high-seas\" target=\"_blank\" rel=\"noreferrer noopener\">hailed<\/a> as <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/3\/5\/un-nations-agree-to-historic-deal-to-protect-high-seas\" target=\"_blank\" rel=\"noreferrer noopener\">historic<\/a>. The \u2018<a href=\"https:\/\/mastodon.world\/@CarolineLucas@respublicae.eu\/109971368878555665\" target=\"_blank\" rel=\"noreferrer noopener\">biggest conservation victory ever<\/a>\u2019, people said. A <a href=\"https:\/\/www.theguardian.com\/environment\/2023\/feb\/28\/one-of-the-most-important-talks-no-one-has-heard-of-why-the-high-seas-treaty-matters\" target=\"_blank\" rel=\"noreferrer noopener\">\u2018once in a lifetime\u2019<\/a> achievement and \u2018<a href=\"https:\/\/www.greenpeace.org\/international\/press-release\/58486\/historic-un-ocean-treaty-agreed-greenpeace-statement\/\" target=\"_blank\" rel=\"noreferrer noopener\">a sign that in a divided world<\/a>, protecting nature and people <a href=\"https:\/\/edition.cnn.com\/2023\/03\/04\/world\/un-oceans-treaty-biodiversity-climate-intl\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">can triumph<\/a> over geopolitics.\u2019 When Morocco became the 60th country to ratify the Treaty in September, starting a countdown for it to become international law, it was a \u2018<a href=\"https:\/\/oceanographicmagazine.com\/news\/historic-high-seas-treaty-is-a-turning-point-for-humanity\/\" target=\"_blank\" rel=\"noreferrer noopener\">turning point for humanity<\/a>\u2019. <a href=\"https:\/\/x.com\/EmmanuelMacron\/status\/1969295603193581958\" target=\"_blank\" rel=\"noreferrer noopener\">World leaders<\/a> called it an \u2018immense victory for the planet\u2019, while others said it was \u2018the <a href=\"https:\/\/iucn.org\/sites\/default\/files\/2024-01\/iucn-bbnj-treaty-policy-brief.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">most important accomplishment<\/a>\u2019 for international cooperation in decades, the greatest achievement for our climate since the Paris Agreement, and \u2018<a href=\"https:\/\/www.politico.eu\/article\/high-seas-treaty-secured-after-marathon-un-talks\/\" target=\"_blank\" rel=\"noreferrer noopener\">the transformation our world needs<\/a>\u2019. It took two decades since calls for a treaty, including four years of formal talks, to secure that common goal, which will shape the health of planet Earth for generations to come. But when it came, the billions of people whose lives depend on the ocean had something else to celebrate: <a href=\"https:\/\/www.greenpeace.org\/international\/story\/80359\/hope-comes-alive-when-we-take-action-8-good-news-stories-2025\" target=\"_blank\" rel=\"noreferrer noopener\">hope<\/a>.<\/p>\n\n<h2 class=\"wp-block-heading\">Hope in Action<\/h2>\n\n<p>The Treaty\u2019s environmental and human rights significance cannot be overstated. The high seas are one of the major global commons &#8211; the Earth\u2019s shared natural resources &#8211; intrinsically linked to the health and happiness of every human on the planet. The ocean captures and stores carbon, generates half of the oxygen we breathe and regulates the climate. It provides food, energy and a livelihood for billions of people and is home to around a quarter of a million marine species that are known to humans &#8211; with perhaps twice that number that we\u2019re yet to discover.<\/p>\n\n<p>But perhaps as important, the Treaty represents a powerful symbol for what humanity can achieve. This was a ship that has been sailed by a cast of millions. They must move fast to submit proposals for the first-ever sanctuaries under the new Treaty, where biodiversity can recover, rise and thrive, and to ensure the first ever \u2018Ocean COP\u2019 can see the start of their implementation. <a href=\"https:\/\/www.greenpeace.org\/international\/act\/ocean-sanctuaries\/\" target=\"_blank\" rel=\"noreferrer noopener\">Our ocean can\u2019t wait<\/a>, and neither can we.<\/p>\n\n<p>Ratifications of the Treaty in December by Brazil and <a href=\"https:\/\/www.greenpeace.org\/eastasia\/press\/68572\/greenpeace-east-asia-welcomes-chinas-ratification-of-the-global-ocean-treaty\/\" target=\"_blank\" rel=\"noreferrer noopener\">China<\/a> were another welcome boost, adding the countries\u2019 massive diplomatic counterweights to controversial US actions on the ocean, which last year included <a href=\"https:\/\/www.greenpeace.org\/international\/press-release\/74249\/us-government-confirms-their-support-for-deep-sea-mining-plans-that-bypass-united-nations-greenpeace-response\/\" target=\"_blank\" rel=\"noreferrer noopener\">bypassing international law on deep sea mining<\/a> &#8211; and complementing the many Small Island Developing States (SIDS) that have also provided leadership in the diplomatic arena. Meanwhile, <a href=\"https:\/\/www.greenpeace.org\/international\/story\/79050\/hope-victory-historic-milestone-ocean-protection-whats-next\/\" target=\"_blank\" rel=\"noreferrer noopener\">there is important work ahead<\/a>. Some countries have signed and not <a href=\"https:\/\/treaties.un.org\/Pages\/ViewDetails.aspx?src=TREATY&amp;mtdsg_no=XXI-10&amp;chapter=21&amp;clang=_en\" target=\"_blank\" rel=\"noreferrer noopener\">ratified<\/a> &#8211; but all countries now need to set the tempo and propose first High Seas sanctuaries.<\/p>\n\n<p>Multilateralism and international cooperation may seem a highwire act, but it is on that tightrope where the urgent solutions of our time can be unlocked to counteract corporate political capture and autocracy. Humanity has proved it can rise to the challenge &#8211; but a new clock is now ticking.
