{"id":81923,"date":"2026-03-04T16:32:24","date_gmt":"2026-03-04T15:32:24","guid":{"rendered":"https:\/\/www.greenpeace.org\/international\/?p=81923"},"modified":"2026-03-04T18:50:46","modified_gmt":"2026-03-04T17:50:46","slug":"south-africa-water-crisis-after-historic-floods","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/international\/story\/81923\/south-africa-water-crisis-after-historic-floods\/","title":{"rendered":"South Africa: Making sense of a water crisis after historic floods"},"content":{"rendered":"\n<p>The City of Johannesburg, South Africa\u2019s economic capital and most densely populated city, is experiencing a water shortage which has seen residents <a href=\"https:\/\/iol.co.za\/news\/south-africa\/2026-02-14-melville-woman-shocks-traffic-with-roadside-shower-over-water-shortages\/\">bathing in public in protest<\/a>. The only thing more ludicrous than the lengths fellow citizens have had to go to try and resolve the matter is the <a href=\"https:\/\/www.citizen.co.za\/news\/lesufi-apologises-go-shower-at-hotels-remark-amid-joburg-water-crisis\/\">Marie Antoinette-esque response<\/a> from officials who say that they too are impacted by this shortage, and have even had to \u201cgo to a certain <em>hotel <\/em>to bathe\u201d to navigate the situation.<\/p>\n\n<p>Some of our city\u2019s suburbs have experienced disruptions to domestic water supply for weeks at a time, and city officials warn of <a href=\"https:\/\/joburg.org.za\/media_\/Newsroom\/Pages\/2016%20&amp;%202015%20Articles\/City-acts-to-curb-high-water-use.aspx\">even worse times ahead<\/a>. It is hard to imagine that taps are running dry in the country when just a month ago, the region experienced <a href=\"https:\/\/www.bbc.com\/news\/articles\/cddgq9z4899o\">one of the worst floods in its recorded history<\/a>. So this isn\u2019t simply about \u201crunning out of water.\u201d It\u2019s about climate stress meeting weak systems and the most vulnerable communities paying the price.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?height=476&#038;href=https%3A%2F%2Fwww.facebook.com%2Freel%2F759134253591966%2F&#038;show_text=false&#038;width=265&#038;t=0\" width=\"265\" height=\"476\" style=\"border:none;overflow:hidden\" scrolling=\"no\" frameborder=\"0\" allowfullscreen=\"true\" allow=\"autoplay; clipboard-write; encrypted-media; picture-in-picture; web-share\" allowFullScreen=\"true\"><\/iframe><\/p>\n\n<h3 class=\"wp-block-heading\"><strong>Water everywhere, but not a drop to drink&nbsp;<\/strong><\/h3>\n\n<p>A Red Level 10 storm in southeastern Africa reportedly saw <a href=\"https:\/\/www.aljazeera.com\/gallery\/2026\/1\/22\/torrential-rains-displace-thousands-in-mozambique-as-floods-wreak-havoc\">hundreds of thousands from Mozambique, South Africa and Zimbabwe displaced and hundreds dead<\/a>. Residents from one of South Africa\u2019s villages <a href=\"https:\/\/www.greenpeace.org\/international\/story\/81679\/floods-weather-extremes-community-resilience-limpopo-south-africa\/\">most impacted by the floods<\/a>, Mbaula Village, Limpopo province, described the water arriving \u201cwith a roar; not a rise, but a wall that gave no warning\u201d. But, despite all of that rain in the region, and <a href=\"https:\/\/www.news24.com\/you\/news\/local\/joburgs-water-crisis-whats-going-on-and-what-can-be-done-about-it-20260227-0935\">dams servicing the city reportedly sitting at 100 percent capacity<\/a>, water restrictions persist.&nbsp;&nbsp;<\/p>\n\n<p><a href=\"https:\/\/mg.co.za\/the-green-guardian\/2026-02-19-water-rights-at-risk-johannesburg-communities-urge-immediate-government-intervention\/\">Civil society groups argue<\/a> that Johannesburg\u2019s water crisis was not primarily caused by drought but by chronic infrastructure neglect, the resulting massive water losses, governance failures at Joburg Water, and poor coordination between authorities. <a href=\"https:\/\/www.timeslive.co.za\/news\/south-africa\/2026-03-04-gauteng-water-crisis-supply-challenges-continue-to-be-a-factor\/\">Burst pipes<\/a> around the city are rife. But despite President Cyril Ramaphosa\u2019s attempts to upscale <a href=\"https:\/\/www.sanews.gov.za\/south-africa\/president-ramaphosa-urges-johannesburg-maintain-revamp-efforts-beyond-g20-summit#:~:text=President%20Cyril%20Ramaphosa%20has%20urged,enormous%2C%20but%20it%20is%20doable.\">repairs and maintenance ahead of last year\u2019s G20 meeting<\/a> hosted there, continuous heavy showers during the subsequent rainy season have not only undone a lot of these patchwork repairs but have also delayed many structural repairs from going ahead.<\/p>\n\n<p>Very often we think of climate impacts as <a href=\"https:\/\/www.greenpeace.org\/international\/story\/80908\/climate-whiplash-understanding-todays-violent-weather-extremes\/\">the dramatic ruin that results from floods, fires and droughts<\/a>. But the slow and silent ways that climate change chips away at the fabric of our cities frequently goes unnoticed. Southern Africa is currently experiencing a <a href=\"https:\/\/www.carbonbrief.org\/climate-change-and-la-nina-made-devastating-southern-african-floods-more-intense\/\">rainy season super-charged by the climate crisis and La Ni\u00f1a<\/a>. While Johannesburg may not have flooded to the extent of its northern neighbours Mpumalanga and Limpopo, recent continuous showers have accelerated its infrastructural woes. Perhaps not surprising when on the global stage\u00a0it is positioned by many decision-makers as <a href=\"https:\/\/www.greenpeace.org\/international\/press-release\/79935\/climate-forest-protection-roadmaps-slashed-cop30-outcome-people-demand-change\/\">a problem for tomorrow<\/a> (and <a href=\"https:\/\/www.bbc.com\/news\/world-us-canada-47543905\">not a problem at all<\/a>, by others).\u00a0<\/p>\n\n<p>When South African Weather Services issued a <a href=\"https:\/\/www.ewn.co.za\/2026\/01\/15\/level-10-warning-issued-extreme-flood-risk-for-limpopo-and-mpumalanga\">Red Level 10 warning<\/a> for the storm that would eventually destroy many homes and lives, many people stayed put because they could not fathom the extent of the destruction that would ensue. Even <a href=\"https:\/\/www.dailymaverick.co.za\/article\/2026-02-16-anatomy-of-a-disaster-how-sas-warning-systems-stalled-during-the-floods\/?dm_source=blocks-grid-wide&amp;dm_medium=card-link&amp;dm_campaign=inform\">South African government officials reportedly ignored the warning<\/a>, and only started evacuation efforts once the storm hit. This speaks to a much deeper gulf between people and the science that could protect us.&nbsp;<\/p>\n\n<h3 class=\"wp-block-heading\"><strong>As water woes rise, vulnerabilities deepen<\/strong><\/h3>\n\n<p>Experts are now warning of the <a href=\"https:\/\/theconversation.com\/when-floods-hit-the-risk-of-malaria-follows-how-disaster-systems-can-prepare-better-275829\">possibility of a malaria outbreak in flood-affected communities<\/a> across southern Africa. Drinking water has reportedly become <a href=\"https:\/\/www.parliament.gov.za\/press-releases\/media-statement-committee-chairperson-limpopo-and-mpumalanga-floods-have-severely-impacted-healthcare-infrastructure\">contaminated with flood water<\/a>, which scientists warn could lead to a cholera outbreak. Having to deal with illness threatens to further marginalise those trying to rebuild their lives with limited resources and insufficient access to healthcare. Globally, the UN has warned that <a href=\"https:\/\/unu.edu\/inweh\/news\/world-enters-era-of-global-water-bankruptcy\">freshwater reserves are shrinking<\/a> due to rising temperatures and mismanagement. South Africa is feeling that pressure acutely.&nbsp;<\/p>\n\n<p>Given the South African government\u2019s delayed response to the flood warnings, one might excuse any cynicism in their ability to proactively deal with the cascading issues to come in its aftermath. South Africa\u2019s water crises show what happens when climate stress meets aging systems. It also demonstrates an urgent need for climate adaptation.&nbsp;<\/p>\n\n<p>The lesson here is clear: climate resilience must be built into water infrastructure before a crisis hits. Despite President Ramaphosa\u2019s acknowledgement of the water crisis as a national issue, water guzzling industries like AI data centres seem to be <a href=\"https:\/\/www.dailymaverick.co.za\/article\/2026-02-08-growth-spurt-of-data-centres-could-threaten-sas-electricity-and-water-supply\/\">rapidly spreading<\/a> in the country.&nbsp;<\/p>\n\n<p>Even the simplest ChatGPT prompt costs roughly <a href=\"https:\/\/www.businessenergyuk.com\/knowledge-hub\/chatgpt-energy-consumption-visualized\/\">one bottle of drinking water<\/a> to cool down electronic systems at these facilities, according to a <em>Washington Post<\/em> study with the University of California.&nbsp;<\/p>\n\n<p><a href=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2025\/04\/5011514f-greenpeace_chipping_point.pdf\">A recent Greenpeace East Asia report <\/a>found that AI-related carbon emissions are soaring, with electricity consumption for AI chip manufacturing increasing over 350% in recent years.
