It is where the credibility of that diplomacy will be tested.<\/p>\n\n<p class=\"wp-block-paragraph\">The Pre-COP is an important milestone on the road to COP31 in T\u00fcrkiye, where Australia will take the reins of the climate negotiations in partnership with the Pacific.<\/p>\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"674\" title=\"SV Oceania arrives in Suva, Fiji for Pre COP\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2026\/10\/bd3c2395-gp0suafg5.jpg\" alt=\"The Pre-COP in Fiji and Tuvalu is an important stepping stone on the path towards COP31 and an opportunity for Australia to outline and define more of its COP31 agenda developed in partnership with the Pacific.\n\nOur campaigning vessel the Oceania has arrived in Suva, Fiji for the first time after a big voyage from Australia and the Oceania crew was greeted and embraced so warmly by the local Fijian community. \n\nHere in Suva, Oceania and the GP crew will be a part of traditional welcome and a day with local school children, and various other meetings and activities. For Pacific youth, 1.5\u00b0C is not an abstract target, it is a survival threshold. Their message was equally direct: the Pacific is not a sacrifice zone.<\/p>\n\n<p class=\"wp-block-paragraph\">For Pacific communities, 1.5\u00b0C is a lifeline and \u201covershoot\u201d is not a harmless technical scenario in which temperatures rise temporarily before being brought back down. Every fraction of a degree means greater loss and damage, more displacement, and deeper threats to cultures, livelihoods and sovereignty. Asking the Pacific to endure overshoot is asking communities to absorb harm for the continued emissions of polluters.<\/p>\n\n<p class=\"wp-block-paragraph\">Australia\u2019s Chris Bowen spoke of elevating Pacific voices, accelerating implementation and visiting Tuvalu with global leaders so they can witness what is at stake. These are welcome words. It cannot use Tuvalu\u2019s vulnerability to demonstrate climate urgency abroad while defending fossil-fuel expansion at home. Listening to Pacific stories creates a responsibility to act on them, not simply carry them into another conference speech.<\/p>\n\n<p class=\"wp-block-paragraph\">COP31 must deliver more than dialogue, consensus and another action agenda. The <a href=\"https:\/\/www.greenpeace.org\/international\/press-release\/84068\/cop31-electrification-welcome-but-insufficient-without-ending-fossil-fuels\/\">Electrification target<\/a> offered by the COP 31 Presidency is welcome, but it must not distract from the central issue: ending the extraction and expansion of fossil fuels. What it needs now is not sympathy, symbolism or strategic branding. It needs genuine solidarity expressed through ambitious climate action.<\/p>\n\n<p class=\"wp-block-paragraph\">Pacific voices are clear.
