Greenpeace Japan and Human Rights Now detailed today numerous human rights violations resulting from the Japanese government\u2019s response over the past six years to the 2011 Fukushima Daiichi nuclear disaster.<\/div>\n<\/div>\n<div>\n<p class=\"p1\"><span class=\"s1\">\u201c<\/span>If there is anything the nuclear industry learned from Chernobyl<span class=\"s1\">,<\/span>\u00a0it<span class=\"s1\">\u2019<\/span>s that a large exclusion zone is bad for business. It<span class=\"s1\">\u2019<\/span>s a constant reminder that a nuclear disaster is irreversible<span class=\"s1\">,<\/span>\u00a0and it<span class=\"s1\">\u2019<\/span>s women and children who are bearing the brunt<span class=\"s1\">,\u201d<\/span>\u00a0said Kendra Ulrich<span class=\"s1\">,<\/span>\u00a0Senior Global Energy Campaigner with Greenpeace Japan.<\/p>\n<p class=\"p1\"><span class=\"s1\">\u201c<\/span>Cutting off housing support for self-evacuees threatens more than 10<span class=\"s1\">,<\/span>000 households<span class=\"s1\">,<\/span>\u00a0potentially forcing many people back to contaminated areas against their will. Compensation payments will end in a year for people from areas where the evacuation order is being lifted<span class=\"s1\">,<\/span>\u00a0even though radiation levels far exceed the long-term targets in many areas. This amounts to economic coercion and is a deliberate violation of the law and survivors<span class=\"s1\">\u2019<\/span>\u00a0human rights.<span class=\"s1\">\u201d<\/span><\/p>\n<p class=\"p1\">Released a day before International Women<span class=\"s1\">\u2019<\/span>s Day<span class=\"s1\">,<\/span>Greenpeace Japan<span class=\"s1\">\u2019<\/span>s report reveals the greater impact on women and children due to both social disadvantages and increased risks to radiation exposure.\u00a0<span class=\"s1\">[<\/span>1<span class=\"s1\">]<\/span>\u00a0Greenpeace Japan<span class=\"s1\">,<\/span>\u00a0Human Rights Now and Fukushima survivor Noriko Matsumoto are calling on the Abe government to comply with Japanese law and address some of the most serious violations.<\/p>\n<p class=\"p1\">A recent Greenpeace Japan led survey team found radiation dose rates at houses in the village of Iitate well above long-term government targets<span class=\"s1\">,<\/span>\u00a0with annual and lifetime exposure levels posing a long-term risk to citizens who may return. At some homes in Iitate<span class=\"s1\">,<\/span>\u00a0the dose of radiation is equivalent to one chest X-ray every week. Only 24 percent of the total area of Iitate has been\u00a0<span class=\"s1\">\u2018<\/span>decontaminated<span class=\"s1\">\u2019,<\/span>\u00a0despite a government website\u00a0<span class=\"s1\">[<\/span>2<span class=\"s1\">]<\/span>\u00a0stating that 100% of the decontamination in Iitate is completed.<\/p>\n<p class=\"p1\">Evacuation orders will be lifted in many areas of Iitate no later than 31 March 2017<span class=\"s1\">,<\/span>\u00a0to be followed one year later by the termination of compensation payments.\u00a0<span class=\"s1\">[<\/span>3<span class=\"s1\">]<\/span>\u00a0In 2013<span class=\"s1\">,<\/span>\u00a0the UN Special Rapporteur Anand Grover called on the Japanese government to rectify numerous issues that violated this fundamental right for Fukushima survivors.<\/p>\n<p class=\"p1\"><span class=\"s1\">\u201c<\/span>Japan is obligated under multiple human rights treaties to uphold citizens<span class=\"s1\">\u2019<\/span>\u00a0right to health. Instead of acting on the UN<span class=\"s1\">\u2019<\/span>s recommendations<span class=\"s1\">,<\/span>\u00a0the government has instead enshrined the violation of human rights into formal policy<span class=\"s1\">,\u201d<\/span>\u00a0said Kazuko Ito<span class=\"s1\">,<\/span>\u00a0Secretary General of Human Rights Now.<\/p>\n<p class=\"p1\">The resettlement policy contravenes the\u00a0<span class=\"s1\">\u2018<\/span>Nuclear Disaster Victims Support Act<span class=\"s1\">\u2019<\/span>\u00a0of June 2012 which defines the government<span class=\"s1\">\u2019<\/span>s responsibilities to nuclear survivors.
