Korea<\/strong><\/p>\n<p>May 27, 2021<\/p>\n<p>RE: ROK\u2019s leadership on Climate Crisis at 2021 P4G Seoul Summit<\/p>\n<p>Dear President Moon,<\/p>\n<p>Greetings of peace.<\/p>\n<p>We at Greenpeace East Asia Seoul, as part of a global environmental movement, along with 10 civil society organizations around the world, are writing this letter with great concern for the state of the climate and the future of humanity.<\/p>\n<p>2021 has been declared a crucial year in the fight against climate change, with climate summits back on schedule following the global pandemic. As the host of the upcoming <a href=\"https:\/\/virtual.2021p4g-seoulsummit.kr\/home\/eng\/main\/home.do\">2021 P4G Seoul Summit<\/a>, we appeal to you to take on a proactive climate leadership role and prioritize the imminent threats of our warming planet.<\/p>\n<p>While the South Korean government has committed \u00a0to become carbon neutral by 2050, many of current national policies - particularly on coal finance - do not reflect this declaration. For one, if new coal-fired power plants projects are built as scheduled, they are expected to be in operation well after 2050 considering their average lifespan, and will make carbon neutrality by 2050 most definitely impossible. Furthermore, the government has not strengthened Nationally Determined Contributions (NDC) ambitions since 2015. Against this backdrop, we are left in serious doubt as to whether the country will be able to lead a worthwhile discussion on green growth and sustainable development.<\/p>\n<p>At the Leaders\u2019 Summit on Climate hosted by President Biden of the United States in April, many world leaders announced bold and conscientious plans for more ambitious greenhouse gas (GHG) reduction targets by 2030 to meet the Paris Agreement\u2019s 1.5\u2103 climate target. The United States pledged to reduce emissions by 50-52% from the 2005 level by 2030. At the same time, the United Kingdom upped their emissions reduction target to 78% by 2035, followed by the European Union\u2019s pledge to reduce emissions by 55%. Japan likewise joined other leading countries and increased its target to 46% to reduce emissions by 2030.<\/p>\n<p>But instead of following suit, South Korea is falling far behind. The South Korean government\u2019s commitment is currently limited to unveiling a \u201cstronger\u201d 2030 greenhouse gas reduction target by the end of 2021. In 2018, South Korea ranked 7th globally for carbon dioxide emissions from fuel combustion, which has more than doubled since 1990. If the emissions continue at this level, it is inevitable that not only South Korean citizens but also millions worldwide will suffer dire consequences of the climate crisis.<\/p>\n<p>Amidst the ongoing climate emergency even throughout the global COVID-19 pandemic, the UN Secretary-General Ant\u00f3nio Guterres has urged all members of the Organization for Economic Co-operation and Development (OECD) to end coal use by 2030 to meet the 1.5\u00b0C goal. He also pressed the world\u2019s top greenhouse gas emitters to announce their phase-out plans before the 2021 United Nations Climate Change Conference (COP26) hosted in Glasgow, Scotland. Furthermore, just recently, the International Energy Agency released their Net Zero Roadmap and declared that there is \u201cno need for investment in new fossil fuel supply in our net-zero pathway.\u201d We strongly support and reiterate these pronouncements.<\/p>\n<p>If South Korea intends to play a meaningful role in the pathway to the COP26, we must not only encourage P4G member states to announce bold and practical goals for coal phase-out but also\u00a0 proactively present that leadership ourselves.<\/p>\n<p>President Moon, the citizens of South Korea and the world implore you to do more for the climate and present a \u201cSeoul Declaration\u201d that demonstrates ambitious and binding goals toward our global fight against the climate crisis.<\/p>\n<p>To this end, we request the Republic of Korea government to take the following actions immediately:<\/p>\n<ol>\n<li><strong>Increase 2030 NDC ambitions to reduce GHG emissions by more than 50% against 2017 level to be aligned to 1.5 goal<br \/>\n<\/strong><\/li>\n<li><strong> Issue \u2018Seoul Declaration\u2019 to urge all OECD and non-OECD member countries to phase out coal use by 2030 and 2040 respectively <\/strong><\/li>\n<\/ol>\n<p>Much like the COVID-19 pandemic, our looming climate emergency must be addressed collectively and with urgency. The climate crisis is worsening each year, and those who are most vulnerable and at the periphery of the social-economic stratum are increasingly bearing the bigger brunt of this crisis. The climate crisis is an issue with implications extending beyond environmental concerns, and properly addressing the crisis requires a fundamental transformation of political, economic, and social structures. Most importantly, it is an issue that cannot be tackled without the full cooperation and commitment from governments around the world, particularly from ones that are the biggest contributors to climate change.<\/p>\n<p>As the host of the P4G Seoul Summit, South Korea must commit to exercising true climate leadership by spearheading ambitious goals and leap beyond generic platitudes. We must walk the walk as we only have a limited window of time to act on our climate catastrophe.
