Une \u00e9tape historique pour la protection internationale des for\u00eats a \u00e9t\u00e9 franchie mardi matin : les n\u00e9gociations sur une loi foresti\u00e8re europ\u00e9enne ont abouti. Finalis\u00e9e par les repr\u00e9sentant\u00b7es du Parlement europ\u00e9en et des gouvernements nationaux,\u00a0<\/strong>la loi<\/strong><\/a>\u00a0oblige les entreprises \u00e0 prouver que leurs produits n\u2019ont pas contribu\u00e9 \u00e0 la d\u00e9forestation si elles veulent les vendre dans l\u2019UE<\/strong> et leur impose de pouvoir retracer la cha\u00eene d\u2019approvisionnement, depuis la parcelle de terre jusqu\u2019au supermarch\u00e9.<\/strong><\/p>\n\n

Cependant, si ce r\u00e8glement appara\u00eet encourageant,\u00a0Greenpeace alerte sur le fait que la loi comprend des lacunes. Si elle prot\u00e8ge les for\u00eats, elle ne mentionne pas d\u2019autres \u00e9cosyst\u00e8mes comme celles du Cerrado au Br\u00e9sil. Pour rappel, cet \u00e9cosyst\u00e8me, tr\u00e9sor de biodiversit\u00e9 et grand comme la moiti\u00e9 de l\u2019UE, est largement d\u00e9truit par l\u2019agro-industrie pour faire pousser du soja import\u00e9 en Europe. <\/p>\n\n

De m\u00eame, les droits humains et en particulier ceux des peuples autochtones ne sont pas suffisamment\u00a0 prot\u00e9g\u00e9s par ce texte.\u00a0Malgr\u00e9 la volont\u00e9 du Parlement de d\u00e9fendre les droits humains reconnus au niveau international, l\u2019accord conclu n\u2019exige le respect du droit au consentement pr\u00e9alable, libre et \u00e9clair\u00e9 des populations autochtones que si le pays producteur garantit ce droit.<\/p>\n\n

\u00ab\u00a0Il s\u2019agit d\u2019une avanc\u00e9e majeure pour les for\u00eats et pour les personnes qui se sont mobilis\u00e9es pour les prot\u00e9ger : cette loi emp\u00eachera certaines entreprises de tirer profit de la d\u00e9forestation,\u00a0<\/em>explique Eric Moranval, charg\u00e9 de campagne For\u00eats \u00e0 Greenpeace France.\u00a0Mais ne soyons pas na\u00effs : ce r\u00e8glement n\u2019offrira qu\u2019une protection m\u00e9diocre aux peuples indig\u00e8nes qui paient de leur sang pour d\u00e9fendre la nature, et comporte des failles b\u00e9n\u00e9fiques \u00e0 certaines industries foresti\u00e8res. Nous resterons particuli\u00e8rement vigilants dans les ann\u00e9es \u00e0 venir : l\u2019UE doit \u00e9largir son champ d\u2019action pour aussi impliquer le secteur financier et prot\u00e9ger la nature dans son ensemble, et pas seulement les for\u00eats.<\/em>\u00a0\u00bb<\/p>\n\n

La loi s\u2019applique aux entreprises qui vendent du soja, du b\u0153uf, de l\u2019huile de palme, du bois, du caoutchouc, du cacao et du caf\u00e9 et certains produits d\u00e9riv\u00e9s tels que le cuir, le chocolat et les meubles. Pour ces produits, il s\u2019agit d\u2019un progr\u00e8s important. A l\u2019heure actuelle, les r\u00e9sident\u00b7es de l\u2019UE n\u2019ont aucune garantie que les articles de leur panier n\u2019ont pas contribu\u00e9 \u00e0 la d\u00e9forestation.<\/p>\n\n

Une r\u00e9vision de ce r\u00e8glement est pr\u00e9vue deux ans apr\u00e8s son entr\u00e9e en vigueur : celle-ci permettra potentiellement de prot\u00e9ger davantage d\u2019\u00e9cosyst\u00e8mes comme les tourbi\u00e8res et les zones humides, d\u2019inclure les institutions financi\u00e8res europ\u00e9ennes et de couvrir un plus large spectre de produits, comme le ma\u00efs et les agrocarburants.<\/p>\n\n

D\u00e9but 2023, le Parlement europ\u00e9en devra approuver cette nouvelle r\u00e9glementation europ\u00e9enne sur la d\u00e9forestation lors d\u2019un vote en pl\u00e9ni\u00e8re, et les pays membres donneront leur approbation officielle lors d\u2019une r\u00e9union minist\u00e9rielle. La loi devrait en principe rentr\u00e9e en application dans un an et demi.\u00a0<\/p>\n\n

The particularly controversial Dannenroeder forest is an intact mixed forest with some buildings over 200 years old and rare animals.
