{"id":24673,"date":"2025-06-17T16:13:16","date_gmt":"2025-06-17T14:13:16","guid":{"rendered":"https:\/\/www.greenpeace.org\/luxembourg\/?p=24673"},"modified":"2026-03-23T11:31:06","modified_gmt":"2026-03-23T09:31:06","slug":"greenpeace-luxembourg-et-naturemwelt-a-s-b-l-appellent-le-gouvernement-a-tenir-son-engagement-et-a-soutenir-la-mise-en-oeuvre-du-reglement-europeen-sur-la-deforestation-eudr","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/luxembourg\/fr\/communiques-de-presse\/24673\/greenpeace-luxembourg-et-naturemwelt-a-s-b-l-appellent-le-gouvernement-a-tenir-son-engagement-et-a-soutenir-la-mise-en-oeuvre-du-reglement-europeen-sur-la-deforestation-eudr\/","title":{"rendered":"Greenpeace Luxembourg et natur&amp;\u00ebmwelt a.s.b.l. appellent le gouvernement \u00e0 tenir son engagement et \u00e0 soutenir la mise en \u0153uvre du r\u00e8glement europ\u00e9en sur la d\u00e9forestation (EUDR)."},"content":{"rendered":"\n<p>Communiqu\u00e9 de presse joint de Greenpeace Luxembourg et natur&amp;\u00ebmwelt a.s.b.l. du 17 juin 2025\u00a0<br><br>Les associations\u00a0Greenpeace Luxembourg et natur&amp;\u00ebmwelt a.s.b.l. expriment leur vive inqui\u00e9tude face aux propositions de \u00ab simplification \u00bb du\u00a0r\u00e8glement europ\u00e9en contre la d\u00e9forestation (EUDR), propos\u00e9es par la ministre luxembourgeoise de l\u2019Agriculture\u00a0Martine Hansen et son homologue autrichien lors du\u00a0Conseil europ\u00e9en Agriculture et P\u00eache du 26 mai 2025.<\/p>\n\n<p>Cette probl\u00e9matique relevant de la comp\u00e9tence des minist\u00e8res de l&#8217;Environnement, les deux associations ont adress\u00e9 une lettre au ministre luxembourgeois de l&#8217;Environnement, Serge Wilmes, l&#8217;enjoignant de respecter cet accord et de soutenir sans r\u00e9serve la mise en \u0153uvre du r\u00e8glement conform\u00e9ment au calendrier convenu.<\/p>\n\n<p>\u00ab Dans un contexte de d\u00e9forestation tropicale record en 2024, l\u2019EUDR constitue l\u2019un des outils les plus puissants dont l\u2019Union europ\u00e9enne dispose pour lutter contre la destruction des for\u00eats et prot\u00e9ger les droits des populations qui en d\u00e9pendent \u00bb, soulignent Greenpeace Luxembourg et natur&amp;\u00ebmwelt a.s.b.l.&nbsp;<\/p>\n\n<p>\u00ab Nous appelons le gouvernement luxembourgeois \u00e0 honorer ses engagements en mati\u00e8re de EUDR et \u00e0 se concentrer sur un accompagnement concret des acteurs \u00e9conomiques \u2013 agriculteur\u2e31ices, PME, propri\u00e9taires forestiers \u2013 afin de leur permettre de respecter la loi dans les d\u00e9lais pr\u00e9vus. \u00bb<\/p>\n\n<p>Moins de six mois apr\u00e8s l\u2019accord europ\u00e9en visant \u00e0 reporter d\u2019un an l\u2019application du r\u00e8glement sans en modifier le contenu, de nouvelles tentatives de remise en question du texte suscitent de vives pr\u00e9occupations. Pour les deux organisations, toute nouvelle initiative visant \u00e0 retarder l&#8217;application du r\u00e8glement ou \u00e0 saper son architecture nuirait \u00e0 la cr\u00e9dibilit\u00e9 de l&#8217;UE et compromettrait les efforts des entreprises et des pays tiers qui ont investi pour se mettre en conformit\u00e9.<\/p>\n\n<p>L\u2019introduction de cat\u00e9gories de risque \u00ab nul \u00bb ou \u00ab insignifiant \u00bb remettrait en cause les fondements m\u00eames de l\u2019EUDR, estiment les ONG. Une telle d\u00e9marche serait non seulement contraire aux r\u00e8gles de l\u2019OMC, mais elle masquerait \u00e9galement des risques r\u00e9els de d\u00e9gradation des for\u00eats, y compris au sein de l\u2019Union europ\u00e9enne.<\/p>\n\n<p>Il convient de rappeler que tous les \u00c9tats membres de l\u2019UE sont d\u00e9j\u00e0 consid\u00e9r\u00e9s comme \u00ab \u00e0 faible risque \u00bb dans le syst\u00e8me europ\u00e9en de benchmarking, ce qui all\u00e8ge les obligations de vigilance pour les op\u00e9rateurs et commer\u00e7ants dont les produits sont issus de l\u2019UE.. Les exigences minimales restantes, comme l\u2019identification de l\u2019origine des produits, sont indispensables pour garantir la transparence et l&#8217;int\u00e9grit\u00e9 des cha\u00eenes d\u2019approvisionnement. Il convient \u00e9galement de pr\u00e9ciser que l&#8217;affirmation selon laquelle l&#8217;EUDR serait trop contraignante pour les petits agriculteur\u2e31ices et les propri\u00e9taires forestiers est, au mieux, <a href=\"https:\/\/www.wwf.eu\/?18261841\/After-me-the-fires-EU-Agriculture-Ministers-try-to-dismantle-deforestation-law\">sp\u00e9culative<\/a>, \u00e9tant donn\u00e9 qu&#8217;elle ne s&#8217;appliquera qu&#8217;\u00e0 partir de juin 2026.<\/p>\n\n<p>Selon Greenpeace Luxembourg et natur&amp;\u00ebmwelt, <a href=\"https:\/\/www.fern.org\/publications-insight\/overwhelming-majority-of-europeans-surveyed-in-new-poll-say-strong-law-enforcement-needed-to-combat-deforestation\/\">les Europ\u00e9en\u2e31nes ne veulent plus acheter de produits li\u00e9s \u00e0 la destruction des for\u00eats mondiales<\/a>, qui sont essentielles \u00e0 la protection du climat et de la biodiversit\u00e9.&nbsp; \u00ab L\u2019EUDR constitue une protection contre l\u2019introduction de produits non conformes au sein de lots durables. Ce r\u00e8glement apporte non seulement de la clart\u00e9 aux consommateur\u2e31ices, mais \u00e9galement aux entreprises et aux autorit\u00e9s comp\u00e9tentes, dont beaucoup ont d\u00e9j\u00e0 commenc\u00e9 \u00e0 se pr\u00e9parer \u00e0 la mise en \u0153uvre de la loi. \u00bb<\/p>\n\n<p>Les deux associations soutiennent une campagne d\u2019engagement de la coalition <a href=\"https:\/\/together4forests.eu\/\">#Together4Forest<\/a>, une alliance de plusieurs ONG europ\u00e9ennes qui unissent d\u00e8s aujourd&#8217;hui leurs forces pour soutenir la mise en \u0153uvre du EUDR. D&#8217;ici 2035, cette loi pourrait <a href=\"https:\/\/globalwitness.org\/en\/campaigns\/forests\/saving-a-forest-the-size-of-austria-the-first-ten-years-of-the-eudr\/\">prot\u00e9ger plus de 8 millions d&#8217;hectares de for\u00eat dans le monde<\/a> soit environ la taille de l&#8217;Autriche contre la consommation europ\u00e9enne des produits issus de la
