Luxembourg<\/em>, le 1er ao\u00fbt 2025 – Le 29 juillet 2025, le Luxembourg a officiellement d\u00e9pos\u00e9 sa ratification au Trait\u00e9 sur la Haute Mer, marquant ainsi un pas important dans la mise en \u0153uvre des engagements pris lors de la Conf\u00e9rence des Nations Unies sur l\u2019Oc\u00e9an (UNOC) en juin dernier. Toutefois, cette avanc\u00e9e importante pour la protection des oc\u00e9ans contraste avec l\u2019absence remarqu\u00e9e du Luxembourg quelques jours plus t\u00f4t \u00e0 l\u2019Assembl\u00e9e de l\u2019Autorit\u00e9 internationale des fonds marins (AIFM), o\u00f9 se tenaient des discussions cruciales sur l\u2019avenir des eaux profondes.<\/strong><\/p>\n\n

Avec la ratification du Luxembourg, l\u2019entr\u00e9e en vigueur du Trait\u00e9 sur la haute mer se rapproche \u00e0 grands pas. Ce trait\u00e9 historique permettra enfin \u00e0 la communaut\u00e9 internationale de prot\u00e9ger 30 % des oc\u00e9ans d\u2019ici 2030 et de pr\u00e9server les \u00e9cosyst\u00e8mes marins.\u00a0<\/p>\n\n

Ce geste s\u2019inscrit dans la continuit\u00e9 des engagements pris par le gouvernement en faveur de la protection des oc\u00e9ans. Quelques semaines avant l\u2019UNOC, le Luxembourg avait publiquement exprim\u00e9 son soutien<\/a> \u00e0 un moratoire sur l\u2019exploitation mini\u00e8re des fonds marins. Mais lorsque cet engagement a d\u00fb se traduire par une prise de position claire dans les n\u00e9gociations, le Luxembourg a brill\u00e9 par son absence.<\/p>\n\n

Alors que se tenaient \u00e0 Kingston, du 21 au 25 juillet, des discussions d\u00e9cisives au sein de l\u2019AIFM, le Luxembourg a laiss\u00e9 son si\u00e8ge vide. Contact\u00e9s en amont par Greenpeace Luxembourg, qui appelait \u00e0 une participation active ou \u00e0 une repr\u00e9sentation par procuration, ni le minist\u00e8re de l\u2019Environnement ni le minist\u00e8re des Affaires \u00e9trang\u00e8res n\u2019ont donn\u00e9 suite. Un silence qui interroge, au regard de l\u2019importance strat\u00e9gique de ces n\u00e9gociations pour l\u2019avenir de nos fonds marins.<\/p>\n\n

\u00ab La protection des oc\u00e9ans, et plus largement de l\u2019environnement, ne peut pas se r\u00e9duire \u00e0 une op\u00e9ration de communication.
