{"id":53985,"date":"2024-06-15T08:00:00","date_gmt":"2024-06-15T00:00:00","guid":{"rendered":"https:\/\/www.greenpeace.org\/malaysia\/?p=53199"},"modified":"2025-03-24T15:16:45","modified_gmt":"2025-03-24T07:16:45","slug":"reuse-refill-and-reform-prioritising-people-and-planet-over-industry-profit-in-plastic-policy","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/malaysia\/press\/53985\/reuse-refill-and-reform-prioritising-people-and-planet-over-industry-profit-in-plastic-policy\/","title":{"rendered":"Reuse, Refill, and Reform: Prioritising People and Planet Over Industry Profit in Plastic Policy"},"content":{"rendered":"\n<p>We welcome the announcement of the Minister of Natural Resources and Environmental Sustainability that <a href=\"https:\/\/www.freemalaysiatoday.com\/category\/nation\/2024\/06\/06\/govt-mulling-dedicated-law-for-plastic-disposal\/\">the government is considering the introduction of a dedicated law to address plastic disposal and pollution<\/a>. He also reveals that the ministry was in talks with the economy ministry to conduct a proper study on a national plastic policy.<\/p>\n\n<p>This World Refill Day serves as a global public awareness campaign to prevent plastic pollution and help people live with less waste. <\/p>\n\n<p>To effectively combat plastic pollution, the national legal framework to phase out single-use plastics should focus on building and scaling reuse systems that can outperform single-use systems. By keeping products in use as long as possible, we reduce the use of raw materials, cut CO<sub>2<\/sub> emission and energy use in production, and ease the pressure on overburdened recycling and waste management systems. Research has shown that reusable plastic packaging can be a financially viable alternative to single-use plastic packaging if the right conditions apply.&nbsp;<\/p>\n\n<p><a href=\"https:\/\/www.greenpeace.org\/malaysia\/press\/52619\/8-in-10-people-in-malaysia-support-global-plastics-treaty-to-cut-plastic-production\/\">More than 80% of the respondents in a Greenpeace survey<\/a> have indicated strong public backing for measures aimed at ending single-use plastics and promoting reuse-based solutions. <\/p>\n\n<p>Market pressure is driving sustainable packaging adoption, with reuse as a focal point, though businesses fear the initial costs. Success depends on factors like packaging design, material choice, tracking technology, and consumer engagement, with economic sustainability achievable through optimised performance parameters. <\/p>\n\n<p>Case studies show reusable packaging can be profitable even without wide-scale infrastructure, and collaborative systems can further reduce investment burdens. <a href=\"https:\/\/zerowasteeurope.eu\/wp-content\/uploads\/2023\/06\/2023-SB-ZWE-The-economics-of-reuse-systems.pdf\">This shift can unlock economic benefits, enhance brand loyalty, and create green job opportunities, fostering a sustainable future.<\/a><\/p>\n\n<p>Recycling alone cannot solve a plastic crisis. As of 2023, the National Recycling Rate was at 35.38%. It can never reach 100% because not all plastics are recyclable and not all recyclable plastics are recycled. Without addressing the reduction in plastic production, we are not tackling the root cause. We need to shut the plastic tap.<\/p>\n\n<p>The government should listen to scientists. Biodegradable plastics or bioplastic are false solutions to a plastic pollution crisis.<a href=\"https:\/\/resolutions.unep.org\/incres\/uploads\/isc_plenary_statement_long_version_2604.pdf\"> Scientists at INC4 <\/a>have noted that bioplastics often retain similar elements to traditional plastics, making them no better for the environment. <a href=\"https:\/\/news.mongabay.com\/2024\/04\/bioplastics-as-toxic-as-regular-plastics-both-need-regulation-say-researchers\/\">Research has found that bioplastics, like traditional plastics, are as toxic.<\/a><\/p>\n\n<p>The proposed National Plastic Policy should be renamed to \u201cNational Plastic Reduction Policy\u201d to articulate the core purpose of the policy, it must put people and planet first to improve the well-being and health of the people, not \u201cprofit of oil and plastic industry first\u201d. It needs to:<\/p>\n\n<ol class=\"wp-block-list\">\n<li>Implement and scale up reuse and refill systems in transitioning away from single-use plastics while taking into account a just transition for workers.
