This is why Greenpeace is demanding that governments urgently respond by rapidly transitioning away from fossil fuels and ending forest destruction to minimise the threat.<\/p>\n\n<p class=\"wp-block-paragraph\">Despite this temporary overshoot, the global agreed commitment remains limiting warming to 1.5\u00b0C, as outlined in the Paris Agreement and upheld by the<a href=\"https:\/\/www.icj-cij.org\/case\/187\">&nbsp;International Court of Justice<\/a>&nbsp;and adopted at the&nbsp;<a href=\"https:\/\/digitallibrary.un.org\/record\/4118331?ln=zh_CN&amp;v=pdf\">UN General Assembly<\/a>.&nbsp;<\/p>\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.unep.org\/news-and-stories\/press-release\/unep-world-set-cross-15degc-global-warming-can-still-limit-adapt-and\">The UNEP\u2019s new report \u2018Limiting Overshoot\u2019&nbsp;<\/a>outlines a pathway called \u201covershoot, peak and decline\u201d to minimise and adapt to the impacts of an exceedance and an eventual return to 1.5\u00b0C. But even in the best case scenario where governments fully implement and exceed their current and future climate action plans, the UNEP states that our temperature rise will still hit 1.8\u00b0C before declining.&nbsp;<\/p>\n\n<p class=\"wp-block-paragraph\">The UNEP stresses there are \u201cno good outcomes if we remain above 1.5\u00b0C\u201d and that we must focus on making the overshoot as small and short as possible. This will be determined by decisions taken today \u2013 rapid climate action across all sectors is \u201cboth necessary and feasible\u201d to hold warming as close to 1.5\u00b0C by 2100.&nbsp;<\/p>\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2026\/09\/d9340be7-gp1swd3y.jpg\" alt=\"With a symbolic red line between the village of L\u00fctzerath and the Garzweiler opencast lignite mine in North Rhine-Westphalia, Greenpeace activists are protesting against the destruction of the village by the coal company RWE. In order for Germany to meet its contribution to limiting global warming to 1.5 degrees, coal may no longer be mined under this area.\" class=\"wp-image-85665\" title=\"Aerial of Protest with Red Line in Front of L\u00fctzerath\"\/><figcaption class=\"wp-element-caption\">With a symbolic red line between the village of L\u00fctzerath and the Garzweiler opencast lignite mine in North Rhine-Westphalia, Greenpeace activists are protesting against the destruction of the village by the coal company RWE.\u00a9 Greenpeace<\/figcaption><\/figure>\n\n<p class=\"wp-block-paragraph\"><strong>What does an overshoot of 1.5\u00b0C actually mean?<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">In 2015, at the UN climate conference COP21 in Paris, close to 200 governments committed to efforts aimed at limiting global warming to 1.5\u00b0C and well within 2\u00b0C by 2100.<\/p>\n\n<p class=\"wp-block-paragraph\">While the average global temperatures&nbsp;<a href=\"https:\/\/climate.copernicus.eu\/global-climate-highlights-2024\">rose above target for the first time in 2024<\/a>&nbsp;\u2013 hitting 1.6\u00b0C above the pre-industrial period \u2013 this did not signify a long-term breach of the 1.5\u00b0C limit. One year is only a single indicator and what matters is the long-term trend \u2013 measured as a&nbsp;<a href=\"https:\/\/www.un.org\/en\/climatechange\/science\/climate-issues\/degrees-matter\">temperature increase over decades<\/a>, not individual months or years.&nbsp;<\/p>\n\n<p class=\"wp-block-paragraph\">The term \u2018overshoot\u2019, however, is increasingly being used to&nbsp;<a href=\"https:\/\/www.carbonbrief.org\/overshoot-exploring-the-implications-of-meeting-1-5c-climate-goal-from-above\">describe future temperature trends&nbsp;<\/a>that temporarily exceed 1.5\u00b0C and are followed by future declines. Overshoot, peak and decline pathways are part of the&nbsp;<a href=\"https:\/\/wcrp-cmip.org\/explainer-scenarios-for-cmip7\/\">new set of global emissions scenarios<\/a>&nbsp;which will provide the basis for upcoming climate research reports from the Intergovernmental Panel on Climate Change (IPCC), the UN\u2019s climate science panel.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>What does the UNEP report say about avoiding a 1.5\u00b0C overshoot?<\/strong>&nbsp;&nbsp;<\/p>\n\n<p class=\"wp-block-paragraph\">The UNEP said global action to cut greenhouse gas emissions had been too slow to stop temperatures rising more than 1.5\u00b0C in&nbsp;<a href=\"https:\/\/www.nature.com\/articles\/s41558-025-02246-9\">\u201cthe next few years\u201d<\/a>.&nbsp;<\/p>\n\n<p class=\"wp-block-paragraph\">In terms of the planetary carbon budget, only about 130 Gt of additional CO<sub>2<\/sub>&nbsp;can be emitted from 2026 onwards to have even a 50% chance of limiting global warming to 1.5\u00b0C. To stay within this budget, CO<sub>2<\/sub>&nbsp;emissions would need to decline steadily from 2025 levels to zero in just over six years, leaving us with a huge emissions gap between current levels and what is needed.&nbsp;<\/p>\n\n<p class=\"wp-block-paragraph\">So, after decades of \u201cinsufficient action\u201d, the UNEP outlined three challenges to limiting temperature overshoot:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Reducing emissions and addressing impacts<\/li>\n\n\n\n<li>Limiting peak warming and managing climate risks<\/li>\n\n\n\n<li>Sustaining the decline in temperatures and scaling up adaptation efforts<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">The UNEP called for a global response that includes the three interconnected phases. An immediate response for slowing temperature rise, involving deep emission cuts and urgent measures to protect vulnerable populations. Secondly, a coping and containment phase focusing to boost climate resilience needs, followed by a third phase that focuses on building long-term resilience with net-negative emissions.<\/p>\n\n<p class=\"wp-block-paragraph\">What\u2019s required, it added, was multilateral cooperation, climate finance and effective implementation of government policies to accelerate the transition away from fossil fuels and to expand renewable energies, cut methane pollution and protect land, forest and oceans.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>What are the consequences of a 1.5\u00b0C overshoot?<br><\/strong><br>The UNEP said that by delaying action we might lose the chance to return to 1.5\u00b0C and \u201cface an unprecedented, damaged world\u201d. The impacts of a 1.5\u00b0C overshoot would be wide and varied, affecting ecosystems, human systems and economic systems.<br><br>The repeated heatwaves and wildfires among the&nbsp;<a href=\"https:\/\/www.greenpeace.org\/international\/story\/85518\/natural-disasters-2026-heat-fires-oil-gas-climate-renewables\">so-called natural disasters in 2026<\/a>&nbsp;are also the types of impacts we\u2019ve been warned about. A potential world of 1.5\u00b0C overshoot will see these types of disasters become more likely and potentially more severe in years to come.<\/p>\n\n<p class=\"wp-block-paragraph\">Cryosphere impacts such as Arctic sea ice and habitat loss, glacial loss, permafrost thaw and degradation will be on the frontline and these impacts will affect ecosystems and downstream communities dependent on seasonal melt water.<\/p>\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2026\/09\/f3f7c821-gp0su2cjj.jpg\" alt=\"The Blomstrandbreen glacier in NY Alesund, Svalbard.\n\nGreenpeace has commissioned photographer Christian Aslund to continue a project he began in 2002 - to carry out visual research of glaciers in Svalbard and document their retreat over time. Melting glaciers and ice sheets are causing sea levels to rise. Melting sea ice reveals the dark ocean that absorbs heat instead of reflecting it like ice and snow and has far-reaching impacts on weather patterns. \n\nThe lack of sea ice, snow on the mountains and light (since it's dark in Svalbard\u2019s winter season) show that the archive comparison images are taken around the same season (summer) as the archive images.\" class=\"wp-image-85666\" title=\"Blomstrandbreen Glacier in Svalbard\"\/><figcaption class=\"wp-element-caption\">The Blomstrandbreen glacier in NY Alesund, Svalbard.\u00a9 Christian \u00c5slund \/ Greenpeace<\/figcaption><\/figure>\n\n<p class=\"wp-block-paragraph\">Loss of biodiversity in marine and terrestrial fronts from land use change and ocean acidification will trickle down to human health, food and water security as cities and infrastructure come under \u201cincreasing strain\u201d from extreme events and other impacts.<\/p>\n\n<p class=\"wp-block-paragraph\">The UNEP also warned that some Small Island Developing States (SIDS) and low-lying coastal cities could become partially or completely submerged due to sea level rise. This could put continuity of their statehood itself in question.<\/p>\n\n<p class=\"wp-block-paragraph\">All of these, among others, will mean that societies have to adjust constantly, raising issues of justice, power, and political legitimacy.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>How close are we to the 1.5\u00b0C overshoot threshold?<\/strong><strong><br><\/strong><strong><br><\/strong>While the&nbsp;<a href=\"https:\/\/wmo.int\/news\/media-centre\/new-report-suggests-more-global-temperature-records-ahead\">WMO has warned<\/a>&nbsp;it\u2019s very likely the global temperature will temporarily exceed 1.5\u00b0C for at least one year between 2026 and 2030, it has also said that it\u2019s likely the 2026-2030 five-year average will exceed 1.5\u00b0C.<\/p>\n\n<p class=\"wp-block-paragraph\">Now, the UNEP said human-induced global warming is nearing 1.4\u00b0C, and global temperatures have been increasing at about 0.25\u00b0C per decade (with some recent studies showing an even faster rate).&nbsp;<\/p>\n\n<p class=\"wp-block-paragraph\">As per the IPCC, every five years of high emissions adds 0.1\u00b0C to peak warming. Based on these trends, global warming could reach 1.5\u00b0C within a few years \u2013 around the end of this decade.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Will 1.5\u00b0C overshoot trigger irreversible tipping points?<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">There is a chance some impacts from a 1.5\u00b0C overshoot will be irreversible even if global temperatures eventually decline. The risk of tipping points increases the higher global temperatures reach, and the longer we stay above 1.5\u00b0C so it\u2019s important to restrict this rise as much as possible.<\/p>\n\n<p class=\"wp-block-paragraph\">Irreversible changes include the potential destabilisation (i.e. melting and collapse) of the major West Antarctic and Greenland ice sheets and degradation of the Amazon rainforest, and disruption of the Atlantic Meridional Overturning Circulation (AMOC) \u2013 the system of ocean currents which help regulate the climate by moving warm surface water north and cold deep water south.<\/p>\n\n<p class=\"wp-block-paragraph\">These are changes that \u201cwould reshape the world forever\u201d and may emerge abruptly or accumulate over time, the UNEP warned. A fall in global temperature may also co-exist, for example, with a continuation of impacts \u2013 continued sea level rise, ocean warming, cryosphere losses and regional changes in rainfall, drought and weather extremes.<\/p>\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2026\/02\/4b2a9e3d-gp0su4ubo.jpg\" alt=\"During a field activity with Kayap\u00f3 leaders, Greenpeace Brazil launched a global campaign in defense of the Amazon, which joins forces with other organizations worldwide. \nAs a milestone in this launch, a large banner with the message &quot;Respect the Amazon&quot; was unveiled in the northern region of Mato Grosso, in the Amazon. The initiative reinforces the commitment to respect the forest and the indigenous peoples who have preserved it for centuries, highlighting the urgency of concrete actions to ensure the survival of this essential ecosystem.\" class=\"wp-image-81176\" title=\"&quot;Respect the Amazon&quot; Banner Action in Brazil\"\/><figcaption class=\"wp-element-caption\">During a field activity with Kayap\u00f3 leaders, Greenpeace Brazil launched a global campaign in defense of the Amazon, which joins forces with other organizations worldwide.\u00a9 Samara Souza \/ Greenpeace<\/figcaption><\/figure>\n\n<p class=\"wp-block-paragraph\"><strong>Placing equity and justice at the core of the global response to climate change<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">The UNEP report strongly recognised that equity and justice must be a central element of strategies to protect vulnerable people from climate change and to create a just transition for communities and workforces as part of efforts aimed at securing a liveable future for all.<\/p>\n\n<p class=\"wp-block-paragraph\">Ultimately, developed countries have an historical responsibility and capability to act the \u201chardest and fastest\u201d. They must ensure that a just transition away from fossil fuels allows all communities to access the benefits of renewable energy and that no one is disadvantaged through the transition.&nbsp;<\/p>\n\n<p class=\"wp-block-paragraph\">As Greenpeace International explains in its&nbsp;<a href=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2026\/04\/e4040a7b-a-just-transition-away-from-fossil-fuels.pdf\">policy briefing<\/a>, a just transition is more than simply swapping coal, oil and gas for renewables. It is an opportunity to transform energy, transport, industrial and other systems so they are more secure and affordable, reduce inequality, protect ecosystems and shift power from elites and multi-billion-dollar corporations to people.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>What climate mitigation actions need to take place, and how important is adaptation?<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">While the UNEP report emphasised an urgent need for climate action to limit the overshoot, it recognised that impacts are unavoidable and that a combination of mitigation (climate action) and adaptation will be needed.&nbsp;<\/p>\n\n<p class=\"wp-block-paragraph\">Mitigation and adaptation are \u201cfundamentally interconnected\u201d, the UNEP said, adding that mitigation will determine the scale and duration of future climate risks, and adaptation remains essential because impacts are already happening and additional warming is unavoidable.<br><br>Mitigation determines the journey and the destination, and adaptation determines who gets there. There should be commitments on finance, durable solidarity and inclusive governance built well before peak warming, rather than waiting to be improvised under crisis conditions.<\/p>\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2026\/09\/fba0217b-gp0su9sgq.jpg\" alt=\"A long fire line burns along a pine forest under a column of dark smoke during a wildfire in Marcheprime in Gironde, France. It is essential that early climate action is taken to limit the peak temperature rise because the higher the temperature rises, the greater amount of CO\u2082 needs to be removed from the atmosphere.<\/p>\n\n<p class=\"wp-block-paragraph\">Deep cuts in methane are also vital because it contributes about 0.5\u00b0C of current global warming. While UNEP said there are challenges in tackling methane emissions, it\u2019s clear we cannot cool the planet while industrial livestock production continues to expand unchecked, driving superheating methane emissions, deforestation, drinking water pollution, and extinction.<\/p>\n\n<p class=\"wp-block-paragraph\">According to the UNEP\u2019s analysis, some level of carbon dioxide removal (CDR) will also be necessary. However, most CDR strategies remain highly uncertain when it comes to effectiveness, scalability, permanence, durability, potential adverse impacts and social acceptability.&nbsp;<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>What needs to be done now to avoid or limit a 1.5\u00b0C overshoot?<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">On the road to the UN General Assembly in September and the UN climate conference COP31 in November, governments must acknowledge this report and signal their intent to accelerate a just transition.
