{"id":69028,"date":"2026-04-10T16:04:32","date_gmt":"2026-04-10T08:04:32","guid":{"rendered":"https:\/\/www.greenpeace.org\/philippines\/?p=69028"},"modified":"2026-04-10T16:04:36","modified_gmt":"2026-04-10T08:04:36","slug":"local-oil-gas-expansion-to-lock-ph-into-fossil-fuels-raise-emissions-amid-energy-crisis","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/philippines\/press\/69028\/local-oil-gas-expansion-to-lock-ph-into-fossil-fuels-raise-emissions-amid-energy-crisis\/","title":{"rendered":"Local oil, gas expansion to lock PH into fossil fuels, raise emissions amid energy crisis"},"content":{"rendered":"\n<p><em>Quezon City \u2014 <\/em>Greenpeace Philippines is sounding the alarm over the government\u2019s renewed push to further explore oil and gas in the protected <a href=\"https:\/\/mindanews.com\/top-stories\/2026\/03\/barmm-mulls-importing-oil-from-asean-neighbors-exploring-local-energy-reserves\/#:~:text=He%20added%20that%20the%20regional,drilling%20holes%20in%20Liguasan%20Marsh.\" target=\"_blank\" rel=\"noreferrer noopener\">Liguasan Marsh<\/a>\u2014in parallel with those being done in <a href=\"https:\/\/bangsamoro.gov.ph\/news\/latest-news\/tawi-tawi-oil-gas-exploration-to-boost-barmms-energy-security-economic-growth\/\" target=\"_blank\" rel=\"noreferrer noopener\">Tawi-Tawi<\/a>, <a href=\"https:\/\/bilyonaryo.com\/2026\/04\/05\/marcos-awards-new-contracts-to-revive-cebu-oil-field-explore-leyte-hydrogen\/power\/\" target=\"_blank\" rel=\"noreferrer noopener\">Cebu<\/a> and <a href=\"https:\/\/www.abs-cbn.com\/news\/business\/2026\/1\/19\/-historic-malampaya-gas-find-could-help-lower-power-costs-doe-0941\" target=\"_blank\" rel=\"noreferrer noopener\">Malampaya<\/a>\u2014amid the US-Israel war on Iran and President Ferdinand Marcos Jr.\u2019s energy emergency<sup>1<\/sup> saying that this strategy would only deepen the country\u2019s dependence on fossil fuels. Protest at the Department of Energy &#8211; Renewable Energy Management Bureau.<div class=\"credit icon-left\"> \u00a9 Basilio Sepe \/ Greenpeace<\/div><\/figcaption><\/figure>\n\n<p>&#8220;Pivoting towards more local fossil fuel sources is not the answer to the crisis caused by a war driven by oil,&#8221; said Greenpeace Philippines climate campaigner Jefferson Chua. &#8220;Instead of pushing us further towards fossil fuel dependence, it&#8217;s the perfect opportunity for President Ferdinand Marcos Jr. to prioritize the shift towards renewable energy.\u201d<\/p>\n\n<p>\u201cThe administration needs to ensure the country&#8217;s resilience amid escalating climate impacts by keeping intact and restoring damaged ecosystems. Opening Liguasan Marsh to extraction risks turning it into a massive carbon bomb. Disturbing these carbon-rich soils can release enormous amounts of greenhouse gases, driving serious climate impacts that put all Filipinos at risk.\u201d<\/p>\n\n<p>A recent report<sup>2<\/sup> by \u201cKapuso Mo, Jessica Soho\u201d documented residents in Maguindanao del Sur discovering flammable water from local sources, pointing to underlying oil deposits. In the report, the DOE described Liguasan Marsh\u2019s energy potential as \u201cvery good,\u201d following President Ferdinand Marcos Jr.\u2019s declaration of a National State of Energy Emergency. The marsh is believed to hold billions of cubic feet of natural gas and up to 202 million barrels of crude oil, based on a joint exploration between state-owned Philippine National Oil Company (PNOC) and its Malaysian counterpart Petronas.<sup>3<\/sup><\/p>\n\n<p>Bangsamoro Cabinet Secretary Mohd Asnin Pendatun after the emergency declaration stated that the &#8220;long-term\u201d energy solution in Mindanao lies in fast-tracking the vast energy reserves of Tawi-Tawi and Liguasan. Greenpeace stressed that the marsh, which may be home to carbon-rich peatlands,<sup>4<\/sup> must be safeguarded through strong legal protections, instead of opened to fossil fuel development under the guise of an energy crisis. Peatlands store vast amounts of carbon that can rapidly release greenhouse gases when disturbed.<sup>5<\/sup><\/p>\n\n<p>This happens as the Philippines is set to submit the updated <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/nationally-determined-contributions-ndcs\" target=\"_blank\" rel=\"noreferrer noopener\">Nationally Determined Contribution (NDC)<\/a> to the United Nations Framework Convention on Climate Change (UNFCCC) this April, which embodies efforts by countries to reduce national emissions and adapt to the impacts of climate change.<\/p>\n\n<p>\u201cWe challenge Marcos to walk the talk and uphold our country\u2019s commitment in reducing our greenhouse gas emissions. Plunging us deeper into fossil fuel dependency would prove him as a two-faced leader in the face of people\u2019s suffering due to the energy and climate crisis.
