That is not just a justice problem \u2013 it is also why global ocean protection is failing.<\/p>\n\n<p>This report makes the case that the world\u2019s \u201930\u00d730\u2032 ocean protection targets cannot be met through top-down conservation models that sideline the very people who have sustained marine ecosystems for generations.
