{"id":44660,"date":"2021-09-13T16:53:00","date_gmt":"2021-09-13T09:53:00","guid":{"rendered":"https:\/\/www.greenpeace.org\/southeastasia\/?p=44660"},"modified":"2025-07-02T14:42:05","modified_gmt":"2025-07-02T07:42:05","slug":"greenpeace-indonesia-urges-more-ambition-and-cooperation-as-norway-indonesia-agreement-ends","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/southeastasia\/press\/44660\/greenpeace-indonesia-urges-more-ambition-and-cooperation-as-norway-indonesia-agreement-ends\/","title":{"rendered":"Greenpeace Indonesia urges more ambition and cooperation as Norway &#8211; Indonesia agreement ends"},"content":{"rendered":"\n<p><em>Jakarta \u2013<\/em> On the 10th of September 2021, the Indonesian government&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/kemlu.go.id\/portal\/id\/read\/2912\/berita\/indonesia-akhiri-kerja-sama-redd-dengan-norwegia\" target=\"_blank\">terminated its agreement on REDD+ with the Norwegian government.<\/a>&nbsp;Greenpeace Indonesia notes that this action shows a breakdown in cooperation and commitment between the two governments in taking serious joint action against climate change.&nbsp;<\/p>\n\n<p>\u201cThe&nbsp;<a href=\"https:\/\/www.norway.no\/contentassets\/313ad6b82f28487e806ed9dad7c8a710\/loi-signert-versjon.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Norway &#8211; Indonesia agreement<\/a>&nbsp;was supposed to enable the two countries to contribute \u2018beyond their fair share\u2019 to ensure average global temperature rise is kept below 2\u2103. Judging from progress so far and looking at the&nbsp;<a href=\"https:\/\/www.ipcc.ch\/srccl\/\" target=\"_blank\" rel=\"noreferrer noopener\">IPCC Report<\/a>&nbsp;on Climate Change and Land, efforts under this partnership have fallen far from achieving that,\u201d Kiki Taufik, global head of Greenpeace&#8217;s Indonesian Forests Campaign said. \u201cRegardless of the fate of the original agreement, we need far more ambitious targets, and more international cooperation, not less.\u201d<\/p>\n\n<p>Greenpeace Indonesia is concerned about what the move to end the agreement means for Indonesia\u2019s ambition in terms of Nationally Determined Contributions (NDC). Our nation\u2019s&nbsp;<a href=\"https:\/\/www4.unfccc.int\/sites\/submissions\/INDC\/Published%20Documents\/Indonesia\/1\/INDC_REPUBLIC%20OF%20INDONESIA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">original commitment<\/a>&nbsp;was to reduce emissions by 26% by 2020 under our own efforts, and as much as 41% by 2020 with international assistance.&nbsp;<\/p>\n\n<p>\u201cWe have already seen our goals shifted backwards with only 29% reduction by 2030 in Indonesia\u2019s NDC commitment, and 41% with international support by 2030. Does this rejection of Indonesia\u2019s most prominent international partnership signal a lack of ambition to reach the 41% emissions reduction goal?\u201d Kiki said.<\/p>\n\n<p>The agreement included the principle that all stakeholders including indigenous, local peoples,&nbsp; and civil society should be given the opportunity for full and effective participation in the program\u2019s forest protection activities. Unfortunately, there is still a serious lack of transparency and participation in Indonesia\u2019s forest management approach. The national government is still&nbsp;<a href=\"https:\/\/news.mongabay.com\/2021\/06\/final-court-ruling-orders-indonesian-government-to-publish-hgu-palm-oil-plantation-data\/\" target=\"_blank\" rel=\"noreferrer noopener\">blocking public access to crucial information<\/a>&nbsp;on plantations awarded, for example, despite supreme court orders.&nbsp;<\/p>\n\n<p>In terms of transportation and energy, the Indonesian government&#8217;s new bill on renewable energy signals that in 2050 the country will still be relying on fossil fuels, albeit in new forms such as coal gasification, coal liquefaction, and coal bed methane. This plan to continue dependency on coal is confirmed via the best case scenario in the Long Term Strategy on Low Carbon and Climate Resilience, in which coal will still fuel 38 percent of power plant capacity in 2050. The government\u2019s biodiesel program further shows a failure of ambition to reduce emissions, as it may lead to further deforestation and land conversion as per&nbsp;<a href=\"https:\/\/www.greenpeace.org\/indonesia\/siaran-pers\/44335\/program-biodiesel-berisiko-tinggi-bagi-ekonomi-dan-lingkungan\/\" target=\"_blank\" rel=\"noreferrer noopener\">Greenpeace Indonesia\u2019s report on biodiesel.&nbsp;<\/a><\/p>\n\n<p>Although the result of the agreement on REDD+ between Indonesia and Norway has ended and its results are far from fulfilling its target, international collaboration is still needed and important to reducing deforestation and carbon emissions.
