{"id":55535,"date":"2022-09-21T18:29:54","date_gmt":"2022-09-21T11:29:54","guid":{"rendered":"https:\/\/www.greenpeace.org\/southeastasia\/?p=55535"},"modified":"2024-05-28T14:28:18","modified_gmt":"2024-05-28T07:28:18","slug":"transparency-indigenous-rights-need-inking-in-to-indonesia-norway-forests-agreement","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/southeastasia\/press\/55535\/transparency-indigenous-rights-need-inking-in-to-indonesia-norway-forests-agreement\/","title":{"rendered":"Transparency, Indigenous Rights Need Inking in to Indonesia-Norway Forests Agreement\u00a0"},"content":{"rendered":"\n<p>Jakarta, 21 Sept 2022 \u2013 As representatives of Indonesia and Norway work over the coming weeks on the details of a renewed climate partnership, Greenpeace Indonesia points to some important issues for inclusion to ensure the agreement does help to bring about urgently needed change to Indonesia\u2019s trajectory of deforestation.<\/p>\n\n<p>\u201cThe details of this collaboration must be drafted to target the entrenched problems in our forest management, not simply reward vague promises that obscure the fact that biodiversity loss, conflicts with Indigenous and local peoples, and ten million hectares of potential deforestation are still a reality,\u201d Kiki Taufik, global head of Greenpeace\u2019s Indonesian Forests Campaign said.<\/p>\n\n<p>\u201cThe MoU does not describe a clear public participation and monitoring mechanism to be undertaken via a credible institution to ensure good governance in the implementation of this agreement. The Widodo government is allergic to sunlight \u2013 it has repeatedly <a href=\"https:\/\/news.mongabay.com\/2020\/02\/indonesia-papua-plantation-maps-palm-oil-transparency-hgu\/\" target=\"_blank\" rel=\"noreferrer noopener\">refused<\/a> to be open over maps and other details of forests management, ignoring direct <a href=\"https:\/\/news.mongabay.com\/2021\/06\/final-court-ruling-orders-indonesian-government-to-publish-hgu-palm-oil-plantation-data\/\" target=\"_blank\" rel=\"noreferrer noopener\">court orders<\/a> and failing to provide clarity over <a href=\"https:\/\/www.greenpeace.org\/southeastasia\/press\/55529\/half-measures-wont-protect-the-rights-of-indigenous-peoples-in-the-grime-nawa-valley\/\" target=\"_blank\" rel=\"noreferrer noopener\">promises it would cancel<\/a> problematic plantation concessions in forest areas,\u201d&nbsp; Kiki continued.&nbsp;<\/p>\n\n<p>\u201cWithout transparency, the public will be unable to verify emission reductions from the forestry sector in accordance with this agreement. But worse still, Indigenous and local community landowners will still be left in the dark about who has been handed control of their forest lands.\u201d<\/p>\n\n<p>The new <a href=\"https:\/\/www.regjeringen.no\/contentassets\/3ea80a42af994fe9bbf45a10ec3dfde2\/eng-mou-norway-indonesia.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">partnership agreement<\/a> signed on Sept 12 comes exactly a year after the Indonesian government unilaterally <a href=\"https:\/\/www.greenpeace.org\/southeastasia\/press\/44660\/greenpeace-indonesia-urges-more-ambition-and-cooperation-as-norway-indonesia-agreement-ends\/\" target=\"_blank\" rel=\"noreferrer noopener\">terminated<\/a> the previous agreement, and contains much the same content, with the addition of a focus on achieving Indonesia\u2019s new <a href=\"https:\/\/drive.google.com\/file\/d\/1oLpDPBTncdBAQFcI9gdWpPXXwH2kyhdv\/view\" target=\"_blank\" rel=\"noreferrer noopener\">FOLU net sink 2030 Operational Plan<\/a>.&nbsp;<\/p>\n\n<p>Kiki said: \u201cIndonesia is still shuffling along at a snail\u2019s pace in recognising Indigenous land rights in forest areas. This agreement should include provisions to resource that process, otherwise its mention of Indigenous communities as \u2018active participants\u2019 in forest protection will remain little more than lip service.\u201d<\/p>\n\n<p>\u201cSince the first bilateral agreement, Indonesia\u2019s environmental protections have been wound back under regulations forming part of the Job Creation Law. Companies operating illegally inside Indonesia\u2019s forest estate are being <a href=\"https:\/\/news.mongabay.com\/2022\/09\/indonesia-amnesties-75-companies-operating-illegally-inside-forest-areas\/\" target=\"_blank\" rel=\"noreferrer noopener\">let off the hook<\/a>.
