class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>\u4f46\u4e8b\u60c5\u537b\u53ef\u80fd\u6c92\u90a3\u9ebc\u55ae\u7d14\uff0c\u4e5f\u8a31\u75ab\u60c5\u964d\u4f4e\u4e86\u90e8\u5206\u5730\u5340\u7684\u6355\u6488\u6d3b\u52d5\uff0c\u4f46\u662f\u8a31\u591a\u9632\u75ab\u63aa\u65bd\uff0c\u5728\u672c\u8cea\u4e0a\u9b06\u7d81\u4e86\u76ee\u524d\u7684\u6f01\u696d\u7ba1\u7406\u6cd5\u898f\uff0c\u4f8b\u5982\u66ab\u505c\u6d77\u4e0a\u89c0\u5bdf\u54e1\u8a08\u756b\u3002\u75ab\u60c5\u671f\u9593\uff0c\u5404\u570b\u8207\u5340\u57df\u6f01\u696d\u7ba1\u7406\u7d44\u7e54\u7d1b\u7d1b\u66ab\u505c\u89c0\u5bdf\u54e1\u8a08\u756b\uff0c\u8b93\u6f01\u8239\u518d\u5ea6\u56de\u5230\u7121\u4eba\u5728\u8239\u4e0a\u76e3\u7ba1\u7684\u72c0\u6cc1\u4e0b\u4f5c\u696d\u3002<\/p>\n<p>\u91dd\u5c0d\u5e95\u62d6\u7db2\u3001\u570d\u7db2\u9019\u6a23\u5927\u5c0f\u901a\u5403\u7684\u7834\u58de\u6027\u6f01\u6cd5\uff0c\u4ee5\u53ca\u6d77\u4e0a\u8f49\u8f09\u983b\u7e41\u7684\u5ef6\u7e69\u91e3\uff0c\u70ba\u4e86\u76e3\u63a7\u6f01\u8239\u4f5c\u696d\uff0c\u8a31\u591a\u6cbf\u5cb8\u570b\u4ee5\u53ca\u5340\u57df\u6f01\u696d\u7ba1\u7406\u7d44\u7e54\uff08Regional Fisheries Management Organizations, RFMOs\uff09\u5747\u8981\u6c42\u6f01\u8239\u5fc5\u9808\u914d\u7f6e\u6f01\u696d\u89c0\u5bdf\u54e1\u3002\u4f46\u662f\u75ab\u60c5\u671f\u9593\uff0c\u70ba\u4e86\u907f\u514d\u5f9e\u9678\u4e0a\u767b\u8239\u7684\u89c0\u5bdf\u54e1\u53ef\u80fd\u628a\u75c5\u6bd2\u5e36\u4e0a\u8239\uff0c\u52a0\u62ff\u5927\u3001\u7f8e\u570b\u3001\u5357\u592a\u5e73\u6d0b\u8ad6\u58c7\u6f01\u696d\u5c40\uff08\u7531\u5df4\u5e03\u4e9e\u7d10\u5e7e\u5167\u4e9e\u3001\u5409\u91cc\u5df4\u65af\u3001\u5410\u74e6\u9b6f\u3001\u5e1b\u7409\u7b4917\u500b\u6210\u54e1\u7d44\u6210\uff09\u3001\u751a\u81f3\u662f\u7ba1\u7406\u5168\u7403\u6700\u5927\u9baa\u9b5a\u6f01\u5834\u7684\u4e2d\u897f\u592a\u5e73\u6d0b\u6f01\u696d\u59d4\u54e1\u6703\uff0c\u90fd\u5df2\u7d93\u64a4\u56de\u89c0\u5bdf\u54e1\uff0c\u56de\u6b78\u4ef0\u8cf4\u6f01\u8239\u914d\u7f6e\u7684\u300c\u6f01\u8239\u76e3\u63a7\u7cfb\u7d71\u300d\u4ee5\u53ca\u300c\u6f01\u6488\u65e5\u8a8c\u300d\uff0c\u6aa2\u8996\u6f01\u8239\u4f4d\u7f6e\u4ee5\u53ca\u6f01\u6488\u72c0\u6cc1\uff0c\u4f46\u662f\u5169\u8005\u90fd\u5bb9\u6613\u53d7\u5230\u4eba\u70ba\u64cd\u63a7\uff0c\u9019\u4e5f\u662f\u7576\u521d\u9700\u8981\u6d3e\u9063\u89c0\u5bdf\u54e1\u99d0\u8239\u7684\u539f\u56e0\u3002\u56e0\u6b64\uff0c\u53d6\u6d88\u6d77\u4e0a\u89c0\u5bdf\u54e1\uff0c\u5c07\u53ef\u80fd\u5c0e\u81f4\u975e\u6cd5\u6f01\u696d\u884c\u70ba\u7684\u589e\u52a0\u3002<\/p>\n<p><img
