Control and Surveillance, MCS\uff09\u3001\u53ef\u8ffd\u6eaf\u6027\u4ee5\u53ca\u570b\u969b\u5408\u4f5c\u56db\u5927\u9762\u5411\u3002\u8521\u4f69\u82b8\u6307\u51fa\uff0c\u76ee\u524d\u653f\u5e9c\u63d0\u51fa\u7684\u6539\u5584\u65b9\u5f0f\uff0c\u50c5\u6cd5\u5f8b\u67b6\u69cb\u9762\u6709\u8f03\u986f\u8457\u9032\u5c55\uff0c\u4f46\u7acb\u6cd5\u5f8c\u662f\u5426\u6709\u8db3\u5920\u914d\u5957\u63aa\u65bd\u80fd\u843d\u5be6\u57f7\u884c\uff0c\u4ecd\u6709\u7591\u616e\u3002<\/p>\n<p>\u6700\u65b0\u51fa\u7210\u7684\u884c\u653f\u9662\u7248\u9060\u6d0b\u6f01\u696d\u689d\u4f8b\u8349\u6848\u4e2d\uff0c\u96d6\u7136\u7f70\u5247\u660e\u986f\u63d0\u9ad8\uff0c\u4f46\u537b\u7f3a\u4e4f\u914d\u5957\u7684\u76e3\u7ba1\u63aa\u65bd\u548c\u8de8\u90e8\u6703\u7684\u5408\u4f5c\uff0c\u4ee4\u4eba\u6182\u5fc3\u7a7a\u6709\u6cd5\u689d\u537b\u7121\u529b\u57f7\u884c\u3002\u8521\u4f69\u82b8\u8209\u6f01\u696d\u7f72 2012 \u5e74\u901a\u904e\u7684\u9bca\u9b5a\u9c2d\u4e0d\u96e2\u8eab\u7684\u898f\u7bc4\u70ba\u4f8b\uff0c\u6307\u51fa\u96d6\u6cd5\u689d\u7acb\u610f\u826f\u5584\uff0c\u537b\u56e0\u7a3d\u67e5\u914d\u5957\u4e0d\u8db3\uff0c\u4ecd\u7136\u975e\u6cd5\u983b\u50b3\u3002<\/p>\n<p>\u9762\u5c0d\u6d77\u6d0b\u8cc7\u6e90\u65e5\u76ca\u67af\u7aed\uff0c\u653f\u5e9c\u63d0\u51fa\u6539\u5584\u65b9\u6848\u537b\u4fb7\u9650\u65bc\u6253\u64ca\u975e\u6cd5\u6f01\u696d\uff0c\u672a\u5168\u76e4\u898f\u5283\u6f01\u696d\u8cc7\u6e90\u6c38\u7e8c\u5229\u7528\uff0c\u8521\u4f69\u82b8\u8868\u793a\u64d4\u6182\u3002\u81fa\u7063\u4e0a\u5343\u8258\u7684\u9060\u6d0b\u8239\u968a\u904d\u5e03\u4e16\u754c\u5404\u5927\u6d0b\uff0c\u5728\u570b\u969b\u9593\u5c55\u73fe\u5f37\u5927\u7684\u6f01\u6488\u80fd\u529b\uff0c\u4f46\u653f\u5e9c\u9577\u671f\u4ee5\u4f86\u7121\u529b\u76e3\u7ba1\uff0c\u8b93\u975e\u6cd5\u6355\u6488\u4e8b\u4ef6\u5c64\u51fa\u4e0d\u7aae\uff0c\u8017\u8cbb\u6d77\u6d0b\u8cc7\u6e90\uff0c\u5371\u53ca\u7015\u5371\u9b5a\u7a2e\uff0c\u9084\u62ff\u5230\u9ec3\u724c\u8b66\u544a\u3002\u884c\u653f\u9662\u96d6\u7136\u63d0\u51fa\u9060\u6d0b\u6f01\u696d\u689d\u4f8b\u8349\u6848\uff0c\u4f46\u907a\u61be\u7684\u662f\uff0c\u6cd5\u6848\u4e26\u6c92\u6709\u628a\u5b8f\u89c0\u6f01\u696d\u8cc7\u6e90\u7684\u6c38\u7e8c\u601d\u7dad\u4f5c\u70ba\u91cd\u9ede\uff0c\u7f3a\u4e4f\u5e73\u8861\u6f01\u6488\u80fd\u529b\u8207\u7ba1\u7406\u653f\u7b56\u8a55\u4f30\u3002<\/p>\n<p>\u884c\u653f\u9662\u9662\u670317\u65e5\u901a\u904e\u8fb2\u59d4\u6703\u6240\u63d0\u300c\u9060\u6d0b\u6f01\u696d\u689d\u4f8b\u300d\u8349\u6848\u3001\u300c\u6295\u8cc7\u7d93\u71df\u975e\u6211\u570b\u7c4d\u6f01\u8239\u7ba1\u7406\u689d\u4f8b\u300d\u4fee\u6b63\u8349\u6848\u53ca\u300c\u6f01\u696d\u6cd5\u300d\u90e8\u5206\u689d\u6587\u4fee\u6b63\u8349\u6848\u7b49\u6538\u95dc\u9060\u6d0b\u6f01\u696d\u6539\u9769\u4e4b\u6f01\u696d\u4e09\u6cd5\uff0c\u56de\u61c9\u6b50\u76df\u8981\u6c42\u3002\u53bb \uff082015\uff09\u5e7410\u6708\uff0c\u81fa\u7063\u906d\u6b50\u76df\u796d\u51fa\u9ec3\u724c\u8b66\u544a\uff0c\u4e3b\u8981\u539f\u56e0\u5305\u62ec\u8001\u820a\u6f01\u696d\u6cd5\u5145\u6eff\u6f0f\u6d1e\u3001\u57f7\u6cd5\u8edf\u5f31\uff0c\u7121\u6cd5\u6709\u6548\u904f\u6b62\u975e\u6cd5\u6f01\u6355\u884c\u70ba\uff08Illegal, Unregulated, Unreported, IUU\uff09\uff0c\u53e6\u5916\u5c0d\u65bc\u9f90\u5927\u9060\u6d0b\u8239\u968a\u76e3\u63a7\u8207\u7ba1\u7406\u4e0d\u8db3\uff0c\u672a\u76e1\u5230\u5340\u57df\u6f01\u696d\u7d44\u7e54\u6703\u54e1\u7684\u8cac\u4efb\u3002<\/p>\n<p>\u81fa\u7063\u9060\u6d0b\u6f01\u696d\u78ba\u5be6\u6f5b\u85cf\u5f88\u591a\u554f\u984c\uff0c\u76ee\u524d\u884c\u653f\u9662\u63d0\u51fa\u7684\u8349\u6848\uff0c\u4e26\u6c92\u6709\u5b8c\u5168\u5c0d\u75c7\u4e0b\u85e5\uff0c\u76e3\u7ba1\u548c\u8ffd\u6eaf\u7b49\u554f\u984c\u4e26\u672a\u78ba\u5be6\u89e3\u6c7a\u3002\u8521\u4f69\u82b8\u5f37\u8abf\uff1a\u300c\u7acb\u6cd5\u53ea\u662f\u958b\u59cb\uff0c\u671f\u5f85\u5728\u7acb\u6cd5\u9662\u53ca\u5404\u7acb\u59d4\u512a\u5148\u8655\u7406\u5be9\u8b70\u8349\u6848\uff0c\u5118\u5feb\u53ec\u958b\u516c\u807d\u6703\uff0c\u807d\u53d6\u66f4\u591a\u65b9\u7684\u8072\u97f3\uff0c\u901a\u76e4\u4e86\u89e3\u5404\u500b\u74b0\u7bc0\u7684\u554f\u984c\uff0c\u8b93\u9019\u500b\u6cd5\u6848\u80fd\u6709\u771f\u6b63\u7684\u53ef\u884c\u6027\u3002\u300d<\/p>\n<p><strong>\u7da0\u8272\u548c\u5e73\u8a55\u8ad6\u6f01\u696d\u7f72\u56de\u61c9\u6b50\u76df\u8981\u6c42\u6539\u5584\u5efa\u8b70\u6240\u63d0\u7684\u7ba1\u7406\u63aa\u65bd<\/strong><\/p>\n<table
