\u81fa\u5317\u3011\u7da0\u8272\u548c\u5e73\u4eca\u5929\u767c\u4f48\u8de8\u570b\u8abf\u67e5\uff0c\u767c\u73fe\u6709\u5bb3\u7684\u5168\u6c1f\u5316\u5408\u7269(polyfluorinated chemicals\uff0c\u7c21\u7a31 PFCs)\u7684\u8db3\u8de1\u5df2\u6c61\u67d3\u4e86\u504f\u9060\u5c71\u5340\uff0c\u5305\u62ec\u8457\u540d\u7684\u745e\u58eb\u963f\u723e\u5351\u65af\u5c71\u3001\u7fa9\u5927\u5229\u932b\u6bd4\u5229\u5c3c\u5c71\u3001\u5df4\u5854\u54e5\u5c3c\u4e9e\u9ad8\u539f\u5168\u4e2d\u6a19\u3002<\/p>\n<p>\u5168\u6c1f\u5316\u5408\u7269 PFCs \u662f\u4e00\u7a2e\u4eba\u9020\u7684\u6709\u5bb3\u5316\u5b78\u7269\u8cea\uff0c\u4e00\u65e6\u88ab\u91cb\u653e\u5230\u74b0\u5883\u4e2d\u96e3\u4ee5\u964d\u89e3\uff0c\u53ef\u5728\u751f\u7269\u9ad4\u4e2d\u7d2f\u7a4d\u4e26\u900f\u904e\u5927\u6c23\u8207\u7a7a\u6c23\u6563\u5e03\u3002\u76ee\u524d\u5df2\u6709\u7814\u7a76\u767c\u73fe\u5317\u6975\u718a\u7684\u809d\u81df\u8207\u4eba\u985e\u8840\u6db2\u3001\u6bcd\u4e73\u4e2d\u5747\u542b\u6709 PFCs\u3002\u90e8\u5206 PFCs \u53ef\u5f71\u97ff\u751f\u6b96\u7cfb\u7d71\uff0c\u4e26\u53ef\u80fd\u523a\u6fc0\u816b\u7624\u751f\u6210\uff0c\u5f71\u97ff\u8377\u723e\u8499\u7cfb\u7d71\u3002<\/p>\n<p>\u7531\u65bc PFCs \u5177\u6709\u96e3\u6eb6\u65bc\u6c34\u548c\u6cb9\u7684\u7279\u6027\uff0c\u5ee3\u6cdb\u4f7f\u7528\u65bc\u6236\u5916\u7528\u54c1\uff0c\u4ee5\u589e\u9032\u5176\u9632\u6c34\u9632\u6c61\u529f\u80fd\u3002\u7da0\u8272\u548c\u5e73\u591a\u6b21\u6aa2\u9a57\u6236\u5916\u904b\u52d5\u670d\u88dd\u6216\u978b\u5b50\u767c\u73fe PFCs \u7684\u8e64\u8de1\uff0c\u7531\u65bc\u90e8\u5206 PFCs \u5177\u63ee\u767c\u6027\u53ef\u5f9e\u7522\u54c1\u91cb\u51fa\uff0c\u4ea6\u6709\u7814\u7a76\u767c\u73fe\u6236\u5916\u7528\u54c1\u5e97\u5167\u7a7a\u6c23\u4e2d PFCs \u6fc3\u5ea6\u8f03\u9ad8\u3002PFCs \u53ef\u900f\u904e\u5927\u6c23\u6216\u7a7a\u6c23\u6563\u5e03\uff0c\u7da0\u8272\u548c\u5e73\u66fe\u5728\u81fa\u7063\u6c11\u773e\u5bb6\u4e2d\u7684\u7070\u5875\u6aa2\u6e2c\u51fa PFCs\u3002<\/p>\n<p>\u7da0\u8272\u548c\u5e73\u547c\u7c72\u6236\u5916\u54c1\u724c\u76e1\u5feb\u6dd8\u6c70 PFCs \u53ca\u5176\u4ed6\u6709\u6bd2\u6709\u5bb3\u5316\u5b78\u7269\u8cea\uff0c\u800c\u5404\u570b\u653f\u5e9c\u4ea6\u61c9\u9075\u5f9e\u9810\u8b66\u6027\u539f\u5247 \uff0c\u5168\u9762\u9650\u5236\u6216\u7981\u7528\u5404\u7a2e PFCs\u3002\u6c61\u67d3\u9632\u6cbb\u5c08\u6848\u4e3b\u4efb\u8521\u4f69\u82b8\u8868\u793a\uff1a\u300c\u4eba\u985e\u6240\u88fd\u9020\u7684 PFCs \u5f9e\u4f7f\u7528\u5730\u5df2\u7d93\u64f4\u6563\u5230\u4e16\u754c\u5404\u5730\u7684\u504f\u9060\u89d2\u843d\uff0c\u6700\u5927\u7684\u554f\u984c\u5c31\u51fa\u5728\u88fd\u9020\u5546\u53ea\u6703\u5229\u7528\u6709\u5bb3\u5316\u5b78\u7269\u8cea\u7684\u4fbf\u5229\u6027\uff0c\u537b\u5ffd\u8996\u4f7f\u7528\u5f8c\u7684\u6c61\u67d3\uff0c\u7f3a\u4e4f\u7ba1\u63a7\u6216\u9810\u9632\u7684\u8b66\u89ba\u5fc3\u3002\u300d<\/p>\n<p>\u4eca\u5e74\u4e94\u6708\u5230\u516d\u6708\uff0c\u7da0\u8272\u548c\u5e73\u7d44\u6210\u516b\u652f\u63a2\u96aa\u968a\u524d\u5f80\u667a\u5229\u3001\u4e2d\u570b\u3001\u7fa9\u5927\u5229\u3001\u5317\u6b50\u3001\u4fc4\u7f85\u65af\u3001\u65af\u6d1b\u4f10\u514b\u3001\u745e\u58eb\u548c\u571f\u8033\u5176\u7b49\u5730\uff0c\u63a1\u96c6\u504f\u9060\u5c71\u5340\u7a4d\u96ea\u8207\u6e56\u6cca\u6de1\u6c34\u5171 17 \u500b\u6a23\u672c\uff0c\u7d50\u679c\u6709 10 \u500b\u96ea\u6a23\u672c\u548c 6 \u500b\u6c34\u6a23\u672c\u88ab\u9a57\u51fa\u5168\u6c1f\u5316\u5408\u7269 PFCs \u6b98\u7559\uff0c\u53c8\u4ee5\u65af\u6d1b\u4f10\u514b\u7684\u9ad8\u5854\u5854\u5c71\u3001\u7fa9\u5927\u5229\u932b\u6bd4\u5229\u5c3c\u5c71\uff0c\u4ee5\u53ca\u963f\u723e\u5351\u65af\u5c71\u4e0a\u7684\u6b98\u7559\u6fc3\u5ea6\u6700\u9ad8\u3002PFCs \u6703\u900f\u904e\u5927\u6c23\u74b0\u904a\u4e16\u754c\uff0c\u4ee5\u6c23\u9ad4\u7684\u5f62\u5f0f\u6216\u8207\u7a7a\u6c23\u61f8\u6d6e\u5fae\u7c92\u7d50\u5408\uff0c\u518d\u7d93\u7531\u4e0b\u96e8\u6216\u4e0b\u96ea\uff0c\u7d2f\u7a4d\u5728\u74b0\u5883\u4e2d\u3002<\/p>\n<p>\u6797\u53e3\u9577\u5e9a\u91ab\u9662\u6bd2\u7269\u79d1\u984f\u5b97\u6d77\u91ab\u5e2b\u4e5f\u8868\u793a\uff1a\u300c\u5728 PFCs \u9019\u985e\u5316\u5b78\u7269\u8cea\u4e2d\uff0c\u5168\u6c1f\u8f9b\u9178(PFOA)\u6216\u5168\u6c1f\u8f9b\u70f7\u78fa\u9178(PFOS)\uff0c\u5c6c\u65bc\u74b0\u5883\u8cc0\u723e\u8499\uff0c\u5728\u4eba\u9ad4\u7684\u534a\u8870\u671f\u53ef\u9ad8\u9054\u6578\u5e74\uff0c\u4e0d\u50c5\u6703\u50b7\u5bb3\u809d\u814e\uff0c\u9084\u53ef\u80fd\u589e\u52a0\u5fc3\u8840\u7ba1\u75be\u75c5\u6a5f\u7387\u3001\u7532\u72c0\u817a\u529f\u80fd\u7570\u5e38\uff0c\u751a\u81f3\u589e\u52a0\u7f79\u764c\u98a8\u96aa\u3002\u300d<\/p>\n<p>2013 \u5e74\u7da0\u8272\u548c\u5e73\u5fb7\u570b\u8fa6\u516c\u5ba4\u62bd\u9a57\u6236\u5916\u4f11\u9592\u670d\u88dd\u8207\u914d\u4ef6\uff0c\u77e5\u540d\u6236\u5916\u4f11\u9592\u54c1\u724c The North Face \u9632\u6c34\u9632\u98a8\u5916\u5957\u88ab\u9a57\u51fa\u4e00\u5929\u5167\u63ee\u767c\u51fa\u9ad8\u9054\u8fd1\u4e00\u842c\u5948\u514b\u7684\u6c1f\u8abf\u805a\u7269\u9187\uff08FTOHs\uff09\uff0cMammut\uff08\u9577\u6bdb\u8c61\uff09\u624b\u5957\u9a57\u51fa\u7684\u9577\u93c8 PFCs\u2014PFOS\uff08\u5168\u6c1f\u8f9b\u70f7\u78fa\u9178\uff09\u66f4\u8d85\u51fa\u6b50\u76df\u6a19\u6e96 9 \u500d\u3002\u6709\u4e9b\u63ee\u767c\u6027\u5168\u6c1f\u5316\u5408\u7269 PFCs \u6703\u5f9e\u7522\u54c1\u76f4\u63a5\u91cb\u653e\u5230\u7a7a\u6c23\u4e2d\uff0c\u56e0\u6b64\u5728\u8ca9\u552e\u6236\u5916\u7528\u54c1\u7684\u5e97\u88e1\u6240\u6e2c\u5f97\u7a7a\u6c23\u4e2d\u7684 PFCs \u6fc3\u5ea6\u8f03\u5176\u5b83\u5546\u5e97\u9ad8\u3002\u53e6\u5916\uff0c\u542b\u6709 PFCs \u7684\u7522\u54c1\u88ab\u68c4\u7f6e\u5f8c\uff0c\u6703\u7e7c\u7e8c\u91cb\u51fa PFCs\uff0c\u7559\u5b58\u5728\u571f\u58e4\u6216\u5730\u8868\u6c34\u4e2d\u3002\u984f\u5b97\u6d77\u91ab\u5e2b\u4e5f\u63d0\u9192\uff1a\u300cPFCs \u5e38\u898b\u65bc\u9632\u6c34\u5916\u5957\uff0c\u5efa\u8b70\u6c11\u773e\uff0c\u5c24\u5176\u662f\u5b30\u5e7c\u5152\uff0c\u5982\u679c\u7a7f\u4e0a\u9019\u985e\u6750\u8cea\u5916\u5957\uff0c\u61c9\u907f\u514d\u5152\u7ae5\u54ac\u8863\u89d2\uff0c\u6216\u89f8\u6478\u5916\u5957\u5f8c\u6c92\u6d17\u624b\u5c31\u76f4\u63a5\u7528\u624b\u6293\u98df\u7269\u5403\u3002\u300d<\/p>\n<p>\u6d88\u8cbb\u8005\u6108\u4f86\u6108\u91cd\u8996\u6236\u5916\u4f11\u9592\u6d3b\u52d5\uff0c\u5e36\u52d5\u6236\u5916\u7528\u54c1\u7522\u696d\u5feb\u901f\u6210\u9577\uff0c\u4f30\u8a08\u5149\u5728 2012 \u5e74\u7684\u5168\u7403\u7522\u503c\u5c31\u9ad8\u9054 250 \u5104\u7f8e\u5143\u3002\u54c1\u724c\u7372\u5229\u7684\u540c\u6642\uff0c\u6709\u5bb3\u5316\u5b78\u7269\u8cea\u6c61\u67d3\u5df2\u6563\u4f48\u5728\u5168\u7403\u7684\u81ea\u7136\u74b0\u5883\u4e2d\uff0c\u4e5f\u8b93\u4e0d\u77e5\u60c5\u7684\u6d88\u8cbb\u8005\u5c07\u6709\u5bb3\u5316\u5b78\u7269\u8cea\u7a7f\u4e0a\u8eab\u3002\u76ee\u524d\u6709\u4e9b\u54c1\u724c\u5df2\u7d93\u627e\u5230\u53ef\u66ff\u4ee3 PFCs \u7684\u7269\u8cea\uff0c\u4f46\u662f\u570b\u969b\u77e5\u540d\u54c1\u724c\u5982 The North Face\u3001Columbia\uff08\u54e5\u502b\u6bd4\u4e9e\uff09\u3001Patagonia\u3001Salewa \u4ee5\u53ca Mammut\uff08\u9577\u6bdb\u8c61\uff09\u4ecd\u7e7c\u7e8c\u4f7f\u7528 PFCs\u3002\u8521\u4f69\u82b8\u8aaa\uff1a\u300c\u6236\u5916\u4f11\u9592\u54c1\u724c\u5927\u591a\u4ee5\u81ea\u7136\u7684\u7f8e\u8207\u7d14\u6de8\u5305\u88dd\u54c1\u724c\u5d07\u656c\u81ea\u7136\u7684\u6b63\u9762\u5f62\u8c61\uff0c\u4f46\u9019\u4e9b\u54c1\u724c\u537b\u6063\u610f\u4f7f\u7528 PFCs\uff0c\u8207\u81ea\u7136\u5f62\u8c61\u80cc\u9053\u800c\u99b3\uff0c\u9020\u6210 PFCs \u6563\u4f48\u5728\u81ea\u7136\u74b0\u5883\u4e2d\u3002\u5404\u5927\u54c1\u724c\u61c9\u7acb\u5373\u505c\u6b62\u4f7f\u7528\u6709\u5bb3\u5316\u5b78\u7269\u8cea\uff0c\u5225\u8b93 PFCs \u7e7c\u7e8c\u74b0\u904a\u4e16\u754c\u3002\u300d<\/p>\n<p>\u7da0\u8272\u548c\u5e73\u63a8\u52d5\u53bb\u6bd2\u904b\u52d5\u591a\u5e74\uff0c\u7372\u5f97\u5168\u7403\u54c1\u724c\u611b\u597d\u8005\u8207\u6d88\u8cbb\u8005\u652f\u6301\uff0c\u8a31\u591a\u54c1\u724c\u5df2\u7d93\u5f9e\u751f\u7522\u93c8\u4e0a\u9678\u7e8c\u6dd8\u6c70\u6709\u6bd2\u5316\u5b78\u7269\u8cea\u3002\u53bb\u6bd2\u98a8\u6f6e\u6301\u7e8c\u767c\u9175\uff0c\u4eca\u5e74 5 \u6708 1 \u65e5\uff0c\u8d85\u904e 200 \u4f4d\u4f86\u81ea\u65bc 38 \u500b\u570b\u5bb6\u7684\u79d1\u5b78\u5bb6\u5011\u900f\u904e\u99ac\u5fb7\u91cc\u8072\u660e (Madrid Statement)\uff0c\u516c\u958b\u8868\u660e\u4ed6\u5011\u5c0d\u65bc\u5168\u6c1f\u5316\u5408\u7269\u7684\u64d4\u6182\uff0c\u8981\u6c42\u56b4\u683c\u7ba1\u7406\u5168\u6c1f\u5316\u5408\u7269\u7684\u751f\u7522\u3001\u4f7f\u7528\u9650\u5236\u7b49\u3002\u7da0\u8272\u548c\u5e73\u547c\u7c72\u4ecd\u5728\u4f7f\u7528 PFCs \u7684\u5404\u5927\u54c1\u724c\uff0c\u7acb\u5373\u505c\u6b62\u4f7f\u7528\uff0c\u624d\u80fd\u904f\u6b62 PFCs
