Ya\u011f\u0131\u015flarda kar\u015f\u0131la\u015ft\u0131\u011f\u0131m\u0131z bu azalma, T\u00fcrkiye\u2019nin iklim modellemelerinde y\u00fczle\u015fece\u011fi en b\u00fcy\u00fck tehditlerden biri olarak kar\u015f\u0131m\u0131za \u00e7\u0131kan kurakl\u0131k tehdidini derinle\u015ftiriyor. Kurakl\u0131k her ne kadar bu topraklar i\u00e7in yeni bir tehdit olmasa da bug\u00fcn k\u00fcresel iklim de\u011fi\u015fikli\u011fi ile birlikte yeniden <a href=\"https:\/\/www.bbc.com\/turkce\/articles\/cx9vx1wjgjro\">bu riskin<\/a> artt\u0131\u011f\u0131n\u0131 g\u00f6rebiliyoruz. T\u00fcrkiye zaten su zengini bir \u00fclke de\u011fil. Tar\u0131m ve Orman Bakanl\u0131\u011f\u0131\u2019n\u0131n <a href=\"https:\/\/www.tarimorman.gov.tr\/SYGM\/Belgeler\/Kurakl%C4%B1k%20Y%C3%B6netim%20Kitab%C4%B1\/Kurakl%C4%B1k%20y%C3%B6netimi_16x24cm_Online.pdf\"><em>Kurakl\u0131k Y\u00f6netimi raporunda<\/em><\/a> i\u015faret edildi\u011fi \u00fczere, \u00fclkelerin su potansiyellerini, n\u00fcfus oranlar\u0131na g\u00f6re de\u011ferlendiren \u00e7e\u015fitli indekslere g\u00f6re, ki\u015fi ba\u015f\u0131na 1700m\u00b3 su d\u00fc\u015ft\u00fc\u011f\u00fcnde su s\u0131k\u0131nt\u0131s\u0131n\u0131n olmad\u0131\u011f\u0131, 1000-1700m\u00b3 aras\u0131nda su stresi, 500-1000m\u00b3 aras\u0131nda su k\u0131tl\u0131\u011f\u0131 ve 500m\u00b3 alt\u0131 mutlak su k\u0131tl\u0131\u011f\u0131 oldu\u011funu g\u00f6sterir. <strong><em>T\u00fcrkiye\u2019de 82 milyon n\u00fcfus i\u00e7in ki\u015fi ba\u015f\u0131na d\u00fc\u015fen su potansiyeli 1400 m\u00b3\u2019\u00fcn alt\u0131nda.<\/em><\/strong> Bu da T\u00fcrkiye n\u00fcfusunun su stresi i\u00e7inde oldu\u011funu a\u00e7\u0131k\u00e7a g\u00f6steriyor.<\/p>\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-turkey-stateless\/2023\/01\/e107c117-aa-29972368-1024x683.jpg\" alt=\"\" class=\"wp-image-7609\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-turkey-stateless\/2023\/01\/e107c117-aa-29972368-1024x683.jpg 1024w, https:\/\/www.greenpeace.org\/static\/planet4-turkey-stateless\/2023\/01\/e107c117-aa-29972368-300x200.jpg 300w, https:\/\/www.greenpeace.org\/static\/planet4-turkey-stateless\/2023\/01\/e107c117-aa-29972368-768x512.jpg 768w, https:\/\/www.greenpeace.org\/static\/planet4-turkey-stateless\/2023\/01\/e107c117-aa-29972368-510x340.jpg 510w, https:\/\/www.greenpeace.org\/static\/planet4-turkey-stateless\/2023\/01\/e107c117-aa-29972368.jpg 1200w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<p>Son g\u00fcnlerde \u00fclkenin d\u00f6rt bir yan\u0131ndan ya\u015fad\u0131\u011f\u0131m\u0131z bu su stresini somut olarak g\u00f6steren g\u00f6r\u00fcnt\u00fcler ve haberler payla\u015f\u0131l\u0131yor. Barajlardaki doluluk oranlar\u0131 da bu g\u00f6r\u00fcnt\u00fcleri do\u011frular nitelikte. ASK\u0130\u2019nin verilerine g\u00f6re 12 Ocak 2023\u2019te <a href=\"https:\/\/www.aski.gov.tr\/tr\/baraj.aspx\">Ankara\u2019daki barajlar\u0131n<\/a> aktif doluluk oran\u0131 %17,95 olarak \u00f6l\u00e7\u00fcl\u00fcrken, <a href=\"https:\/\/www.turkiye.gov.tr\/istanbul-su-ve-kanalizasyon-idaresi-baraj-doluluk-oranlari\">\u0130stanbul\u2019daki barajlar\u0131n<\/a> 13 Ocak 2023\u2019teki doluluk oran\u0131 %31,44 olarak kaydedildi. Sadece barajlar da de\u011fil, \u00e7e\u015fitli b\u00f6lgelerde tar\u0131m arazileri, sulak alanlar, akarsu ve dereler ile yeralt\u0131ndaki su varl\u0131klar\u0131 da kurakl\u0131k tehdidiyle kar\u015f\u0131 kar\u015f\u0131ya. Van G\u00f6l\u00fc\u2019n\u00fcn \u00e7ekilen su seviyesi, kuruyan Marmara G\u00f6l\u00fc ve daha nicesinin g\u00f6r\u00fcnt\u00fcleri bir daha ya\u015fanmamas\u0131 umuduyla y\u0131llarca ak\u0131llardan \u00e7\u0131kmayacak gibi g\u00f6r\u00fcn\u00fcyor.<\/p>\n\n<p style=\"font-size:26px\"><strong>Yanl\u0131\u015f Su Politikalar\u0131<\/strong><\/p>\n\n<p>Bug\u00fcn <a href=\"https:\/\/www.who.int\/health-topics\/drought#tab=tab_1\">D\u00fcnya Sa\u011fl\u0131k \u00d6rg\u00fct\u00fc\u2019n\u00fcn verilerine<\/a> g\u00f6re su k\u0131tl\u0131\u011f\u0131 d\u00fcnya n\u00fcfusunun %40&#8217;\u0131n\u0131 etkiliyor ve 700 milyon kadar insan 2030 y\u0131l\u0131na kadar kurakl\u0131k nedeniyle yerinden olma riskiyle kar\u015f\u0131 kar\u015f\u0131ya. Bu a\u00e7\u0131k\u00e7a bir su krizi ile y\u00fczle\u015fti\u011fimizi bize g\u00f6steriyor. Elbette bu su krizi salt meteorolojik sebeplerle bir g\u00fcnde ortaya \u00e7\u0131kmad\u0131, Dr. Akg\u00fcn \u0130lhan\u2019\u0131n ifadesiyle, \u201csu ve insan aras\u0131nda fiziksel ve sosyal ba\u011f, kapitalizmin geli\u015fimi ve \u00f6zellikle Sanayi Devrimi\u2019yle birlikte de\u011fi\u015fmeye ba\u015flad\u0131. Sanayile\u015fmeyle birlikte su, hemen her sekt\u00f6rde gerek hammadde olarak do\u011frudan gerekse \u00fcretim s\u00fcre\u00e7lerinde dolayl\u0131 olarak a\u015f\u0131r\u0131 kullan\u0131ma ve kirletilmeye maruz kalmaya ba\u015flad\u0131.\u201d Ekonomik faaliyet i\u00e7erisinde su, al\u0131n\u0131p sat\u0131labilecek, end\u00fcstriyel alanda daha \u00e7ok k\u00e2r elde etmek i\u00e7in ko\u015fulsuzca kullan\u0131labilecek bir \u2018kaynak\u2019 olarak g\u00f6r\u00fcld\u00fc. Su varl\u0131klar\u0131na y\u00f6nelik bu bak\u0131\u015f a\u00e7\u0131s\u0131 Sanayi Devrimi\u2019nden bu yana neredeyse hi\u00e7 de\u011fi\u015fmeden g\u00fcn\u00fcm\u00fcze kadar geldi. Bu konuda somut bir \u00f6rnek vermek gerekirse, 2016 y\u0131l\u0131nda Greenpeace Uluslararas\u0131 taraf\u0131ndan <a href=\"https:\/\/www.greenpeace.org\/static\/planet4-turkey-stateless\/2016\/05\/253feb88-buyuk_su_gaspi.pdf\">yap\u0131lan bir ara\u015ft\u0131rmaya<\/a> g\u00f6re, 500 MW&#8217;l\u0131k bir k\u00f6m\u00fcrl\u00fc termik santral a\u00e7\u0131k devre so\u011futma kulland\u0131\u011f\u0131nda kabaca her \u00fc\u00e7 dakikada bir, olimpik bir y\u00fczme havuzunu bo\u015faltacak kadar su \u00e7ekiyor. A\u00e7\u0131k devre so\u011futmal\u0131 termik santraller o kadar da yayg\u0131n de\u011fil diye d\u00fc\u015f\u00fcnebiliriz, o zaman da her markette bulabilece\u011fimiz \u2018end\u00fcstriyel\u2019 \u015fartlarda ya\u015fat\u0131lm\u0131\u015f bir hayvandan kesilip sunulan 1 kg s\u0131\u011f\u0131r eti i\u00e7in 15.415 litre su harcand\u0131\u011f\u0131n\u0131 \u00f6rnek olarak alabiliriz. Bu yo\u011fun kullan\u0131ma ek olarak ya\u011fan her ya\u011fmur da \u00e7\u00f6z\u00fcm olmuyor. Zira kurakl\u0131\u011f\u0131n tek sebebi ya\u011f\u0131\u015flar\u0131n azl\u0131\u011f\u0131 da de\u011fil. Ya\u011f\u0131\u015f rejimlerinde ya\u015fanan de\u011fi\u015fiklikler topra\u011f\u0131n su tutma kapasitesini a\u015fabiliyor. \u00d6rne\u011fin h\u0131zl\u0131 ve \u00e7ok miktarda ya\u011fan ya\u011fmur yarardan \u00e7ok ekonomik ve toplumsal zarara yol a\u00e7an sel ve ta\u015fk\u0131nlar yaratabiliyor. Burada da artan betonla\u015fma ve plans\u0131z kentle\u015fmenin, kaybedilen orman arazilerinin, \u015fehirlerdeki ge\u00e7irimsiz zeminlerin, ya\u011fmur suyunu yanl\u0131\u015f y\u00f6nlendiren yakla\u015f\u0131mlar\u0131n etkilerini somut olarak g\u00f6rebiliyoruz.<\/p>\n\n<p style=\"font-size:26px\"><strong>Neler yapabiliriz?<\/strong><\/p>\n\n<p>Du\u015f s\u00fcrelerini k\u0131saltmak, damlayan musluklar\u0131 tamir etmek, sifonlar\u0131n kulland\u0131\u011f\u0131 suyu azaltmak\u2026 Bu \u00f6rnekler internetin her k\u00f6\u015fesinde bulunabilir. Bunlara bireysel t\u00fcketim al\u0131\u015fkanl\u0131klar\u0131m\u0131z\u0131 ve \u00f6zellikle de et t\u00fcketimini de ekledi\u011fimizde elbette bireysel olarak yap\u0131labilecek baz\u0131 tasarruf uygulamalar\u0131n\u0131n hat\u0131r\u0131 say\u0131l\u0131r bir etkisi olaca\u011f\u0131n\u0131 s\u00f6yleyebiliriz. Ancak \u00f6nlemleri sadece bireysel \u00e7abayla s\u0131n\u0131rlamak bug\u00fcn ya\u015fad\u0131\u011f\u0131m\u0131z kurakl\u0131k tehdidinin arkas\u0131nda yatan esas politika ve uygulama sorunlar\u0131n\u0131 g\u00f6r\u00fcnmez k\u0131lma tehlikesini de i\u00e7inde bar\u0131nd\u0131r\u0131yor. Bug\u00fcn y\u00fczle\u015fti\u011fimiz kurakl\u0131k tehdidinin arkas\u0131nda s\u00fcrd\u00fcr\u00fclemez b\u00fcy\u00fcme h\u0131rs\u0131na dayal\u0131, gezegenin ya\u015fam destek \u00fcnitelerine zarar veren, t\u00fcketim odakl\u0131 sistematik bir yakla\u015f\u0131m\u0131n oldu\u011funu unutmam\u0131z gerekiyor. Bunu fosil yak\u0131ta dayal\u0131 sanayi ve enerji \u00fcretiminde, end\u00fcstriyel tar\u0131m ve hayvanc\u0131l\u0131kta ve hatta kentsel planlamalarda bile g\u00f6rebiliyoruz. Mevcut enerji politikalar\u0131n\u0131n zaten k\u0131r\u0131lgan olan su varl\u0131\u011f\u0131m\u0131z \u00fczerinde yaratt\u0131\u011f\u0131 bask\u0131y\u0131 g\u00f6rmemiz ve bunu d\u00f6n\u00fc\u015ft\u00fcrmemiz \u00e7ok \u00f6nemli. 2030 y\u0131l\u0131na kadar k\u00f6m\u00fcrden \u00e7\u0131k\u0131\u015f ve ya\u015fama sayg\u0131l\u0131 yenilenebilir enerjinin pay\u0131n\u0131 %75\u2019lere \u00e7\u0131karmak m\u00fcmk\u00fcn. Bunu T\u00fcrkiye\u2019nin 2053 net s\u0131f\u0131r hedefi a\u00e7\u0131s\u0131ndan da yapmas\u0131 gerekiyor. \u0130klim krizinin \u00f6n\u00fcne ge\u00e7mek i\u00e7in k\u00fcresel s\u0131cakl\u0131k art\u0131\u015f\u0131n\u0131 1,5 derecenin alt\u0131nda tutmay\u0131 ama\u00e7layan Paris Anla\u015fmas\u0131, 191 \u00fclke taraf\u0131ndan onaylanm\u0131\u015ft\u0131. T\u00fcrkiye de 192. \u00fclke olarak Ekim 2021\u2019de anla\u015fmaya taraf oldu. Ge\u00e7en y\u0131lki iklim zirvesine kat\u0131lan t\u00fcm taraflar, bu y\u0131l d\u00fczenlenecek COP27 \u00f6ncesi emisyon azalt\u0131m hedeflerini iyile\u015ftirme konusunda anla\u015fm\u0131\u015flard\u0131. \u00c7\u00fcnk\u00fc 1,5 derece e\u015fi\u011fini a\u015fmamak i\u00e7in 2050 y\u0131l\u0131na kadar <a href=\"https:\/\/temizenerji.org\/2022\/08\/31\/iklim-stklari-turkiye-yenilenebilir-enerjiyi-merkeze-alarak-2030a-kadar-emisyonlarini-yuzde-35-azaltmali\/\">k\u00fcresel \u00e7apta emisyonlar\u0131n<\/a> net s\u0131f\u0131r seviyesine inmesi \u015fart. Bunun \u00f6n\u00fcndeki tek engel karar al\u0131c\u0131lar\u0131n ve mevcut end\u00fcstrinin direnci. Gezegendeki ya\u015fama zarar veren bu direnci k\u0131rmak i\u00e7in \u00e7abalamak ise bize d\u00fc\u015f\u00fcyor. Dolay\u0131s\u0131yla bireysel sorumlulu\u011fumuz burada su tasarruf \u00f6nlemleri ile s\u0131n\u0131rl\u0131 de\u011fil, bunun \u00e7ok \u00f6tesinde. Bize d\u00fc\u015fen iklim dostu bir ya\u015fam i\u00e7in m\u00fccadeleyi beraber g\u00fc\u00e7lendirmek ve ger\u00e7ek\u00e7i taleplerimizin sesini hep birlikte, dayan\u0131\u015fma i\u00e7inde y\u00fckseltmek.<\/p>\n\n<p>\u0130lk ad\u0131m olarak hi\u00e7 vakit kaybetmeden konuyla ilgili t\u00fcm kurum ve kurulu\u015flar\u0131n koordine bir bi\u00e7imde \u00e7al\u0131\u015faca\u011f\u0131 b\u00f6lgesel organizasyonlar\u0131n yap\u0131lmas\u0131 ve kurakl\u0131k tehdidi ile kar\u015f\u0131 kar\u015f\u0131ya olan b\u00f6lgeler i\u00e7in uygulanacak kurakl\u0131k ile m\u00fccadele eylem planlar\u0131n\u0131n haz\u0131rlanmas\u0131 gerekiyor. Bug\u00fcn buna benzer eylem planlar\u0131 farkl\u0131 seviyelerde farkl\u0131 kurumlar taraf\u0131ndan haz\u0131rlan\u0131p takip ediliyor. \u00d6rne\u011fin Tar\u0131m ve Orman Bakanl\u0131\u011f\u0131 tar\u0131msal kurakl\u0131k \u00fczerine havza bazl\u0131 \u00e7al\u0131\u015fmalar yap\u0131yor. Ama burada esas ihtiya\u00e7, konuyla ilgili olabilecek t\u00fcm kurumlar\u0131n bir araya gelerek kamuoyunu y\u00f6nlendirecek ak\u0131lc\u0131, bilimsel \u00f6nlemleri s\u0131ralamalar\u0131 ve tedbirlerin suyun en \u00e7ok kullan\u0131ld\u0131\u011f\u0131 kirletici sekt\u00f6rlerden ba\u015flayarak, bireysel boyuta indirilmesidir. Evet, hepimizin alaca\u011f\u0131 \u00e7ok say\u0131da \u00f6nlem olsa da esas olarak bunun makro \u00f6l\u00e7ekte \u00e7\u00f6z\u00fclmesi gereken bir sorun oldu\u011fu unutulmamal\u0131d\u0131r.<\/p>\n\n<p>Kurakl\u0131k, i\u00e7inde bulundu\u011fumuz iklim ba\u011flant\u0131l\u0131 krizler \u00e7a\u011f\u0131n\u0131n bir boyutu. Bug\u00fcn kar\u015f\u0131m\u0131zda olan bu sorun olduk\u00e7a kal\u0131c\u0131. Ama \u00f6te yandan ba\u015fka bir zaman diliminde de ya\u015fanabilecek selleri konu\u015fmam\u0131z \u00e7ok olas\u0131. T\u00fcm bu a\u015f\u0131r\u0131 hava olaylar\u0131n\u0131n derinle\u015ftirdi\u011fimiz iklim kriziyle ba\u011f\u0131n\u0131 g\u00f6rmemiz gerekiyor. Ancak bu ba\u011f\u0131 g\u00f6rerek topyek\u00fbn bir de\u011fi\u015fikli\u011fi ger\u00e7ekle\u015ftirebiliriz. Burada da ufkumuzu t\u00fcm gezegene dost bir sistemsel d\u00f6n\u00fc\u015f\u00fcme \u00e7evirmemiz gerekiyor. Biz Greenpeace olarak, bu krizlerden \u00e7\u0131k\u0131\u015f yolunu do\u011faya ve insana dost, <strong><em>\u00a8Ye\u015fil ve Adil D\u00f6n\u00fc\u015f\u00fcm\u00a8<\/em><\/strong>de g\u00f6r\u00fcyoruz. Ye\u015fil ve adil d\u00f6n\u00fc\u015f\u00fcm, fosil yak\u0131tlardan \u00e7\u0131k\u0131\u015f\u0131 ile birlikte insan onuruna yak\u0131\u015fan i\u015fleri g\u00fc\u00e7lendirirken suyla kurdu\u011fumuz tek y\u00f6nl\u00fc t\u00fcketim ili\u015fkisini de d\u00f6n\u00fc\u015ft\u00fcrme potansiyelini i\u00e7inde bar\u0131nd\u0131r\u0131yor. \u00c7are, bug\u00fcnden ba\u015flayarak gezegeni savunan bir sistemin yarat\u0131lmas\u0131nda yat\u0131yor, hepimize ise bu sistemi yaratmak i\u00e7in ilgilileri harekete ge\u00e7meye zorlayacak gerekli toplumsal iradeyi yaratman\u0131n sorumlulu\u011fu d\u00fc\u015f\u00fcyor.
