Ancak bu \u00fclkelerin h\u0131zl\u0131 bir \u015fekilde ithalat k\u0131s\u0131tlamalar\u0131 getirmesinin ard\u0131ndan ihracat Endonezya, Hindistan ve T\u00fcrkiye\u2019ye kayd\u0131.<\/div>\n<div>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-turkey-stateless\/2019\/09\/83538cac-83538cac-plastik-atik-yatay.jpg\" alt=\"\" width=\"600\" height=\"400\" \/><\/p>\n<p>Greenpeace Do\u011fu Asya, 2016-2018 y\u0131llar\u0131 aras\u0131nda en fazla plastik at\u0131k ithal ve ihra\u00e7 eden 21 \u00fclkenin ithalat ve ihracat rakamlar\u0131n\u0131n yer ald\u0131\u011f\u0131 raporu yay\u0131mlad\u0131. Raporda \u00c7in\u2019in 2018\u2019de plastik ithalat yasa\u011f\u0131n\u0131n etkilerine de yer verildi.<\/p>\n<p>Rapora g\u00f6re plastik at\u0131k ihracat\u0131, 2016 y\u0131l\u0131nda 12,5 milyon tondan 2018\u2019de 5,8 milyon tona d\u00fc\u015ferek yakla\u015f\u0131k y\u00fczde 50 oran\u0131nda azald\u0131. Plastik \u00fcretiminin artaca\u011f\u0131 tahmin edildi\u011finden, ihracattaki bu d\u00fc\u015f\u00fc\u015f plastiklerin \u00fclkelerde stoklanmaya ya da yanl\u0131\u015f y\u00f6ntemlerle bertaraf edilmeye ba\u015flanaca\u011f\u0131 anlam\u0131na geliyor.<\/p>\n<p>Greenpeace Do\u011fu Asya Kampanya Sorumlusu\u00a0<strong>Kate Lin<\/strong>\u00a0\u015f\u00f6yle konu\u015ftu:<\/p>\n<p>\u201cBir \u00fclke plastik at\u0131k ithalat\u0131n\u0131 d\u00fczenledi\u011fi zaman, ithalat ak\u0131\u015f\u0131 bir sonraki \u00fclkeye ge\u00e7er. O da d\u00fczenleyince, bir sonrakine ge\u00e7er. Ancak giderek daha yetersiz hale gelen bu sistemin y\u0131k\u0131c\u0131 bir etkisi var. \u00c7\u00fcnk\u00fc bu plastiklerin akibetini g\u00f6remiyoruz. Bunu kabul etmek m\u00fcmk\u00fcn de\u011fil. Plastik kirlili\u011finin tek bir \u00e7\u00f6z\u00fcm\u00fc var, o da daha az plastik \u00fcretmek.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-turkey-stateless\/2019\/09\/879eda6c-879eda6c-tr-plastik-ithalat-grafik.png\" alt=\"\" width=\"600\" height=\"359\" \/><\/p>\n<p><em><strong>Tablo:<\/strong> T\u00fcrkiye\u2019ye plastik at\u0131k ihra\u00e7 eden ilk 10 \u00fclke (ton cinsinden): \u0130ngiltere, Bel\u00e7ika, Almanya, ABD, Hollanda, \u0130spanya, \u0130talya, Slovenya, Fransa, Japonya<\/em><\/p>\n<p>&nbsp;<\/p>\n<h3 dir=\"ltr\"><strong>T\u00fcrkiye\u2019nin plastik at\u0131k ithalat\u0131 be\u015fe katland\u0131<\/strong><\/h3>\n<p>Raporun T\u00fcrkiye b\u00f6l\u00fcm\u00fcnde \u015fu noktalara dikkat \u00e7ekildi:<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li dir=\"ltr\">T\u00fcrkiye\u2019nin ithalat\u0131 2016 y\u0131l\u0131n\u0131n ba\u015f\u0131nda ayl\u0131k 4.000 tondan, 2018\u2019in ba\u015f\u0131nda ayl\u0131k 33.000 tona y\u00fckseldi. \u0130thalat, 2018 y\u0131l\u0131n\u0131n ortalar\u0131nda ayl\u0131k 20.000 tona geriledi ve sabit kald\u0131.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li dir=\"ltr\">\u0130ngiltere\u2019den ithalat Ekim 2018\u2019den itibaren 10.000 tona ula\u015farak keskin bir art\u0131\u015f g\u00f6sterdi.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li dir=\"ltr\">H\u00fck\u00fcmet, plastik at\u0131k ithalat\u0131 konusunda herhangi bir k\u0131s\u0131tlama getirmedi.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<hr \/>\n<p>At\u0131k y\u00f6netimi ciddi bir konudur, kapsaml\u0131 altyap\u0131 ve denetim mekanizmalar\u0131 gerektirir. \u00c7in\u2019in plastik at\u0131k ithalat\u0131 yasa\u011f\u0131n\u0131n ard\u0131ndan T\u00fcrkiye birdenbire geli\u015fmi\u015f \u00fclkelerin \u00e7\u00f6plerinin yeni adresi oldu. Peki bu \u00e7\u00f6plerin geri d\u00f6n\u00fc\u015f\u00fcm\u00fcnde %100 hedefe ula\u015f\u0131l\u0131yor mu? At\u0131k ithalat\u0131n\u0131n \u00e7evresel etkileri de\u011ferlendiriliyor mu? \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 bir denetim uyguluyor mu? Bu sorular\u0131n cevab\u0131 \u015fimdilik yok.<\/p>\n<p>T\u00fcrkiye hen\u00fcz kendi \u00e7\u00f6p\u00fcyle ba\u015f edemeyen bir \u00fclke. Bu y\u00fczden kontrols\u00fcz \u00e7\u00f6p ithalat\u0131 T\u00fcrkiye\u2019nin kendi geri d\u00f6n\u00fc\u015f\u00fcm sisteminde varolan sorunlar\u0131n daha da artmas\u0131na neden olabilir.
