Bu rakam, Avrupal\u0131 havayolu \u015firketlerinin ultra zengin yolculara y\u00f6nelik <a href=\"https:\/\/www.iata.org\/en\/pressroom\/2025-releases\/2025-08-04-01\/\">l\u00fcks hizmetlerini geni\u015fletme e\u011filiminin artt\u0131\u011f\u0131n\u0131 g\u00f6steriyor<\/a>. First ve business class u\u00e7u\u015flar, ekonomi s\u0131n\u0131f\u0131 u\u00e7u\u015flara k\u0131yasla yolcu-kilometre ba\u015f\u0131na 4 ila 5 kat daha fazla karbondioksit (CO2) yay\u0131yor. Bunun ba\u015fl\u0131ca sebebi ise bu s\u0131n\u0131flar\u0131n yolcu ba\u015f\u0131na \u00e7ok daha fazla alan kaplamas\u0131 ve daha fazla a\u011f\u0131rl\u0131k ta\u015f\u0131mas\u0131. \u0130klim \u00fczerindeki y\u0131k\u0131c\u0131 etkilerine ra\u011fmen, \u015fu anda l\u00fcks hava yolculu\u011fu i\u00e7in Avrupa genelinde herhangi bir s\u0131n\u0131rlama veya vergi bulunmuyor. Greenpeace, AB&#8217;ye ve t\u00fcm Avrupa h\u00fck\u00fcmetlerine first ve business class u\u00e7u\u015flar i\u00e7in etkili vergiler getirmeleri \u00e7a\u011fr\u0131s\u0131nda bulunuyor.<\/p>\n\n<p>Havac\u0131l\u0131k sekt\u00f6r\u00fc geni\u015f \u00e7apta s\u00fcbvanse ediliyor ve devasa vergi avantajlar\u0131ndan yararlan\u0131yor. \u00d6rne\u011fin, s\u0131n\u0131r \u00f6tesi u\u00e7u\u015flar\u0131n hi\u00e7birinde yak\u0131t (kerosen) vergisi veya Katma De\u011fer Vergisi (KDV) bulunmuyor. Buna kar\u015f\u0131n, demiryolu i\u015fletmecileri gibi karasal toplu ta\u015f\u0131ma \u015firketleri, \u00e7o\u011fu Avrupa \u00fclkesinde enerji vergileri, y\u00fcksek ray kullan\u0131m bedelleri, otoyol \u00fccretleri ve KDV \u00f6demek zorunda kal\u0131yor.<\/p>\n\n<p>Normal havayollar\u0131n\u0131n &#8220;l\u00fcks&#8221; u\u00e7u\u015f s\u0131n\u0131flar\u0131 bile yeterince vergilendirilmiyor. Greenpeace Orta ve Do\u011fu Avrupa ad\u0131na T3 Ula\u015f\u0131m D\u00fc\u015f\u00fcnce Kurulu\u015fu (T3 Transportation Think Tank) taraf\u0131ndan yap\u0131lan <a href=\"https:\/\/greenpeace.at\/uploads\/2025\/12\/greenpeace-climate-impact-first-business-class-flights.pdf\">yeni analizi,<\/a> ekonomi s\u0131n\u0131f\u0131na k\u0131yasla l\u00fcks u\u00e7u\u015f koltuklar\u0131n\u0131n (business, first ve premium ekonomi s\u0131n\u0131flar\u0131 dahil) CO2 etkisi ve Avrupa&#8217;da sat\u0131lan uzun mesafeli premium u\u00e7ak biletlerinin say\u0131s\u0131 hakk\u0131nda ihtiyatl\u0131 bir tahmin sunuyor. Bu veriler, Greenpeace&#8217;in bu u\u00e7u\u015flara uygulanacak potansiyel bir ek verginin yaratabilece\u011fi minimum geliri hesaplamas\u0131na olanak tan\u0131yor. Greenpeace; \u00f6zel havac\u0131l\u0131k ve premium yolculara y\u00f6nelik etkili vergileri, tatil veya aile\/arkada\u015f ziyareti i\u00e7in nadiren u\u00e7an normal gelirli insanlara y\u00fck bindirmeden, adil bir havac\u0131l\u0131k vergilendirme sistemine do\u011fru at\u0131lm\u0131\u015f \u00f6nemli bir ilk ad\u0131m olarak g\u00f6r\u00fcyor.<\/p>\n\n<p>Avrupa&#8217;daki havayolu yolcular\u0131n\u0131n <a href=\"https:\/\/www.iata.org\/en\/pressroom\/2025-releases\/2025-08-04-01\/\">%95,7<\/a>&#8216;si ekonomi s\u0131n\u0131f\u0131nda seyahat ediyor. Ancak, daha fazla premium u\u00e7u\u015f bileti alma y\u00f6n\u00fcnde belirgin bir e\u011filim var. 2024 y\u0131l\u0131nda, Avrupa&#8217;da l\u00fcks u\u00e7u\u015f s\u0131n\u0131flar\u0131nda seyahat eden yolcu say\u0131s\u0131 2023&#8217;e k\u0131yasla <a href=\"https:\/\/www.iata.org\/en\/pressroom\/2025-releases\/2025-08-04-01\/\">%8,1<\/a> artt\u0131; bu, ekonomi u\u00e7u\u015flar\u0131nda g\u00f6r\u00fclen art\u0131\u015ftan yakla\u015f\u0131k %60 daha y\u00fcksek bir oran. Bu, iklim a\u00e7\u0131s\u0131ndan endi\u015fe verici bir geli\u015fme ve ancak havac\u0131l\u0131k sekt\u00f6r\u00fcn\u00fcn almaya devam etti\u011fi devasa vergi s\u00fcbvansiyonlar\u0131 sayesinde m\u00fcmk\u00fcn olabiliyor.<\/p>\n\n<p><strong>T3 analizinde \u00f6ne \u00e7\u0131kan bulgular ve Greenpeace\u2019in yorumu:<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>Ortalama olarak first class u\u00e7u\u015flar ekonomi s\u0131n\u0131f\u0131n\u0131n yakla\u015f\u0131k be\u015f kat\u0131, business class ise yakla\u015f\u0131k d\u00f6rt kat\u0131 sera gaz\u0131 emisyonuna neden oluyor. Premium ekonomi ise ekonomi s\u0131n\u0131f\u0131ndan yakla\u015f\u0131k %50 daha fazla (yani yakla\u015f\u0131k 1,5 kat\u0131) emisyon \u00fcretiyor.<\/li>\n\n\n\n<li>2024 y\u0131l\u0131nda, 44 Avrupa \u00fclkesinden yap\u0131lan uzun mesafeli u\u00e7u\u015flar i\u00e7in incelenen 24 Avrupal\u0131 havayolu \u015firketi, l\u00fcks seyahat s\u0131n\u0131flar\u0131nda (business, first ve premium ekonomi) yakla\u015f\u0131k 19 milyon bilet satt\u0131.<\/li>\n\n\n\n<li>Sadece first ve business class dikkate al\u0131nd\u0131\u011f\u0131nda, bu yolcular t\u00fcm yolcular\u0131n %14&#8217;\u00fcnden az\u0131n\u0131 olu\u015fturmas\u0131na ra\u011fmen emisyonlar\u0131n yakla\u015f\u0131k %36&#8217;s\u0131ndan sorumlu durumda. Premium ekonomi de \u00fc\u00e7\u00fcnc\u00fc bir l\u00fcks s\u0131n\u0131f olarak dahil edildi\u011finde ise bu oran yolcular\u0131n %21&#8217;ine y\u00fckseliyor ve bu grup toplam emisyonlar\u0131n yakla\u015f\u0131k %44&#8217;\u00fcn\u00fc olu\u015fturuyor.<\/li>\n\n\n\n<li>\u0130ncelenen 24 Avrupal\u0131 havayolu \u015firketi aras\u0131nda en fazla l\u00fcks s\u0131n\u0131f biletini yakla\u015f\u0131k 3,7 milyon ile British Airways satt\u0131. Onu 2,7 milyon ile Lufthansa, 2,6 milyon ile Air France ve 2,5 milyon ile T\u00fcrk Hava Yollar\u0131 takip ediyor.<\/li>\n\n\n\n<li>Greenpeace; Avrupa&#8217;da sat\u0131lan her uzun menzilli business class bileti i\u00e7in en az <a href=\"https:\/\/solidaritylevies.org\/app\/uploads\/2025\/11\/V6_8UP_SL_ImplentationGuide.pdf\">220 Euro<\/a>, her first class bileti i\u00e7in <a href=\"https:\/\/solidaritylevies.org\/app\/uploads\/2025\/11\/V6_8UP_SL_ImplentationGuide.pdf\">340 Euro<\/a> ve her premium ekonomi bileti i\u00e7in 75 Euro tutar\u0131nda bir verginin, halk\u0131n b\u00fcy\u00fck \u00e7o\u011funlu\u011funa ek maliyet \u00e7\u0131karmadan devletlere y\u0131ll\u0131k en az 3,3 milyar Euro vergi geliri sa\u011flayabilece\u011fini hesaplad\u0131. Bu gelir, havac\u0131l\u0131\u011f\u0131n iklim ve do\u011fa \u00fczerindeki olumsuz etkileriyle m\u00fccadele etmek i\u00e7in kullan\u0131labilir.<\/li>\n<\/ul>\n\n<p><strong>First, business ve premium ekonomi u\u00e7u\u015flar\u0131n\u0131n iklim etkisi<\/strong><\/p>\n\n<p>Greenpeace; a\u00e7\u0131k\u00e7a daha fazla kirlili\u011fe yol a\u00e7t\u0131\u011f\u0131 ve a\u011f\u0131rl\u0131kl\u0131 olarak y\u00fcksek gelirli ki\u015filer ile k\u00e2rl\u0131 \u015firketler taraf\u0131ndan kullan\u0131ld\u0131\u011f\u0131 i\u00e7in premium u\u00e7u\u015flara vergi getirilmesini destekliyor ve talep ediyor. Bunun ba\u015fl\u0131ca sebebi ise u\u00e7akta \u00e7ok daha geni\u015f bir alana ihtiya\u00e7 duyulmas\u0131.<\/p>\n\n<p>A\u015fa\u011f\u0131daki tablo, farkl\u0131 kabin s\u0131n\u0131flar\u0131ndaki se\u00e7ili tek y\u00f6n u\u00e7u\u015flar i\u00e7in yolcu ba\u015f\u0131na d\u00fc\u015fen sera gaz\u0131 emisyonlar\u0131n\u0131 g\u00f6steriyor. Premium ekonomi i\u00e7in belirlenen 75 Euroluk vergi ise, bu s\u0131n\u0131f\u0131n ekonomi s\u0131n\u0131f\u0131ndan %50 daha fazla emisyona neden oldu\u011fu ger\u00e7e\u011fine dayan\u0131yor; bu oran, business class emisyonlar\u0131n\u0131n kabaca \u00fc\u00e7te birine denk geliyor.<\/p>\n\n<p>\u0130deal senaryoda bu verginin, daha geni\u015f kapsaml\u0131 bir &#8220;<strong>s\u0131k u\u00e7an yolcu vergisi<\/strong>&#8220;nin bir par\u00e7as\u0131 olmas\u0131 hedefleniyor; yani ki\u015fi ba\u015f\u0131na y\u0131lda yap\u0131lan u\u00e7u\u015f say\u0131s\u0131 artt\u0131k\u00e7a \u00f6denecek \u00fccret de kademeli olarak artacak.<\/p>\n\n<p>Analizin Avrupa&#8217;da 19 milyon premium u\u00e7ak bileti sat\u0131ld\u0131\u011f\u0131 bulgusuna g\u00f6re, bu vergi <strong>y\u0131ll\u0131k en az 3,3 milyar Euro<\/strong> gelir sa\u011flayabilir. Bu rakama, k\u0131sa ve orta mesafe u\u00e7u\u015flara uygulanacak vergilerden elde edilebilecek potansiyel gelirler dahil de\u011fil. Bu kayna\u011f\u0131n, acilen ihtiya\u00e7 duyulan iklim eylemlerindeki finansman a\u00e7\u0131klar\u0131n\u0131 kapatmak i\u00e7in kullan\u0131lmas\u0131 gerekiyor.<\/p>\n\n<p><strong>Vergilerin premium u\u00e7u\u015f bilet fiyatlar\u0131na etkisi<\/strong><\/p>\n\n<p>Uzun mesafeli premium ekonomi u\u00e7u\u015flar\u0131na 75 Euroluk bir vergi getirilmesi, bilet fiyatlar\u0131n\u0131 yaln\u0131zca %3,1 ile %5,8 oran\u0131nda art\u0131r\u0131rken; uzun mesafeli business class u\u00e7u\u015flar\u0131na uygulanacak 220 Euroluk bir vergi, fiyatlar\u0131 %3,1 ile %12,9 aras\u0131nda y\u00fckseltiyor. Greenpeace\u2019in (rastgele tarihlerde analiz edilen 12 uzun mesafe rotas\u0131na dayanan) son <a href=\"https:\/\/docs.google.com\/spreadsheets\/d\/1-tSs88rguEKfi48LtHokP3rJNyRwnZ3DnrEUIc16fFc\/edit?gid=0#gid=0\">pazar ara\u015ft\u0131rmas\u0131n\u0131n<\/a> g\u00f6sterdi\u011fi gibi; premium ekonomi biletleri ekonomi s\u0131n\u0131f\u0131n\u0131n yakla\u015f\u0131k iki kat\u0131na, business class biletleri ise yakla\u015f\u0131k d\u00f6rt kat\u0131na sat\u0131l\u0131yor. First class bilet fiyatlar\u0131 genellikle sadece kay\u0131t yap\u0131ld\u0131\u011f\u0131nda g\u00f6r\u00fclebildi\u011fi i\u00e7in bu analize dahil edilmedi. Ancak, <a href=\"https:\/\/travel-dealz.de\/blog\/first-class-aufpreis\/\">first class biletler<\/a> genellikle business class biletlerden iki ila \u00fc\u00e7 kat daha pahal\u0131 oluyor.<\/p>\n\n<p><strong>Gelir nas\u0131l kullan\u0131lmal\u0131?<\/strong><\/p>\n\n<p>Fiyat \u00fczerindeki bu etkilerden ba\u011f\u0131ms\u0131z olarak, s\u00f6z konusu vergilerin ye\u015fil d\u00f6n\u00fc\u015f\u00fcm\u00fc desteklemek ve hem insanlara hem de gezegene fayda sa\u011flamak i\u00e7in kullan\u0131lmas\u0131 gerekiyor. Bu konuda \u00e7e\u015fitli se\u00e7enekler mevcut:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Toplu ta\u015f\u0131ma i\u00e7in uygun fiyatl\u0131 a\u011f biletleri olan &#8220;\u0130klim Biletleri&#8221; veya toplu ta\u015f\u0131ma altyap\u0131s\u0131na yat\u0131r\u0131mlar (\u00f6rne\u011fin, kapat\u0131lan yakla\u015f\u0131k 1.400 km&#8217;lik demiryolu hatt\u0131n\u0131n yeniden a\u00e7\u0131lmas\u0131 veya 100&#8217;den fazla yeni gece treni setinin sat\u0131n al\u0131nmas\u0131).<\/li>\n\n\n\n<li>\u0130klim de\u011fi\u015fikli\u011fiyle m\u00fccadele ve uyum \u00f6nlemleri.<\/li>\n\n\n\n<li>Ani sellerin etkilerini hafifletmeye yard\u0131mc\u0131 olabilecek do\u011fa onar\u0131m\u0131 \u00e7al\u0131\u015fmalar\u0131.<\/li>\n<\/ul>\n\n<p><strong>Greenpeace&#8217;in talepleri<\/strong><\/p>\n\n<p>Greenpeace, gelecekteki uluslararas\u0131 bir vergi anla\u015fmas\u0131na do\u011fru at\u0131lacak ilk ad\u0131m olarak, t\u00fcm Avrupa h\u00fck\u00fcmetlerine Avrupa havalimanlar\u0131ndan kalkan u\u00e7u\u015flar i\u00e7in ulusal &#8220;premium yolcu vergileri&#8221; getirmeleri \u00e7a\u011fr\u0131s\u0131nda bulunuyor.
