COP31 ev sahipli\u011finde ger\u00e7ek iklim liderli\u011fi i\u00e7in T\u00fcrkiye\u2019nin iddial\u0131 iklim hedefleri belirlemesi gerekti\u011fi vurguland\u0131.&nbsp;<\/p>\n\n<p><strong>Karnenin 12 maddede \u00f6zeti \u015f\u00f6yle:\u00a0<\/strong><\/p>\n\n<ol class=\"wp-block-list\">\n<li><strong>\u0130klim Kanunu:<\/strong> Kanun s\u00fcrecinde sivil toplum d\u0131\u015fland\u0131; \u00e7\u0131kan kanun do\u011fay\u0131 ve toplumu koruyacak \u015fekilde uygulanmal\u0131.\u00a0<\/li>\n\n\n\n<li><strong>Yeni \u0130klim Hedefi:<\/strong> Emisyonlar\u0131 art\u0131r\u0131yor; fosil \u00e7\u0131k\u0131\u015f plan\u0131 ve uyum politikalar\u0131 eksik. Temiz bir ekonomi ve m\u00fcreffeh bir toplum f\u0131rsat\u0131 ka\u00e7\u0131r\u0131l\u0131yor.<\/li>\n\n\n\n<li><strong>Maden Yasas\u0131:<\/strong> Do\u011fal alanlar\u0131 madencili\u011fe a\u00e7\u0131yor; Akbelen \u00f6rne\u011fi kayg\u0131lar\u0131 do\u011frulad\u0131; yasa iptal edilmeli.<\/li>\n\n\n\n<li><strong>K\u00f6m\u00fcr Te\u015fvikleri:<\/strong> 133 milyon dolarl\u0131k yeni te\u015fvik halk\u0131n cebinden \u00e7\u0131k\u0131yor; sa\u011fl\u0131k etkileri art\u0131yor, adil d\u00f6n\u00fc\u015f\u00fcm gecikiyor.<\/li>\n\n\n\n<li><strong>Y\u00f6neti\u015fim:<\/strong> \u0130klim alan\u0131nda uzman STK\u2019lar karar mekanizmalar\u0131ndan d\u0131\u015flan\u0131yor.<\/li>\n\n\n\n<li><strong>Yenilenebilir Enerji<\/strong>: Yat\u0131r\u0131mlar art\u0131yor; \u00e7evresel etkileri dikkate almayan ve \u00e7evresel demokrasiyi sa\u011flamayan d\u00fczenlemeler ciddi risk yarat\u0131yor.<\/li>\n\n\n\n<li><strong>\u0130klim Etkiler<\/strong>i: Rekor kurakl\u0131k, artan sel ve yang\u0131n kay\u0131plar\u0131; iklim krizine kar\u015f\u0131 haz\u0131rl\u0131ks\u0131zl\u0131k can yak\u0131yor.<\/li>\n\n\n\n<li><strong>Adil Ge\u00e7i\u015f: <\/strong>\u0130lke olarak var; fosil yak\u0131tlardan \u00e7\u0131k\u0131\u015f takvimi, i\u015f\u00e7iler ve yerel halk i\u00e7in somut mekanizmalar yok.<\/li>\n\n\n\n<li><strong>Af\u015fin-Elbistan A Termik Santrali :<\/strong> Yeni \u00fcniteye verilen \u00c7ED onay\u0131 kamu yarar\u0131 ta\u015f\u0131m\u0131yor.<\/li>\n\n\n\n<li><strong>Tar\u0131m: <\/strong>\u0130klim krizinin tetikledi\u011fi a\u015f\u0131r\u0131 hava olaylar\u0131 ve kurakl\u0131k 2025\u2019te tar\u0131m\u0131 %12,7 k\u00fc\u00e7\u00fcltt\u00fc.<\/li>\n\n\n\n<li><strong>N\u00fckleer Enerji: <\/strong>Pahal\u0131, riskli ve at\u0131k sorununu \u00e7\u00f6zemeyen n\u00fckleer enerji projelerinden vazge\u00e7ilmeli.<\/li>\n\n\n\n<li><strong>COP31:<\/strong> B\u00fcy\u00fck f\u0131rsat; ger\u00e7ek liderlik i\u00e7in iddial\u0131 hedefler, k\u00f6m\u00fcrden \u00e7\u0131k\u0131\u015f ve kat\u0131l\u0131mc\u0131l\u0131k \u015fart<strong>.<\/strong><\/li>\n<\/ol>\n\n<p>12 maddede iklim karnesi:&nbsp;<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>1. \u0130klim Kanunu: Ne iklimi ne do\u011fay\u0131 ne toplumu koruyor<\/strong><\/h2>\n\n<p>Temmuz ay\u0131nda yasala\u015fan \u0130klim Kanunu, iklim politikas\u0131nda \u00f6nemli bir ara\u00e7 olma potansiyeli ta\u015f\u0131mas\u0131na ra\u011fmen, ciddi birtak\u0131m eksiklikleri b\u00fcnyesinde bar\u0131nd\u0131r\u0131yor. Kanunun haz\u0131rl\u0131\u011f\u0131nda da meclisteki de\u011ferlendirme s\u00fcrecinde de iklim alan\u0131nda \u00e7al\u0131\u015fan sivil toplumun talepleri dikkate al\u0131nmad\u0131. Kanun, net s\u0131f\u0131r emisyon hedefi, ulusal katk\u0131 beyan\u0131 ve iklim eyleminin temel ilkelerine hukuksal zemin sa\u011flamakla beraber fosil yak\u0131t kullan\u0131m\u0131n\u0131 sonland\u0131rmaya y\u00f6nelik somut hedefler koymuyor, emisyon azalt\u0131m\u0131 i\u00e7in net bir yol haritas\u0131 sunmuyor ve bilim temelli ba\u011f\u0131ms\u0131z bir denetim yap\u0131s\u0131n\u0131 i\u00e7ermiyor. Sivil toplumun \u00e7abalar\u0131 sonucu emisyon ticaret sistemi tasar\u0131m\u0131na ili\u015fkin maddelere \u201cnet s\u0131f\u0131r emisyon hedefi\u201d, yerel iklim de\u011fi\u015fikli\u011fi eylem planlar\u0131na ili\u015fkin maddelere adil ge\u00e7i\u015f ifadesi eklendi. \u00d6n\u00fcm\u00fczdeki d\u00f6nemde kanun temelinde \u00e7\u0131kar\u0131lacak mevzuat\u0131n g\u00fc\u00e7l\u00fc g\u00fcvenceler bar\u0131nd\u0131rmas\u0131 talep ediliyor.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>2. T\u00fcrkiye\u2019nin yeni iklim hedefi: Emisyonlar artacak<\/strong><\/h2>\n\n<p>T\u00fcrkiye\u2019nin kamuoyunda iklim hedefi olarak bilinen yeni ulusal katk\u0131 beyan\u0131 (NDC), emisyonlar\u0131 2035 y\u0131l\u0131na kadar azaltmak yerine art\u0131r\u0131yor.&nbsp; Yeni NDC, fosil yak\u0131tlardan \u00e7\u0131k\u0131\u015fa dair hi\u00e7bir plan i\u00e7ermiyor. Belgede korunan alanlar\u0131n art\u0131r\u0131lmas\u0131, iklim uyumu, g\u0131da g\u00fcvencesi ve kentlerin afetlere kar\u015f\u0131 diren\u00e7lili\u011fi gibi kritik konulara dair yeni hedeflere yer verilmemi\u015f. Oysa toplumun iklim krizine kar\u015f\u0131 diren\u00e7li hale gelebilmesi i\u00e7in emisyonlar\u0131 bug\u00fcnden itibaren azaltmam\u0131z ormanlar, sulak alanlar, denizler de dahil olmak \u00fczere korunan alanlar\u0131 art\u0131rmam\u0131z, kentlerimizi iklime diren\u00e7li bi\u00e7imde yeniden planlamam\u0131z, do\u011fa temelli \u00e7\u00f6z\u00fcmleri yayg\u0131nla\u015ft\u0131rmam\u0131z gerekiyor.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>3. Yeni maden yasas\u0131 iptal edilmeli<\/strong><\/h2>\n\n<p>7554 say\u0131l\u0131 Madencilik hakk\u0131nda Torba Yasa ile suyumuz, topra\u011f\u0131m\u0131z, zeytinimiz, ormanlar\u0131m\u0131z ve k\u00fclt\u00fcrel varl\u0131klar\u0131m\u0131z\u0131 madencili\u011fe a\u00e7\u0131larak tarihte hi\u00e7 olmad\u0131\u011f\u0131 kadar tehlike alt\u0131na sokuldu. Bu yasan\u0131n ilk somut uygulamas\u0131 da Akbelen\u2019de zeytin a\u011fa\u00e7lar\u0131n\u0131n s\u00f6k\u00fclmesi oldu. Yasa acilen iptal edilmeli.&nbsp;<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>4. K\u00f6m\u00fcre te\u015fvik halk\u0131n cebinden gidiyor&nbsp;<\/strong><\/h2>\n\n<p>Yerli k\u00f6m\u00fcre verilen yeni te\u015fvik paketi kamu kaynaklar\u0131n\u0131 kirletici k\u00f6m\u00fcr \u015firketlerine aktarmaya devam ederek hem temiz enerjinin yayg\u0131nla\u015fmas\u0131n\u0131 engelliyor hem de halk\u0131n sa\u011fl\u0131\u011f\u0131 ile b\u00fct\u00e7esini riske at\u0131yor. K\u00f6m\u00fcrl\u00fc termik santral i\u015fleten \u015firketlere her y\u0131l fazladan ayr\u0131lacak 133 milyon dolar kamu kayna\u011f\u0131, 7 bin k\u00f6m\u00fcr madeni i\u015f\u00e7isinin 1 y\u0131ll\u0131k ortalama gelirine tekab\u00fcl ediyor. Bu paket, k\u00f6m\u00fcr b\u00f6lgelerinde ya\u015fanan i\u015ften \u00e7\u0131karmalara kar\u015f\u0131 i\u015f\u00e7ilere g\u00fcvence sa\u011flayacak adil ge\u00e7i\u015f planlar\u0131n\u0131 geciktiriyor. K\u00f6m\u00fcre verilen te\u015fvikler son bulmal\u0131; i\u015f\u00e7ileri ve yerel halk\u0131 koruyacak adil ge\u00e7i\u015f mekanizmalar\u0131 kurulmal\u0131.&nbsp;<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>5. \u0130klim y\u00f6neti\u015fiminde sivil toplumun sesi yok<\/strong>&nbsp;<\/h2>\n\n<p>\u0130klim politikas\u0131n\u0131 tart\u0131\u015fmak ve geli\u015ftirmek \u00fczere bakanl\u0131klar\u0131n kurdu\u011fu masalarda iklim alan\u0131nda uzman sivil toplum yer alm\u0131yor. \u00d6rne\u011fin; iklim politikas\u0131n\u0131n en \u00fcst kademesi olan \u0130klim De\u011fi\u015fikli\u011fi ve Uyum Koordinasyon Kurulu\u2019nda (\u0130DUKK) bakanl\u0131klar d\u0131\u015f\u0131nda i\u015f d\u00fcnyas\u0131 ve yerel y\u00f6netimler temsil ediliyor ancak iklim alan\u0131nda uzman sivil toplum ve d\u00fc\u015f\u00fcnce kurulu\u015flar\u0131 temsilcileri, kat\u0131lmay\u0131 talep etmelerine ra\u011fmen, bu kurulda yer bulam\u0131yor. Benzer \u015fekilde ETS\u2019de kotalar\u0131 ve fiyatlar\u0131 belirleyecek Emisyon Piyasas\u0131 Kurulu ve Dan\u0131\u015fma Kurulu\u2019nda da bakanl\u0131klar d\u0131\u015f\u0131nda i\u015f, yat\u0131r\u0131m ve finans kurulu\u015flar\u0131 ve bir meslek odas\u0131 yer al\u0131yor.&nbsp;&nbsp;<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>6. Af\u015fin-Elbistan Termik Santral Projesi: Kamu yarar\u0131 yok<\/strong><\/h2>\n\n<p>2025\u2019te de yeni k\u00f6m\u00fcrl\u00fc termik santral kurma \u0131srar\u0131 devam etti. Af\u015fin-Elbistan A Termik Santrali\u2019ne 688 MW\u2019l\u0131k yeni bir \u00fcnite eklenmesi projesine verilen \u00c7ED olumlu karar\u0131na dair bilirki\u015fi raporu, kamu yarar\u0131 bulunmad\u0131\u011f\u0131n\u0131, b\u00f6lge halk\u0131 ve \u00e7evre \u00fczerinde ciddi zararlar do\u011furaca\u011f\u0131n\u0131 ortaya koydu. Af\u015fin-Elbistan havzas\u0131, T\u00fcrkiye\u2019nin en kirli hava sahalar\u0131ndan biri olup, y\u00f6re halk\u0131 y\u0131llard\u0131r sa\u011fl\u0131ks\u0131z ko\u015fullara mahk\u00fbm ediliyor. Bu nedenle proje acilen iptal edilmeli ve var olan santraller kimsenin geride kalmad\u0131\u011f\u0131 bir adil ge\u00e7i\u015f program\u0131yla kapat\u0131lmal\u0131.&nbsp;<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>7- \u0130klim krizinin de etkileriyle tar\u0131mda k\u00fc\u00e7\u00fclme ya\u015fand\u0131<\/strong><\/h2>\n\n<p>Her y\u0131l say\u0131s\u0131 artan a\u015f\u0131r\u0131 hava olaylar\u0131 ve artan s\u0131cakl\u0131klarla ba\u011flant\u0131l\u0131 kurakl\u0131k g\u0131da g\u00fcvencesinin temeli olan g\u0131dan\u0131n bulunabilirli\u011fi ve eri\u015filebilirli\u011fini riske at\u0131yor. 2025 y\u0131l\u0131 boyunca g\u00f6r\u00fclen don olaylar\u0131, a\u015f\u0131r\u0131 s\u0131caklar ve di\u011fer iklim anomalileri meyvede al\u0131\u015f\u0131lmad\u0131k fiyat art\u0131\u015flar\u0131na sebep oldu. Ayn\u0131 y\u0131l i\u00e7erisinde, susuzluk g\u0131da \u00fcretimini&nbsp; \u00f6nemli \u00f6l\u00e7\u00fcde etkileyen bir di\u011fer unsurdu. Bu durum artan fiyatlar ile t\u00fcketicileri de etkiledi. \u0130klim krizinin de etkileri ile tar\u0131m sekt\u00f6r\u00fc 2025\u2019in 3. \u00e7eyre\u011finde y\u0131ll\u0131k bazda <a href=\"https:\/\/data.tuik.gov.tr\/Bulten\/Index?p=Donemsel-Gayrisafi-Yurt-Ici-Hasila-III.-Ceyrek:-Temmuz-Eylul,-2025-54161\">%12,7 <\/a>k\u00fc\u00e7\u00fclerek son y\u0131llar\u0131n rekor k\u00fc\u00e7\u00fclme oran\u0131na ula\u015ft\u0131. \u0130klime diren\u00e7li ve do\u011fa dostu bir tar\u0131m sistemi i\u00e7in agroekoloji yakla\u015f\u0131m\u0131 benimsenmeli ve buna y\u00f6nelik b\u00f6lgesel planlar geli\u015ftirilmeli, te\u015fviklerin en az %30\u2019u do\u011fa dostu uygulamalara y\u00f6nlendirilmeli, onar\u0131c\u0131 tar\u0131m teknikleri yayg\u0131nla\u015ft\u0131r\u0131lmal\u0131.&nbsp;<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>8- N\u00fckleer enerji hem pahal\u0131 hem tehlikeli<\/strong><\/h2>\n\n<p>T\u00fcrkiye\u2019nin Akkuyu\u2019nun yan\u0131nda Sinop ve Trakya\u2019da yeni n\u00fckleer santraller ekleme \u0131srar\u0131n\u0131 b\u00fcy\u00fck bir endi\u015feyle kar\u015f\u0131l\u0131yoruz. N\u00fckleer enerji; kaza riski, radyoaktif at\u0131k sorunu, uzun in\u015faat s\u00fcreleri yan\u0131nda h\u00e2l\u00e2 en pahal\u0131 elektrik \u00fcretim y\u00f6ntemlerinden biri. Akkuyu Santrali\u2019nde \u00fcretilen elektrik i\u00e7in devletin Rus \u015firkete \u00f6demeyi garanti etti\u011fi fiyat piyasadaki elektrik fiyat\u0131ndan neredeyse 2 kat y\u00fcksek. K\u00fc\u00e7\u00fck mod\u00fcler reakt\u00f6r (SMR) gibi yeni nesil reakt\u00f6rlerde de durum farkl\u0131 de\u011fil; y\u00fcksek maliyet ve at\u0131k sorunlar\u0131 \u00e7\u00f6z\u00fclemiyor. \u00dcstelik n\u00fckleer yat\u0131r\u0131mlar, g\u00fcne\u015f ve r\u00fczgar gibi \u00e7ok daha ucuz, h\u0131zl\u0131 devreye al\u0131nabilen ve emisyonlar\u0131 bug\u00fcn azaltabilecek yenilenebilir enerji yat\u0131r\u0131mlar\u0131n\u0131 da geciktirme riski ta\u015f\u0131yor.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>9. Do\u011fadan vazge\u00e7meden yenilenebilire ge\u00e7i\u015f m\u00fcmk\u00fcn<\/strong><\/h2>\n\n<p>T\u00fcrkiye\u2019nin r\u00fczg\u00e2r ve g\u00fcne\u015f enerjisi kapasitesi 2025\u2019te art\u0131\u015f\u0131n\u0131 s\u00fcrd\u00fcrerek <a href=\"https:\/\/www.epias.com.tr\/wp-content\/uploads\/2025\/12\/Kasim-2025-Elektrik-Piyasalari-Raporu.pdf\">Kas\u0131m ay\u0131 sonunda 38,8 GW\u2019a ula\u015ft\u0131 <\/a>ve elektrik \u00fcretiminin %22\u2019sini kar\u015f\u0131lad\u0131. Bu geli\u015fme enerji d\u00f6n\u00fc\u015f\u00fcm\u00fc i\u00e7in umut verici g\u00f6r\u00fcnmekle birlikte yenilenebilir enerjiye ge\u00e7i\u015f do\u011fa ve tar\u0131m alanlar\u0131 pahas\u0131na olmamal\u0131. Temmuz ay\u0131nda kabul edilen 7554 say\u0131l\u0131 torba yasa, korunan alanlar da dahil olmak \u00fczere do\u011fal alanlarda, mera ve orman alanlar\u0131nda \u00e7evresel etkileri dikkate almazken ekosistemler, biyo\u00e7e\u015fitlilik, yerelin ge\u00e7im kaynaklar\u0131 a\u00e7\u0131s\u0131ndan riskler yarat\u0131yor. Oysa %100 yenilenebilir bir enerji sistemi, hassas alanlar\u0131 koruyarak uygun yer se\u00e7imiyle ve yerel halk\u0131n haklar\u0131 ve ge\u00e7im kaynaklar\u0131 korunarak da hayata ge\u00e7irilebilir.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>10. Adil ge\u00e7i\u015fin ad\u0131 var ama adresi belirsiz<\/strong><\/h2>\n\n<p>Karbonsuzla\u015fma s\u00fcrecinde \u00e7al\u0131\u015fanlar\u0131n ve yerelin haklar\u0131n\u0131 koruyan adil ge\u00e7i\u015f, politika belgelerinde yer alsa da uygulamaya d\u00f6n\u00fck bir mekanizma hen\u00fcz tan\u0131mlanm\u0131\u015f de\u011fil. Temmuz ay\u0131nda kabul edilen \u0130klim Kanunu\u2019nda ilke olarak benimsenen adil ge\u00e7i\u015fin, fosil yak\u0131tlardan \u00e7\u0131k\u0131\u015f takvimi ve somut politika ara\u00e7lar\u0131yla desteklenmesi gerekiyor. Bu tablo kar\u015f\u0131s\u0131nda \u015fehirlerde do\u011fa temelli \u00e7\u00f6z\u00fcmlerle iklim direncinin art\u0131r\u0131lmas\u0131, korunan alanlar\u0131n oran\u0131 ve niteli\u011finin g\u00fc\u00e7lendirilmesi ve afetler sonucu olu\u015fan kay\u0131p ve zararlar i\u00e7in tazminat mekanizmalar\u0131n\u0131n kurulmas\u0131 gerekiyor.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>12- COP 31 ev sahipli\u011fi: \u00d6nemli bir f\u0131rsat<\/strong><\/h2>\n\n<p>Her ne kadar T\u00fcrkiye 2025 y\u0131l\u0131ndaki iklim politikalar\u0131 ile ge\u00e7er not alamasa da 2026\u2019da COP31\u2019e ev sahipli\u011fi yapacak olmas\u0131 karbonsuz ve adil bir ekonomi in\u015fa etme yolunda \u00f6nemli bir f\u0131rsat. Ancak ger\u00e7ek liderli\u011fi yaln\u0131zca ev sahipli\u011finden de\u011fil, emisyonlar\u0131 azaltan iddial\u0131 iklim hedeflerinden, k\u00f6m\u00fcrden \u00e7\u0131k\u0131\u015f stratejisinden, do\u011fayla uyumlu yenilenebilir enerji yat\u0131r\u0131mlar\u0131ndan, g\u00fc\u00e7l\u00fc adaptasyon politikalar\u0131ndan, kat\u0131l\u0131mc\u0131 ve insan haklar\u0131n\u0131 g\u00f6zeten bir y\u00f6netim anlay\u0131\u015f\u0131ndan ge\u00e7iyor.
