The shipment is the first under a deal reached on 9 October between U.S. President Trump and Russian President Putin for Trump for three hundred thousand tons (2.25 million barrels) of diesel to U.S. and global markets, followed by an additional five hundred thousand tons in November 2026 and a million tons immediately thereafter.

The US Treasury issued General License No. 135, authorizing transactions related to the sale, delivery, offloading and importation of Russian-origin diesel, including imports into the United States, until 7 April 2027, subject to the license terms. The authorization contains no requirement for Russia to first agree to a ceasefire or halt its attacks on Ukraine.

“This shipment and the overall diesel oil agreement is an attempt to destroy the international sanctions regime against Russia for its crime of its war against Ukraine. Rewarding Russia for its devastating war on the people of Ukraine is morally outrageous and will only fund Russia’s military machine and prolong the war. Accepting these shipments will weaken the credibility of the sanctions regime and establish a dangerous precedent for further concessions. Governments must resist attempts to turn commercial interests into an instrument for dismantling their collective commitments” said Polina Kolodiazhna, energy campaigner at Greenpeace Ukraine.

On 16th October, the Trump administration went further, waiving a broad range of sanctions, restrictions and tariffs under the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026. Although pre-existing sanctions remain in place, the waivers remove much of the additional economic pressure envisaged by the legislation.

Previous sanctions have imposed enormous financial costs on Russia. According to the Centre for Research on Energy and Clean Air, the EU oil embargo and G7 price cap reduced Russia’s oil export earnings by an estimated €34 billion, or 14%, during their first year, primarily by forcing Russia to sell at discounted prices. Financial sanctions have also immobilised approximately €210 billion in Russian central bank assets within the EU. Although these measures have not stopped the war, they have restricted Russia’s access to financial resources. Easing restrictions risks reversing those gains.

Greenpeace Ukraine calls international community to:

End economic cooperation with Russia while its aggression against Ukraine continues, including termination of this diesel oil agreement. Trade, investment and energy deals must never reward mass killing or help finance further attacks. Commercial interests cannot take precedence over human lives, sovereignty and international law.

Reverse sanctions relief and strengthen enforcement. Close loopholes, stop sanctions evasion and tighten restrictions on the fossil fuel revenues that sustain Russia’s war.

Make any future easing of restrictions conditional on verifiable action: an end to Russia’s aggression, the withdrawal of its forces from Ukraine, and concrete steps towards accountability and reparations.

Ensure accountability for international crimes. Those responsible for war crimes and crimes against humanity must face justice, and Russia must pay for the destruction it has caused.

Defend the international order founded on the UN Charter. Reject arrangements that normalize territorial conquest, reward coercion or sacrifice another country’s sovereignty for economic advantage.

This shipment shows how sanctions relief is translating into renewed trade with Russia, opening another channel for revenues that can sustain its war against Ukraine.

“Deals with Putin cannot erase the responsibility of the Russian state or those who carry out crimes against the people of Ukraine. Such agreements tell victims that their lives can be outweighed by commercial gain and tell aggressors that accountability can eventually be traded away. Such deals are unacceptable. They betray people of Ukraine and endanger the security, prosperity and international rules on which people everywhere depend. No shipment, fuel discount or promise of profit can justify that bargain”, says Shaun Burnie, senior campaigner at Greenpeace Ukraine.

"p4_og_title":"First Russian diesel shipment under Trump agreement is aimed at destroying international sanctions regime","p4_og_description":"Trading with Russia, Paying with Lives warns Greenpeace Ukraine
","p4_og_image":"","p4_og_image_id":"","p4_seo_canonical_url":"","p4_seo_meta_title":"","p4_seo_meta_description":"","p4_campaign_name":"","p4_local_project":"","p4_basket_name":"","p4_department":"

90
132],"p4-page-type":[115
post-6572","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-energy","tag-shadow_fleet","p4-page-type-115
["GET
