After years of people-powered organizing and activism against coal mining on public lands, the Interior Department has halted coal lease sales on publicly-owned land, effectively <\/span><a href=\"http:\/\/www.greenpeace.org\/usa\/president-obamas-big-coal-leasing-moratorium\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">keeping billions of tons of coal in the ground<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Here\u2019s Why It Matters<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Even as global reliance on <\/span><a href=\"http:\/\/www.greenpeace.org\/usa\/global-warming\/issues\/coal\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">coal<\/span><\/a><span style=\"font-weight: 400;\"> decreases, it\u2019s still the single largest contributor to global warming. In fact, one-third of all global carbon emissions come from burning coal. Coal mining and coal-burning power plants are also linked to devastating local pollution and public health impacts. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the United States, the biggest contributor to this problem has long been the <\/span><a href=\"http:\/\/www.greenpeace.org\/usa\/research\/leasing-coal-fueling-climate-change\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">federal coal leasing program<\/span><\/a><span style=\"font-weight: 400;\">, which falls under the jurisdiction of the Interior Department. During the Obama administration alone, the Interior Department leased <\/span><a href=\"http:\/\/www.greenpeace.org\/usa\/research\/leasing-coal-fueling-climate-change\/#I\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">2.2 billion tons<\/span><\/a><span style=\"font-weight: 400;\"> of coal, unlocking more than 3.9 billion metric tons of carbon pollution \u2014 more than the annual emissions of the entire European Union. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">And all of that comes from public lands \u2014 land that belongs to you and me. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Prior to this announcement, the federal coal leasing program hadn\u2019t been reviewed in more than 30 years. It\u2019s time for an update, and, thanks to your action, we\u2019re finally getting one. <\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Here\u2019s How You Made It Happen<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">President Obama and Interior Secretary Sally Jewell did not come to this decision out of nowhere. It took years of action from people like you to expose devastating environmental and economic effects of the federal coal leasing program \u2014 and even more to convince our government to do something about it. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">More than 100,000 of you signed petitions, 90,000 submitted comments to the Interior Department during opening listening sessions, and millions helped to spread the word on social media. We had some fun, too, like when more than 2 million people watched as <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=3O05nyS6hwQ\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">this marmot in Glacier National Park<\/span><\/a><span style=\"font-weight: 400;\"> \u2014 whose habitats are threatened by climate change \u2014 got up close and personal with our camera. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Furry creatures aside, these were some of the pivotal steps along the way.<\/span><\/p>\n<h3>\u201cThe Best Interests of the Nation\u201d<\/h3>\n<p><span style=\"font-weight: 400;\">The Interior Department is charged with managing America\u2019s natural resources, including coal, in \u201c<\/span><a href=\"http:\/\/thinkprogress.org\/climate\/2012\/06\/22\/504322\/the-blms-corrupt-coal-leasing-program-billions-in-subsidies-to-peabody-gigatons-of-carbon-pollution-for-the-rest-of-us\/\"><span style=\"font-weight: 400;\">the best interests of the nation<\/span><\/a><span style=\"font-weight: 400;\">.\u201d Somewhere along the line, it became necessary to remind the Obama administration where those interests lie.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As it turns out, the federal coal leasing program was effectively subsidizing coal companies and fueling climate change at the expense of American taxpayers. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">A June 2013 <\/span><a href=\"http:\/\/www.eenews.net\/assets\/2013\/06\/11\/document_pm_01.pdf\"><span style=\"font-weight: 400;\">report<\/span><\/a><span style=\"font-weight: 400;\"> from the Interior Department\u2019s own Inspector General found <\/span><a href=\"http:\/\/grist.org\/article\/need-for-coal-leasing-moratorium-reinforced-by-department-of-interior-inspector-general-report\/\"><span style=\"font-weight: 400;\">significant flaws<\/span><\/a><span style=\"font-weight: 400;\"> in the way it was calculating the value of coal, leading it to basically give away publicly owned coal to companies like Peabody, Cloud Peak Energy, and the <\/span><a href=\"http:\/\/www.greenpeace.org\/usa\/another-one-bites-the-dust-arch-coal-declares-bankruptcy\/\"><span style=\"font-weight: 400;\">now-bankrupt<\/span><\/a><span style=\"font-weight: 400;\"> Arch Coal. Another <\/span><a href=\"http:\/\/www.ieefa.org\/study-almost-30-billion-in-revenues-lost-to-taxpayers-by-giveaway-of-federally-owned-coal-in-powder-river-basin\/\"><span style=\"font-weight: 400;\">report<\/span><\/a><span style=\"font-weight: 400;\"> found that taxpayers lost nearly $30 billion because of issues with the way the market value of coal had been determined. <\/span><\/p>\n<div id=\"attachment_51323\" style=\"width: 810px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-51323\" class=\"size-full wp-image-51323\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-usa-stateless\/2024\/11\/2a6cd53e-gp11jt_web_size_with_credit_line.jpg\" alt=\"Underground Coal Miner in U.S.\" width=\"800\" height=\"533\" \/><\/p>\n<p id=\"caption-attachment-51323\" class=\"wp-caption-text\">A coal miner after his underground mining shift in West Virginia.<\/p>\n<\/div>\n<p><span style=\"font-weight: 400;\">With mounting evidence that the federal coal leasing program was in desperate need of an overhaul, climate activists came together with communities and organizations concerned about the impacts of coal mining and exports to call for an immediate moratorium of coal leasing on public lands. <\/span><\/p>\n<h3>Secretary Jewell, Meet the Climate Movement<\/h3>\n<p><span style=\"font-weight: 400;\">On her first day as Secretary of the Interior in 2013, the federal entity that oversees our public lands and the fossil fuel reserves they house, Sally Jewell heard loud and clear that the federal coal program was broken. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Greenpeace, together with 20 other organizations, sent the incoming Secretary a <\/span><a href=\"http:\/\/www.greenpeace.org\/usa\/news\/21-groups-call-for-moratorium-on-powder-river-coal-in-letter-to-new-interior-secretary-sally-jewell1\/\"><span style=\"font-weight: 400;\">letter<\/span><\/a><span style=\"font-weight: 400;\"> calling for \u201can immediate moratorium on new coal leasing in the Powder River Basin and a comprehensive review of the federal coal leasing program.\u201d Coal mining in the Powder River Basin alone is responsible for <\/span><a href=\"https:\/\/www.americanprogress.org\/issues\/green\/report\/2015\/03\/19\/108713\/cutting-greenhouse-gas-from-fossil-fuel-extraction-on-federal-lands-and-waters\/\"><span style=\"font-weight: 400;\">10 percent<\/span><\/a><span style=\"font-weight: 400;\"> of all U.S. carbon pollution. <\/span><\/p>\n<div id=\"attachment_51322\" style=\"width: 810px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-51322\" class=\"wp-image-51322 size-full\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-usa-stateless\/2024\/11\/756e4a89-gp0stoqby_web_size_with_credit_line.jpg\" alt=\"Coal Lease Protest at Department of Interior in Washington DC\" width=\"800\" height=\"544\" \/><\/p>\n<p id=\"caption-attachment-51322\" class=\"wp-caption-text\">Greenpeace activists hold a banner at the Department of Interior urging Secretary Sally Jewell to stop leasing public land for coal mining in the Powder River Basin in July 2013.<\/p>\n<\/div>\n<p><span style=\"font-weight: 400;\">Soon after, <\/span><a href=\"http:\/\/grist.org\/article\/youth-climate-activists-deliver-a-memo-to-interior-secretary-jewell-actonclimate-keep-our-coal-in-the-ground\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">youth climate activists<\/span><\/a><span style=\"font-weight: 400;\"> visited the Interior Department headquarters to call out the contradictions between the federal coal leasing program and President Obama\u2019s recently released Climate Action Plan. Secretary Jewell also faced <\/span><a href=\"http:\/\/grist.org\/article\/secretary-jewell-highlights-pacific-northwest-climate-impacts-but-dodges-questions-about-coal-leasing\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">tough questions<\/span><\/a><span style=\"font-weight: 400;\"> about the federal coal program from activists in the Pacific Northwest and around the country.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But we didn&#8217;t stop there. For the next several years, activists, students, and community leaders showed up around the country to ask her to end coal leasing on federal lands in places like Montana, Wyoming, California, Florida, and more.<\/span><\/p>\n<h3>To Keep It in the Ground, Take to the Sky<\/h3>\n<p><span style=\"font-weight: 400;\">Despite all that, the Interior Department and Secretary Jewell failed to take swift action and keep our coal in the ground. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">So in August 2014, you helped us deliver <\/span><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.youtube.com\/watch?v=h4UN4Sn6254\">a message they couldn\u2019t ignore<\/a><\/span><span style=\"font-weight: 400;\">. <\/span><\/p>\n<lite-youtube style=\"background-image: url('https:\/\/i.ytimg.com\/vi\/h5CmbMKdtIg\/hqdefault.jpg');\" videoid=\"h5CmbMKdtIg\" params=\"rel=0\"><\/lite-youtube>\n<h3>The Writing on the Wall<\/h3>\n<p><span style=\"font-weight: 400;\">Meanwhile, the coal industry was slowly collapsing on itself. While you were organizing, the price of coal was dropping, the value of coal companies was plummeting, and the recognition that dirty coal has no place in the clean, just energy system of the future was growing. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since the global coal bubble burst in 2011, coal companies have lost more than 90 percent of their value, and many have been forced to declare bankruptcy. And as use and demand for coal declined \u2014 due largely to oversupply, cheap natural gas prices, and new environmental regulations \u2014 renewables surged. So much so that <\/span><a href=\"http:\/\/thinkprogress.org\/climate\/2016\/01\/12\/3737971\/solar-job-growth\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">more people work in the solar industry<\/span><\/a><span style=\"font-weight: 400;\"> than the coal industry today, and prices for both wind and solar energy continue to hit historic lows. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Through it all, the federal coal leasing program \u2014 responsible for 40 percent of U.S. coal extraction \u2014 stayed in place. <\/span><\/p>\n<h3>But then in 2015, things started to change.<\/h3>\n<p><span style=\"font-weight: 400;\">In March of that year, Secretary Jewell gave the first hint that we could see changes to the federal coal program during President Obama\u2019s tenure, <\/span><a href=\"http:\/\/www.greenpeace.org\/usa\/news\/Secretary-Jewell-calls-for-open-conversation-about-federal-coal-program-and-climate-change\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">calling for<\/span><\/a><span style=\"font-weight: 400;\"> \u201can honest and open conversation about modernizing the federal coal program.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That conversation came in the form of a series of <\/span><a href=\"http:\/\/www.blm.gov\/wo\/st\/en\/info\/newsroom\/2015\/july\/nr_07_09_2015.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">listening sessions<\/span><\/a><span style=\"font-weight: 400;\"> across the country, which environmental groups, climate activists, and community members impacted by coal mining used as an opportunity to <\/span><a href=\"http:\/\/www.greenpeace.org\/usa\/the-coal-industry-knows-the-interior-department-can-stop-giving-away-our-coal\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">call out the consequences<\/span><\/a><span style=\"font-weight: 400;\"> of selling our coal on the cheap. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">That momentum went global in 2016, when <\/span><a href=\"http:\/\/www.greenpeace.org\/usa\/china-is-banning-new-coal-mines-and-the-united-states-should-do-the-same\/\"><span style=\"font-weight: 400;\">China declared a three-year ban<\/span><\/a><span style=\"font-weight: 400;\"> on new coal mines, simultaneously announcing that it would close roughly 1,000 existing mines throughout the country. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Shortly after, the United States\u2019 second-largest coal mining company \u2014 Arch Coal \u2014 <\/span><a href=\"http:\/\/www.greenpeace.org\/usa\/another-one-bites-the-dust-arch-coal-declares-bankruptcy\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">declared bankruptcy<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Both of these events came on the heels of President Obama reinforcing his rhetoric on climate action, including the 2015 release of the Clean Power Plan (which specifically targets coal burning power plants) and <\/span><a href=\"http:\/\/www.greenpeace.org\/usa\/cop21-deal-shows-the-end-of-fossil-fuels-is-near-now-we-must-speed-its-coming\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">global climate negotiations in Paris<\/span><\/a><span style=\"font-weight: 400;\"> that showed that the end of fossil fuels is all but certain. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">By the time Secretary Jewell made the moratorium official, the coal industry was in dire straits. This latest move takes us as close as we\u2019ve ever been to putting the nail in the coffin and achieving a just transition to clean, renewable energy. <\/span><\/p>\n<h2><span style=\"font-weight: 400;\">What\u2019s Next?<\/span><\/h2>\n<div id=\"attachment_50077\" style=\"width: 748px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-50077\" class=\"size-full wp-image-50077\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-usa-stateless\/2024\/11\/0515a5d9-king_2-e1449067232161.jpg\" alt=\"Keep It in the Ground\" width=\"738\" height=\"554\" \/><\/p>\n<p id=\"caption-attachment-50077\" class=\"wp-caption-text\">Photo by Eamon Ryan \/ 350.org.<\/p>\n<\/div>\n<p><span style=\"font-weight: 400;\">While coal leasing is paused, the Obama administration is taking a deep look at the entire federal coal leasing program, specifically whether it\u2019s been fair to taxpayers (it hasn\u2019t) and what impact it has on climate change (a lot). <\/span><\/p>\n<p><span style=\"font-weight: 400;\">While they do so, officials need to continue hearing from you that the place for coal (and other fossil fuels) is in the ground. <\/span><\/p>\n<p><em><a href=\"https:\/\/secure3.convio.net\/gpeace\/site\/Advocacy?cmd=display&amp;page=UserAction&amp;id=1901&amp;s_src=gpblog\" target=\"_blank\" rel=\"noopener\"><b>Take action to remind President Obama that climate leadership means keeping ALL fossil fuels on the ground.<\/b><\/a><\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>How the keep it in the ground movement scored a big win over the ailing U.S. coal industry.
