An activist scaled the side of the moving vessel to unfurl a banner reading \u201cSay No to Deep Sea Mining,\u201d while Two M\u0101ori Indigenous activists swam in front of the RRS James Cook, one holding the M\u0101ori flag and the other a flag reading \u201cDon\u2019t Mine the Moana.\u201d [1]<\/p>\n<p>\u201cWhile political tensions flare over whether to allow deep sea mining to start, commercial interests are pressing ahead at sea like it\u2019s a done deal. As if sending a ship to enable further destruction of our ecosystems wasn\u2019t offensive enough, sending one named after the most notorious colonizer of the Pacific is a cruel insult. For too long, Pacific peoples have been excluded from decisions that impact our territories and waters. If governments don\u2019t stop this industry from starting, the darkest days of history will repeat. We reject a future with deep sea mining\u201d, <strong>said James Hita, M\u0101ori activist and Pacific lead for Greenpeace International\u2019s deep sea mining campaign.<\/strong><\/p>\n<p>Delegates from world governments are currently gathered at the International Seabed Authority (ISA) in Kingston, Jamaica, to debate whether or not this destructive industry<a href=\"https:\/\/int.nyt.com\/data\/documenttools\/metals-company-responses-to-ny-times-lipton-qs-march-17\/1b442ee598aa8db1\/full.pdf\" data-cke-saved-href=\"https:\/\/int.nyt.com\/data\/documenttools\/metals-company-responses-to-ny-times-lipton-qs-march-17\/1b442ee598aa8db1\/full.pdf\"> could get a green light this year<\/a> [2]. Meanwhile, deep sea mining firm UK Seabed Resources is using the RRS James Cook\u2019s expedition \u2014 funded by public money from the UK \u2014 to take further steps toward beginning mining tests even before negotiations have a chance to conclude [3].<\/p>\n<p>The RRS James Cook\u2019s expedition, referred to as Smartex (Seabed Mining And Resilience To EXperimental Impact) [3], is publicly funded in the UK by the Natural Environment Research Council with partners including the Natural History Museum and British Geological Survey, as well as a number of UK universities. The UK sponsors some of the largest areas for deep sea mining exploration, <a href=\"https:\/\/lokemm.com\/acquiring-licences-in-the-pacific-ocean\/\" data-cke-saved-href=\"https:\/\/lokemm.com\/acquiring-licences-in-the-pacific-ocean\/\">covering 133,000km of the Pacific Ocean<\/a>.<\/p>\n<p>More than 700 scientists from 44 countries have already opposed the industry by <a href=\"https:\/\/www.seabedminingsciencestatement.org\/\" data-cke-saved-href=\"https:\/\/www.seabedminingsciencestatement.org\/\">signing<\/a> an open letter calling for a pause. \u201cMarine ecosystems and biodiversity are in decline, and now is not the time to start industrial exploitation of the deep sea. A moratorium is needed to give us time to fully understand the potential impacts of deep-sea mining to make a decision as to whether to go ahead with it. I personally have lost trust in the current management of the ISA to make this decision, and it is very clear that a few people, driven by economic interest, have distorted a process which should represent the interests of all of humankind,\u201d <strong>said Alex Rogers, professor of biology at Oxford University and Director of Science at REV Ocean.<\/strong><\/p>\n<p>The Smartex Expedition visited one of these areas licensed for exploration and returned to sites where previous test mining took place in 1979 to monitor the long-term impacts of mining. <strong>Greenpeace International calls for all data on the ecosystem impact from seabed mining 44 years ago to be made available to help inform governments debating at the ongoing ISA meeting.\u00a0<\/strong><\/p>\n<p>Deep sea mining firm UK Seabed Resources is a Smartex project partner, and its former parent company\u2019s website states that this expedition is \u201c<a href=\"https:\/\/www.lockheedmartin.com\/en-gb\/features\/uk-seabed-resources-undertakes-third-exploration-expedition.html\" data-cke-saved-href=\"https:\/\/www.lockheedmartin.com\/en-gb\/features\/uk-seabed-resources-undertakes-third-exploration-expedition.html\">the next phase of its exploration program<\/a>\u201d \u2013 making it a necessary step towards the company\u2019s planned mining tests later this year [4] [5].<\/p>\n<p>This is not the first time concerns have been raised during ISA meetings to distinguish between research to enhance humanity\u2019s understanding of the deep sea and exploration activities for deep sea mining. A <a href=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2019\/07\/23dc9f03-isa-scientists-letter-2019.pdf\" data-cke-saved-href=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2019\/07\/23dc9f03-isa-scientists-letter-2019.pdf\">letter signed by 29 deep sea scientists<\/a>, delivered at a previous ISA session, stated that: <em>\u201cThe international seabed belongs to all of us collectively. We recognize the privilege and responsibility of studying deep ocean systems for the benefit of human knowledge. Scientific research to understand how deep-sea ecosystems function and support vital processes is distinct from activities carried out under exploration contracts granted by the International Seabed Authority\u201d.<\/em><\/p>\n<p>Negotiations at the ISA meeting continue until 31 March. Last week diplomats <a href=\"https:\/\/www.nytimes.com\/2023\/03\/19\/us\/politics\/seabed-mining-metals-united-nations.html\" data-cke-saved-href=\"https:\/\/www.nytimes.com\/2023\/03\/19\/us\/politics\/seabed-mining-metals-united-nations.html\">accused the head of the ISA, Michael Lodge, of having lost the impartiality demanded by his position<\/a> and <a href=\"https:\/\/uploads.guim.co.uk\/2023\/03\/20\/full.pdf\" data-cke-saved-href=\"https:\/\/uploads.guim.co.uk\/2023\/03\/20\/full.pdf\">interfering with the decision-making of governments at the ISA<\/a> to accelerate mining.<\/p>\n<p><strong> Photos and video are available <a href=\"https:\/\/media.greenpeace.org\/Detail\/27MZIFJLIBCLP\" data-cke-saved-href=\"https:\/\/media.greenpeace.org\/Detail\/27MZIFJLIBCLP\">HERE<\/a><\/strong><\/p>\n<p><strong>Notes<\/strong><\/p>\n<p>[1] For Pacific peoples, especially in Te Ao M\u0101ori mythologies, Moana encompasses the seas from shallow rock pools to the deepest depths of the high seas. Moana is the ocean. Pacific peoples don\u2019t view their relationship with the Moana as removed but as something that flows within each of them \u2013 the relationship is intrinsic.<\/p>\n<p>[2] 31 contracts to explore deep sea mining viability, covering over a million square kilometers of the international seabed, have been given out by the International Seabed Authority (ISA). <u>Rich nations dominate the development of deep sea mining<\/u>, sponsoring 18 of the 31 exploration licenses. China holds an additional 5 contracts, meaning <u>only a quarter of the exploration contracts are held by developing nations<\/u>. No African nation sponsors mineral exploration of the deep sea, only Cuba from the Latin American region partly sponsors a license as part of a consortium with 5 European nations, and only Jamaica from the Caribbean region sponsors a license.<\/p>\n<p>[3] This expedition is part of the UK deep sea mining company\u2019s exploration program for deep sea mining, <a href=\"https:\/\/www.lockheedmartin.com\/en-gb\/features\/uk-seabed-resources-undertakes-third-exploration-expedition.html\" data-cke-saved-href=\"https:\/\/www.lockheedmartin.com\/en-gb\/features\/uk-seabed-resources-undertakes-third-exploration-expedition.html\">according to the company\u2019s website, with the <\/a>company\u2019s 2020 <a href=\"https:\/\/www.lockheedmartin.com\/content\/dam\/lockheed-martin\/uk\/documents\/products\/2020_UK1_Environmental_Summary.pdf\" data-cke-saved-href=\"https:\/\/www.lockheedmartin.com\/content\/dam\/lockheed-martin\/uk\/documents\/products\/2020_UK1_Environmental_Summary.pdf\">environmental summary report<\/a> detailing UK Seabed Resources\u2019 involvement in Smartex from its early stages and referring to the company\u2019s \u201cmaterial commitment\u201d to the project. The company\u2019s desire to move from exploration to exploitation is evident in UK Seabed Resources\u2019 <a href=\"https:\/\/www.ft.com\/content\/e18a3aa7-76d2-429a-b9c8-ec70d24b9700\" data-cke-saved-href=\"https:\/\/www.ft.com\/content\/e18a3aa7-76d2-429a-b9c8-ec70d24b9700\">public calls for governments to allow deep sea mining to start as soon as possible. <\/a>Two staff members of UK Seabed Resources, including its director Christopher Willams, are <a href=\"https:\/\/smartexccz.org\/team\" data-cke-saved-href=\"https:\/\/smartexccz.org\/team\">listed as part of the Smartex project team<\/a>. These mining company officials have also attended the International Seabed Authority negotiations as part of the UK Government delegation (<a href=\"https:\/\/enb.iisd.org\/events\/2nd-part-24th-session-international-seabed-authority\/highlights-and-images-17-july-2018\" data-cke-saved-href=\"https:\/\/enb.iisd.org\/events\/2nd-part-24th-session-international-seabed-authority\/highlights-and-images-17-july-2018\">Steve Persall in 2018<\/a>, Christopher Williams several times, but <a href=\"https:\/\/isa.org.jm\/wp-content\/uploads\/2022\/12\/ISBA_27_C_INF_2.pdf\" data-cke-saved-href=\"https:\/\/isa.org.jm\/wp-content\/uploads\/2022\/12\/ISBA_27_C_INF_2.pdf\">most recently in November 2022<\/a>). This expedition paves the way for the British deep sea mining company to test mining machinery later in 2023. The expedition website details how the James Cook has been collecting baseline data for potential new tests in UK\u2019s mining exploration sites, with a<a href=\"https:\/\/noc.ac.uk\/science\/previous-expeditions\" data-cke-saved-href=\"https:\/\/noc.ac.uk\/science\/previous-expeditions\"> planned follow-up expedition in 2024<\/a> after the mining tests.<\/p>\n<p>[4] UKSR <a href=\"https:\/\/www.reuters.com\/markets\/deals\/norways-loke-buys-uk-deep-sea-mining-firm-lockheed-2023-03-16\/\" data-cke-saved-href=\"https:\/\/www.reuters.com\/markets\/deals\/norways-loke-buys-uk-deep-sea-mining-firm-lockheed-2023-03-16\/\">described <\/a>its recent change in ownership as part of transitioning from exploratory activities \u201ctowards a credible path to exploitation,\u201d although the decision to open up the ocean to mining lies with governments. Loke, the Norwegian company buying UKSR, described the move as<a href=\"https:\/\/lokemm.com\/acquiring-licences-in-the-pacific-ocean\/\" data-cke-saved-href=\"https:\/\/lokemm.com\/acquiring-licences-in-the-pacific-ocean\/\"> \u201ca natural continuation of the strong existing UK-Norway strategic cooperation in the offshore oil and gas industry.\u201d<\/a><\/p>\n<p>[5] UKSR was\u00a0<a href=\"https:\/\/www.mining.com\/web\/deep-sea-mining-just-lost-its-biggest-corporate-backer\/\" data-cke-saved-href=\"https:\/\/www.mining.com\/web\/deep-sea-mining-just-lost-its-biggest-corporate-backer\/\">until recently<\/a>, owned by the UK arm of the US company Lockheed Martin. On March 16, Loke Marine Minerals announced that it had acquired UKSR. Loke\u2019s Chairman, Hans Olav Hide, told <a href=\"https:\/\/www.reuters.com\/markets\/deals\/norways-loke-buys-uk-deep-sea-mining-firm-lockheed-2023-03-16\/\" data-cke-saved-href=\"https:\/\/www.reuters.com\/markets\/deals\/norways-loke-buys-uk-deep-sea-mining-firm-lockheed-2023-03-16\/\">Reuters<\/a><em>: \u201cWe\u2019ve got the approval from the UK
