MEXICO CITY (January 9, 2023) \u2013 Ahead of President Biden\u2019s meeting with President L\u00f3pez Obrador during the Three Amigos Summit, Greenpeace Mexico and Greenpeace USA called on Presidents Biden and L\u00f3pez Obrador to commit to ending all new oil and gas development in the Permian Basin, increase investments in renewables, and secure a just transition for fossil fuel workers and communities.

ExxonMobil is currently engaged in a joint venture with SABIC (a subsidiary of the Saudi state petroleum and gas company Saudi Aramco) to build an ethylene and polyethylene complex (including what is claimed to be the world’s largest steam cracker) near Corpus Christi, Texas, due to open in Q4 2021. ExxonMobil has confirmed that the plant’s location is intended to take advantage of growing output from the nearby Permian Basin, a center of the U.S. fracking boom. Its output will reportedly include packaging materials.<\/figcaption><\/figure>\n

The Permian Basin\u2014 located in Texas and New Mexico \u2014 is projected to see most of North America\u2019s expanded oil and gas production. As <\/span>North America\u2019s largest carbon bomb<\/span><\/a>, neither the U.S. nor the world can meet its climate goals without its defusal.<\/span><\/p>\n

Gustavo Ampugnani, executive director at Greenpeace Mexico said: <\/b>\u201cMexico\u2019s <\/span>updated climate goals<\/span><\/a> can only be attained if both Mexico and the U.S. put an end to exploitation of the Permian Basin. Greenpeace offices in the two countries will campaign on all fronts until Presidents L\u00f3pez Obrador and Biden put their money where their mouths are.\u201d<\/span><\/p>\n

The International Energy Agency (IEA) has made it clear that <\/span>not one more dollar<\/span><\/a> can be invested in new oil, gas or coal production to avoid the worst effects of the climate crisis by keeping global heating under 1.5\u00b0 C (2.7\u00b0 F). The UN Environment Programme (UNEP) maintains fossil fuels production must <\/span>decrease by 6% per year<\/span><\/a> to limit global warming. A livable future means an end to the reckless oil and gas expansion in the Permian Basin.\u00a0<\/span><\/p>\n

John Noel, senior climate campaigner at Greenpeace USA, said: <\/b>\u201cThe oil and gas industry has lit a fuse on the Permian Basin carbon bomb that threatens to blow up any hope of a livable future. The <\/span>technology<\/span><\/a> to address the climate crisis already exists. It\u2019s time for Presidents Biden and L\u00f3pez Obrador to commit to ending the exploitation and destruction of our communities at the hands of the oil and gas industry.\u201d\u00a0<\/span><\/p>\n

Noel continued: <\/b>\u201cFrom drought and record heatwaves to stronger, more frequent storms and flooding, we are living in a climate emergency. Last year, President Biden <\/span>said that he will treat it as such<\/span><\/a>. It\u2019s time for him to make good on those words by kickstarting a fossil fuel phase out and declaring a climate emergency.\u201d\u00a0<\/span><\/p>\n

As both nations face increased threats from the climate crisis, leaders from the U.S. and Mexico continue to incentivize the fossil fuel industry to ramp up oil and gas production in the Permian Basin and <\/span>greenlight<\/span><\/a> polluting fossil fuel infrastructure projects that will lock us into decades of emissions. From drilling and refining operations in Texas, to pipelines carrying Permian oil and gas through Mexico, the fossil fuel industry jeopardizes the health and safety of communities at each stage of the fossil fuel production process. In 2022, the U.S became a <\/span>top exporter<\/span><\/a> of Liquid Natural Gas (LNG) and around 70% of <\/span>Mexico\u2019s natural gas supply<\/span><\/a> is being met by U.S. pipeline imports. This is not what climate leadership looks like.<\/span><\/p>\n
