The rapid growth of Bitcoin mining <\/span><a href=\"https:\/\/www.technologyreview.com\/2023\/01\/12\/1066589\/bitcoin-mining-boom-kazakhstan\/\"><span style=\"font-weight: 400;\">threatens the stability of national energy systems<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/www.wsj.com\/articles\/quebec-shuns-bitcoin-mining-in-bid-to-conserve-power-11670514921\"><span style=\"font-weight: 400;\">drains electricity needed for other basic societal needs<\/span><\/a><span style=\"font-weight: 400;\"> including electrification of buildings and transportation to cut carbon emissions. In response, new regulations on Bitcoin mining are being passed to protect electrical grids and climate goals.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Increasingly, national as well as regional and local governments are taking steps to stop, limit, and regulate Bitcoin mining as part of a growing effort to create more oversight and impose guardrails on the opaque and polluting industry. We identified at least eight countries with outright bans on cryptocurrency mining as of April 2024. These laws are essentially aimed at Bitcoin because it is the largest cryptocurrency and most others don\u2019t use Proof of Work (PoW) \u2013 the mechanism that requires energy-intensive digital \u201cmining\u201d to verify and secure transactions. There are also other countries with severe limits or bans on using and trading cryptocurrencies that would make it difficult, if not impossible, to do crypto mining.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The most <\/span><a href=\"https:\/\/www.bbc.com\/news\/technology-58678907;%20https:\/\/www.bbc.com\/news\/technology-57811959\"><span style=\"font-weight: 400;\">high-profile ban on crypto mining<\/span><\/a><span style=\"font-weight: 400;\"> came in 2021 when China, which had hosted nearly three quarters of global Bitcoin mining capacity, shut down the industry. The decision by the Chinese government was part of a broader crackdown on cryptocurrencies as well as an effort to <\/span><a href=\"https:\/\/www.degruyter.com\/document\/doi\/10.1515\/ijdlg-2023-0004\/html?lang=en\"><span style=\"font-weight: 400;\">meet national climate goals <\/span><\/a><span style=\"font-weight: 400;\">and direct renewable energy generation to more important social and industrial uses. China\u2019s action had major reverberations as Bitcoin mining companies <\/span><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-06-23\/china-s-crypto-crackdown-expected-to-push-mining-overseas\"><span style=\"font-weight: 400;\">fled to other parts of the world<\/span><\/a><span style=\"font-weight: 400;\"> in search of cheap energy and lax regulations.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Yet China was not the first government to say no to the industry. Some of the earliest bans on Bitcoin mining were driven by concerns about money laundering and maintaining control over national economies and currencies. One of the first efforts was in Iraq when the Central Bank issued a <\/span><a href=\"https:\/\/cointelegraph.com\/news\/from-qatar-to-palestine-how-cryptocurrencies-are-regulated-in-the-middle-east\"><span style=\"font-weight: 400;\">statement in 2017 banning all use and mining of cryptocurrencies<\/span><\/a><span style=\"font-weight: 400;\">. The decision was largely based on anti-money laundering considerations. Another early ban came from <\/span><a href=\"https:\/\/www.newsbtc.com\/news\/bitcoin\/algeria-wants-to-ban-bitcoin-and-other-cryptocurrencies\/\"><span style=\"font-weight: 400;\">Algeria in 2018<\/span><\/a><span style=\"font-weight: 400;\"> when the government blocked the use and mining of all cryptocurrencies. Nepal\u2019s banking regulator and supervisor, the Nepal Rastra Bank, issued a notice in 2021 saying that <\/span><a href=\"https:\/\/thehimalayantimes.com\/business\/nrb-issues-notice-on-cryptocurrency\"><span style=\"font-weight: 400;\">trading and mining cryptocurrencies was illegal<\/span><\/a><span style=\"font-weight: 400;\">. In 2023,<\/span><a href=\"https:\/\/www.cma.gov.kw\/en\/web\/cma\/cma-board-releases\/resolutions-and-regulations\/-\/cmaboardreleases\/detail\/1384960\"><span style=\"font-weight: 400;\"> Kuwait banned Bitcoin mining<\/span><\/a><span style=\"font-weight: 400;\"> as part of broader rules about cryptocurrencies issued by a financial regulatory agency.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">More recently, countries have blocked Bitcoin mining after seeing how the industry can destabilize energy systems and suck-up energy supplies. In 2022, <\/span><a href=\"https:\/\/www.bbc.com\/news\/world-europe-59879760\"><span style=\"font-weight: 400;\">Kosovo outlawed all crypto mining<\/span><\/a><span style=\"font-weight: 400;\"> in an effort to conserve electricity during an energy crisis. The most recent ban on Bitcoin mining was <\/span><a href=\"https:\/\/angop.ao\/en\/noticias\/politica\/parlamento-aprova-proibicao-de-mineracao-de-criptomoedas\/?utm\"><span style=\"font-weight: 400;\">passed by the Angolan parliament in April 2024<\/span><\/a><span style=\"font-weight: 400;\">. The law criminalizes crypto mining with the goal of protecting the country\u2019s electrical grid and energy security.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Scandinavia has been the hub for Bitcoin mining in Europe, but governments and utility companies are starting to clamp down on the industry for using too much electricity. For a small country, Iceland hosts a relatively large amount of Bitcoin mining as cheap geothermal and hydroelectric energy has attracted mining companies. However in December 2021, Iceland\u2019s national power company, Landsvirkjun, started <\/span><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-12-07\/iceland-reduces-power-to-heavy-users-denies-bitcoin-miners\"><span style=\"font-weight: 400;\">turning down new requests to mine Bitcoin<\/span><\/a><span style=\"font-weight: 400;\"> due to increasing energy shortages and needing to dedicate energy to vital industries and societal uses. Norway\u2019s relatively cheap electricity also attracted Bitcoin miners, but there are <\/span><a href=\"https:\/\/fortune.com\/2022\/01\/05\/crypto-blackouts-bitcoin-mining-bans-kosovo-iran-kazakhstan-iceland\/\"><span style=\"font-weight: 400;\">growing efforts to rein in the industry<\/span><\/a><span style=\"font-weight: 400;\"> including proposed bans and eliminating tax incentives. An April 2024 law created <\/span><a href=\"https:\/\/www.datacenterdynamics.com\/en\/news\/norway-plans-law-to-close-the-door-on-cryptomining-data-centers\/\"><span style=\"font-weight: 400;\">regulations for data centers, including Bitcoin mines, <\/span><\/a><span style=\"font-weight: 400;\">that involves a framework to register the owners and managers of data centers and the type of services offered. <\/span><a href=\"https:\/\/www.coindesk.com\/policy\/2023\/04\/14\/sweden-drives-final-nail-into-its-bitcoin-mining-industry-with-tax-hike\/\"><span style=\"font-weight: 400;\">Sweden essentially ended its Bitcoin mining industry<\/span><\/a><span style=\"font-weight: 400;\"> when the government eliminated tax incentives for Bitcoin mines and data centers in July 2023. The action was a response to growing energy prices, partially due to the war in Ukraine. Bitcoin mining companies complained that losing low taxes would \u201ckill\u201d the industry \u2013 a sign of how much the industry depends on cheap energy and subsidies.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kazakhstan once had one of the largest Bitcoin mining industries in the world, jumping to second in 2021 when China banned the industry and <\/span><a href=\"https:\/\/medium.com\/the-hillhouse-newsletter\/kazakh-interest-in-cryptocurrency-surges-will-economic-changes-follow-46f1bebee084\"><span style=\"font-weight: 400;\">companies fled to Kazakhstan for cheap, but dirty, electricity<\/span><\/a><span style=\"font-weight: 400;\"> and lax oversight. By 2021,<\/span><a href=\"https:\/\/www.technologyreview.com\/2023\/01\/12\/1066589\/bitcoin-mining-boom-kazakhstan\/\"><span style=\"font-weight: 400;\"> Bitcoin miners consumed more than 7% of all the country\u2019s electricity<\/span><\/a><span style=\"font-weight: 400;\"> generating capacity which pushed the grid into a deficit. Localized blackouts due to the lack of power sparked mass protests in 2022. The national government quickly sought to avert a crisis and <\/span><a href=\"https:\/\/www.technologyreview.com\/2023\/01\/12\/1066589\/bitcoin-mining-boom-kazakhstan\/\"><span style=\"font-weight: 400;\">blocked miners from connecting to the grid<\/span><\/a><span style=\"font-weight: 400;\">, although some operations continued illegally. In <\/span><a href=\"https:\/\/news.bitcoin.com\/kazakhstan-president-signs-law-increasing-tax-burden-for-crypto-miners\/\"><span style=\"font-weight: 400;\">January 2022 a surcharge was placed on Bitcoin miners<\/span><\/a><span style=\"font-weight: 400;\"> for using electricity and in July a law was passed imposing higher taxes on Bitcoin miners based on the average price of electricity to mine Bitcoin. A law enacted in February 2023 further <\/span><a href=\"https:\/\/www.coindesk.com\/policy\/2023\/02\/07\/kazakhstans-president-signs-legislation-to-limit-energy-usage-of-crypto-mining\/\"><span style=\"font-weight: 400;\">limited Bitcoin miners\u2019 ability to use energy<\/span><\/a><span style=\"font-weight: 400;\"> by only letting them use electricity when the grid has a surplus. Mining companies would also need to be licensed with the government, bringing more transparency and oversight to the industry.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In Canada, miners have been drawn to extensive hydropower, but some provinces and utility companies are having second thoughts about the energy-guzzling industry. Several provinces have blocked the expansion of Bitcoin mining because the industry is sucking up valuable energy supplies needed for socially-beneficial industries that create more jobs. <\/span><a href=\"https:\/\/thehimalayantimes.com\/business\/nrb-issues-notice-on-cryptocurrency\"><span style=\"font-weight: 400;\">New Brunswick issued a moratorium in 2023 on new Bitcoin mines<\/span><\/a><span style=\"font-weight: 400;\"> connecting to the grid citing electricity supply strains. Legislation for a permanent ban has also been introduced. British Columbia\u2019s provincial power utility, B.C. Hydro, also announced a <\/span><a href=\"https:\/\/vancouversun.com\/business\/local-business\/crypto-mining-company-loses-bid-to-force-bc-hydro-power\"><span style=\"font-weight: 400;\">moratorium in 2022 on new Bitcoin mines<\/span><\/a><span style=\"font-weight: 400;\"> saying expansion of the industry would threaten clean energy and electrification goals as electricity was needed for housing and transportation needs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With the energy and carbon footprint of Bitcoin growing, and mining companies seeking out cheap energy in new parts of the world, more limits and bans on the industry are likely coming. In Paraguay, for example, legislators have <\/span><a href=\"https:\/\/www.thestreet.com\/crypto\/policy\/paraguay-proposes-six-month-ban-on-crypto-mining-citing-electricity-concerns\"><span style=\"font-weight: 400;\">proposed at least a temporary ban on Bitcoin mining<\/span><\/a><span style=\"font-weight: 400;\"> given its high energy consumption and limited job creation. Yet, Bitcoin\u2019s energy \u2013 an increasingly political \u2013 problem could be solved by eliminating PoW mining and transitioning to a new mechanism for verifying transactions that doesn\u2019t require country-sized amounts of electricity.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Special thanks to Veronica Kuzuhara for research support.<\/span><\/i><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Countries around the world are realizing that energy-intensive Bitcoin mining brings serious environmental and economic risks and are taking steps to limit, or even ban, the industry.
