One of the worst is the resurgence of coal to power new data centers. Coal power has been <a href=\"https:\/\/www.epa.gov\/power-sector\/power-sector-evolution#coal:~:text=Trends%20related%20to%20growth%20in%20types%20of%20electricity%20sources%20vary%20significantly%20across%20the%20U.S.%20The%20charts%20below%20show%20the%20evolution%20of%20these%20sources%20nationally%2C%20along%20with%20nationwide%20and%20statewide%20variation%20and%20change%20in%20the%20total%20energy%20mix.%C2%A0\">on the decline<\/a> in the US since the mid-2000s, and despite the historically low price of renewables, data center developers, tech companies, and the Trump administration are so eager to get data centers online and operating that they are pulling coal plants out of retirement.<\/p>\n\n<p>In the last year, the U.S. Department of Energy (DOE) ordered five coal plants that were scheduled for retirement to keep running. These five coal plants have been estimated to cause <a href=\"https:\/\/www.tollfromcoal.org\/#\/map\/(title:none\/\/detail:none\/\/map:none\/US)\">124 deaths per year<\/a> as of 2019. Resurrecting coal plants is meant to help meet the rising demand for electricity driven primarily by data centers, but also part of Trump&#8217;s <a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2026\/02\/fact-sheet-president-donald-j-trump-strengthens-united-states-national-defense-with-americas-beautiful-clean-coal-power-generation-fleet\/\">stated goal<\/a> of bailing out the dying coal industry. In February, the DOE <a href=\"https:\/\/www.energy.gov\/articles\/energy-department-announces-175-million-modernize-coal-plants-keeping-affordable-reliable\">approved $175 million<\/a> to upgrade seven more coal plants to keep them polluting for longer as part of public-private partnerships with the utility companies operating the coal plants.&nbsp;<\/p>\n\n<p>Energy Secretary Chris Wright <a href=\"https:\/\/archive.is\/VeqX0\">told<\/a> Reuters in September 2025, fueling AI data centers is a major driver for keeping existing coal capacity running. As the New York Times <a href=\"https:\/\/www.nytimes.com\/2026\/01\/16\/climate\/trump-coal-plants.html\">reported<\/a>, DOE officials claim this is \u201cjust the beginning\u201d. DOE has been ordering plants to stay open using authority from the Federal Power Act Section 202(c), which is reserved for \u201cemergency\u201d conditions.<\/p>\n\n<p>The phasing out of U.S. coal power has had tremendous benefits for health, environmental justice, and the climate. Coal power <a href=\"https:\/\/www.momscleanairforce.org\/resources\/the-climate-cost-of-coal\/#:~:text=The%20health%20impacts%20of%20coal%2Dfired%20power%20plants&amp;text=When%20coal%20is%20burned%2C%20it,plant%20in%20Platte%20County%2C%20Wyoming.\">comes with<\/a> devastating air pollution, groundwater contamination, and health risks for children, workers, and local communities. Fine particulate air pollution from coal is <a href=\"https:\/\/www.science.org\/doi\/10.1126\/science.adf4915\">responsible for<\/a> an estimated 460,000 deaths between 1999 and 2020 in the U.S. alone. One <a href=\"https:\/\/www.nature.com\/articles\/s41893-019-0453-5\">study<\/a> estimated that closing coal power plants between 2005-2016 saved over 22,000 lives as <a href=\"https:\/\/coal.sierraclub.org\/sites\/nat-coal\/files\/factsheet-health-cost-coal.pdf\">coal-related pollution<\/a> dropped.&nbsp;<\/p>\n\n<p>Research shows that closing a significant emissions source like coal plants have immediate and long-term benefits in the region. After the Shenango coal coking plant closed in 2016, researchers <a href=\"https:\/\/academic.oup.com\/ajrccm\/article\/211\/11\/2072\/8444235\">saw<\/a> a 20.5% decrease in weekly respiratory emergency visits and 41.2% decrease in emergency visits for pediatric asthma immediately after the shutdown, and respiratory emergency visits <a href=\"https:\/\/iopscience.iop.org\/article\/10.1088\/2752-5309\/ace4ea\">continued to drop<\/a> for months. In 2023, coal <a href=\"https:\/\/www.epa.gov\/power-sector\/power-sector-evolution#coal\">accounted for<\/a> just 16% of U.S. power supply, down from 53% in 2000, and retirement rates were accelerating. Although many existing coal plants are nearing their retirement age, the current administration has recklessly decided to <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/reinvigorating-americas-beautiful-clean-coal-industry-and-amending-executive-order-14241\/\">attempt to revive<\/a> the industry.<\/p>\n\n<p>Most of these plants are also <a href=\"https:\/\/globalenergymonitor.org\/projects\/global-coal-plant-tracker\/\">more than 50 years old<\/a> and in need of expensive repairs to stay open, on top of the major health and climate impacts they bring with them. One unit for the plant was retired in 2020, and the second unit was scheduled for retirement in 2025. DOE <a href=\"https:\/\/subscriber.politicopro.com\/article\/eenews\/2025\/12\/17\/doe-orders-washington-state-coal-plant-to-stay-open-00694483\">ordered<\/a> TransAlta to keep the plant open past its scheduled retirement in the same year.&nbsp;<\/p>\n\n\n\n<p style=\"font-size:18px\">The Clean Air Task Force <a href=\"https:\/\/www.tollfromcoal.org\/#\/map\/(title:3845\/\/detail:3845\/\/map:3845\/WA)\">estimates<\/a> that the plant was responsible for 25 deaths per year in 2019. <a href=\"https:\/\/www.epa.gov\/power-sector\/latest-emission-comparisons-pollution-controls#:~:text=Table%20of%20Annual%20Emissions%2C%20Emission%20Rates%2C%20Heat%20Input%3A%202023%20vs.%202024%20(xlsx)%20(822.59%20KB)\">According to the EPA<\/a>, the Centralia Plant produced 940 tons of SO2, 3,536,937 tons of CO2, and 2,824 tons of NOx in 2024 alone. The plant <a href=\"https:\/\/www.epa.gov\/power-sector\/latest-emission-comparisons-pollution-controls#:~:text=Table%20of%20Annual%20Emissions%2C%20Emission%20Rates%2C%20Heat%20Input%3A%202023%20vs.%202024%20(xlsx)%20(822.59%20KB)\">released<\/a> 19.7 pounds of mercury, an extremely dangerous neurotoxin, in the same year.<\/p>\n<\/div>\n<\/div>\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p style=\"font-size:18px\">R.M. Schahfer is <a href=\"https:\/\/www.eenews.net\/articles\/doe-orders-2-indiana-coal-plants-to-continue-operating\/\">one of 2 coal plants<\/a> in Indiana that the DOE <a href=\"https:\/\/www.energy.gov\/documents\/order-number-202-25-12-schahfer\">ordered<\/a> to stay open past their retirement dates at the end of 2025. Energy Secretary Wright <a href=\"https:\/\/www.eenews.net\/articles\/doe-orders-2-indiana-coal-plants-to-continue-operating\/\">claimed<\/a> the plants were essential to meeting power demand for data centers being built in the Midwest.&nbsp;<\/p>\n\n\n\n<p style=\"font-size:18px\">R.M. Schahfer is a generating plant in Jasper County, Indiana. The Clean Air Task Force <a href=\"https:\/\/www.tollfromcoal.org\/#\/map\/(title:6085\/\/detail:6085\/\/map:6085\/IN)\">estimates<\/a> the plant causes 23 deaths per year as of 2019. In 2024, the remaining units of the Schahfer plant <a href=\"https:\/\/www.epa.gov\/power-sector\/latest-emission-comparisons-pollution-controls#:~:text=Table%20of%20Annual%20Emissions%2C%20Emission%20Rates%2C%20Heat%20Input%3A%202023%20vs.%202024%20(xlsx)%20(822.59%20KB)\">released<\/a> 395 tons of SO2, 1,991,422 tons of CO2, and 1,351 tons of NOx.<\/p>\n\n\n\n<p style=\"font-size:18px\">Schahfer is also <a href=\"https:\/\/www.gem.wiki\/Schahfer_Generating_Station\">one of eleven<\/a> coal plants with \u201chigh hazard\u201d unlined coal ash ponds operating beyond their original closure date. Coal ash ponds are areas for depositing coal waste near plants, and unlined holding ponds like the two still in use at Schahfer <a href=\"https:\/\/earthjustice.org\/press\/2025\/epa-proposes-to-delay-closure-of-some-of-the-largest-toxic-coal-ash-ponds-in-violation-of-the-law\">leak and contaminate<\/a> nearby groundwater. The U.S. Environmental Protection Agency delayed the closure of the ponds at the end of 2025. Ponds are designated as \u201chigh hazard\u201d when their failure would lead to a significant loss of human life.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-vertically-aligned-top is-layout-flow wp-block-column-is-layout-flow\">\n<h3 class=\"wp-block-heading\" id=\"h-r-m-schahfer-generating-station\"><strong>R.M. Culley Generating Station is a coal plant in Warwick County, Indiana was also <a href=\"https:\/\/www.energy.gov\/documents\/order-number-202-25-13-c\">targeted<\/a> by the DOE to continue operating at the end of 2025. The F.B. Culley plant is partially retired, and is operated by CenterPoint Energy. The small, 14-MW coal unit at the plant was scheduled to close at the end of 2025 but DOE <a href=\"https:\/\/www.eenews.net\/articles\/doe-orders-2-indiana-coal-plants-to-continue-operating\/\">ordered it stay online<\/a>.<\/p>\n\n\n\n<p style=\"font-size:18px\">Despite being a relatively small plant, F.B. Culley <a href=\"https:\/\/www.tollfromcoal.org\/#\/map\/(title:1012\/\/detail:1012\/\/map:1012\/IN)\">contributes<\/a> to 11 deaths per year according to the Clean Air Task Force research on 2019 emissions. In 2024, the EPA <a href=\"https:\/\/www.epa.gov\/power-sector\/latest-emission-comparisons-pollution-controls#:~:text=Table%20of%20Annual%20Emissions%2C%20Emission%20Rates%2C%20Heat%20Input%3A%202023%20vs.%202024%20(xlsx)%20(822.59%20KB)\">recorded<\/a> 1,615 tons of SO2, 2,407,767 tons of CO2, and 1,572 tons of NOx being released from the plant.<\/p>\n<\/div>\n<\/div>\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p style=\"font-size:18px\">The J.H. Campbell Generating Plant is a coal plant in Ottawa County, Michigan. DOE <a href=\"https:\/\/www.energy.gov\/sites\/default\/files\/2025-11\/Order%20No%20202-25-9.pdf\">delayed<\/a> the planned retirement of the plant in spring 2025, despite the Michigan Public Service Commission <a href=\"https:\/\/www.michiganpublic.org\/transportation-infrastructure\/2025-05-23\/michigan-coal-plant-set-to-shut-down-in-8-days-must-stay-open-trump-administration-says\">insisting<\/a> that there was \u201cno existing energy emergency in either Michigan or MISO [the regional grid operator, Midcontinent Independent System Operator]\u201d that would justify keeping the plant online. Sierra Club and Earthjustice are <a href=\"https:\/\/earthjustice.org\/press\/2025\/does-illegal-extension-of-coal-plant-challenged-in-court-for-the-first-time\">challenging<\/a> the Department\u2019s order in court, calling it an illegal use of emergency authority.<\/p>\n\n\n\n<p style=\"font-size:18px\">Consumers Energy, the utility that owns and operates Campbell, <a href=\"https:\/\/www.detroitnews.com\/story\/business\/2025\/07\/31\/consumers-spends-millions-operating-coal-plant-doe-order\/85463883007\/\">reportedly<\/a> spent $29 million to keep the plant running in the first month after the DOE\u2019s emergency order, and that number <a href=\"https:\/\/www.mlive.com\/news\/2026\/02\/tab-for-keeping-michigan-coal-plant-open-under-trump-orders-grows-to-135m.html\">reportedly<\/a> grew to $135 million by February 2026 \u2013 and these costs are borne by the ratepayers.&nbsp;<\/p>\n\n\n\n<p style=\"font-size:18px\">U.S. EPA data shows the Campbell plant <a href=\"https:\/\/www.epa.gov\/power-sector\/latest-emission-comparisons-pollution-controls#:~:text=Table%20of%20Annual%20Emissions%2C%20Emission%20Rates%2C%20Heat%20Input%3A%202023%20vs.%202024%20(xlsx)%20(822.59%20KB)\">released<\/a> 5,424 tons of SO2, 8,934,623 tons of CO2, and 3,232 tons of NOx. In 2024, the plant <a href=\"https:\/\/www.epa.gov\/power-sector\/latest-emission-comparisons-pollution-controls#:~:text=Table%20of%20Annual%20Emissions%2C%20Emission%20Rates%2C%20Heat%20Input%3A%202023%20vs.%202024%20(xlsx)%20(822.59%20KB)\">produced<\/a> 62.8 pounds of mercury emissions. The Clean Air Task Force <a href=\"https:\/\/www.tollfromcoal.org\/#\/map\/(title:1710\/\/detail:1710\/\/map:1710\/MI)\">estimates<\/a> the plant causes 44 deaths and over 450 asthma attacks per year from the plant\u2019s pollution, as of 2019.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-vertically-aligned-top is-layout-flow wp-block-column-is-layout-flow\">\n<h3 class=\"wp-block-heading\" id=\"h-j-h-campbell-generating-plant\"><strong>J.H. The unit scheduled for closure in 2025 was shut down in December due to a <a href=\"https:\/\/tristate.coop\/us-doe-orders-tri-state-keep-craig-generating-station-unit-operating-next-90-days\">mechanical failure<\/a>. Now that the plant is meant to come back online, the operator Tri-State Generation and Transmission <a href=\"https:\/\/coloradosun.com\/2025\/12\/31\/craig-station-emergency-order-coal-power-colorado-trump\/\">has said<\/a> \u201cwill likely require additional investments in operations, repairs, maintenance and, potentially, fuel supply, all factors increasing costs\u201d.<\/p>\n\n\n\n<p style=\"font-size:18px\">According to Colorado state air rules, the unit scheduled to retire first <a href=\"https:\/\/coloradosun.com\/2025\/11\/14\/tri-state-craig-station-trump-federal-power-act-greenhouse-gas-emissions\/\">must be taken offline<\/a> because it cannot meet Colorado\u2019s air pollution standards. Craig Generating Station\u2019s pollution is responsible for 27 deaths and 8 heart attacks per year, according to <a href=\"https:\/\/www.tollfromcoal.org\/#\/map\/(title:6021\/\/detail:6021\/\/map:6021\/CO)\">estimates<\/a> from the Clean Air Task Force. 1,304 tons of SO2, 5,879,473 tons of CO2, and 4,332 tons of NOx, and 25.2 pounds of mercury emissions <a href=\"https:\/\/campd.epa.gov\/data\/custom-data-download\">came from<\/a> the plant in 2024. In 2019, Clean Air Task Force found that Craig\u2019s pollution led to 21 deaths per year. The Craig Station was one of three coal plants who were <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/07\/regulatory-relief-for-certain-stationary-sources-to-further-promote-american-energy\/#:~:text=7412(i)(4)%2C,and%203%20of%20this%20proclamation.&amp;text=seventeenth%20day%20of%20July%2C%20in,the%20two%20hundred%20and%20fiftieth.\">exempted<\/a> from complying with mercury and other pollutant emission standards by Trump in 2025.<\/p>\n<\/div>\n<\/div>\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p style=\"font-size:18px\">The Mountaineer Power Plant in Mason County, West Virginia is one of two coal power plants owned and operated by Appalachian Power Company that are <a href=\"https:\/\/www.energy.gov\/hgeo\/project-selections-broad-agency-announcement-de-foa-0003605-restoring-reliability-coal\">receiving<\/a> $87.7 million in funding to upgrade and maintain their coal-fired infrastructure. DOE will provide over $34 million to the power company for the upgrades, to be shared between Mountaineer and the John E. Amos Power Plant. Mountaineer <a href=\"https:\/\/www.epa.gov\/power-sector\/latest-emission-comparisons-pollution-controls#:~:text=Table%20of%20Annual%20Emissions%2C%20Emission%20Rates%2C%20Heat%20Input%3A%202023%20vs.%202024%20(xlsx)%20(822.59%20KB)\">emitted<\/a> 2,165 tons of SO2, 5,057,232 tons of CO2, and 3,087 tons of NOx in 2024, according to the EPA. A massive 4,333 tons of SO2, 10,479,852 tons of CO2, and 5,744 tons of NOx, and 54 pounds of mercury were <a href=\"https:\/\/www.epa.gov\/power-sector\/latest-emission-comparisons-pollution-controls#:~:text=Table%20of%20Annual%20Emissions%2C%20Emission%20Rates%2C%20Heat%20Input%3A%202023%20vs.%202024%20(xlsx)%20(822.59%20KB)\">emitted<\/a> from the plant in 2024. The Amos Plant also <a href=\"https:\/\/www.tollfromcoal.org\/#\/map\/(title:3935\/\/detail:3935\/\/map:3935\/WV)\">caused<\/a> 30 deaths per year based on its 2019 emissions and pollution.<\/p>\n<\/div>\n<\/div>\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p style=\"font-size:18px\">The Cardinal Plant in Jefferson County, Ohio is a coal power plant owned and operated by Buckeye Power Inc. The Trump administration <a href=\"https:\/\/www.energy.gov\/hgeo\/project-selections-broad-agency-announcement-de-foa-0003605-restoring-reliability-coal\">announced<\/a> that Cardinal will receive over $97 million to upgrade two of the coal power units at the plant. DOE will provide $34 million of public funding for the units to receive \u201cextensive modernizations\u201d to keep the antiquated fuel burning. Public health <a href=\"https:\/\/www.tollfromcoal.org\/#\/map\/(title:2828\/\/detail:2828\/\/map:2828\/OH)\">research<\/a> has shown the plant is responsible for 168 deaths and over 1,400 asthma attacks per year as of 2019, and in 2024 the plant <a href=\"https:\/\/www.epa.gov\/power-sector\/latest-emission-comparisons-pollution-controls#:~:text=Table%20of%20Annual%20Emissions%2C%20Emission%20Rates%2C%20Heat%20Input%3A%202023%20vs.%202024%20(xlsx)%20(822.59%20KB)\">released<\/a> 12,073 tons of SO2, 10,095,511 tons of CO2, 3,388 tons of NOx, and 62 pounds of mercury in 2024.&nbsp;<\/p>\n\n\n\n<p style=\"font-size:18px\">The NRDC <a href=\"https:\/\/www.nrdc.org\/press-releases\/poisoning-great-lakes-25-coal-fired-power-plants-responsible-half-regions-mercury\">found that<\/a> Cardinal was one of the biggest mercury emitters in the Great Lakes region in 2012, most of which could be eliminated with technologies available at the time. The funds are meant to upgrade two of the coal units to \u201cincrease the availability factor of the plant, add generation capacity, and deliver a return on investment\u201d. The power station <a href=\"https:\/\/www.epa.gov\/power-sector\/latest-emission-comparisons-pollution-controls#:~:text=Table%20of%20Annual%20Emissions%2C%20Emission%20Rates%2C%20Heat%20Input%3A%202023%20vs.%202024%20(xlsx)%20(822.59%20KB)\">emitted<\/a> 1,218 tons of SO2, 6,711,897 tons of CO2, and 8,225 tons of NOx in 2024. The Clean Air Task Force <a href=\"https:\/\/www.tollfromcoal.org\/#\/map\/(title:8042\/\/detail:8042\/\/map:8042\/NC)\">attributed<\/a> Belews Creek to cause 39 deaths per year as of 2019.<\/p>\n<\/div>\n<\/div>\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p style=\"font-size:18px\">Ghent Generating Station in Carroll County, Kentucky is a coal plant operated by Kentucky Utilities Corporation. DOE <a href=\"https:\/\/www.energy.gov\/hgeo\/project-selections-broad-agency-announcement-de-foa-0003605-restoring-reliability-coal\">will provide<\/a> $35 million in funding to the utility company, and the total funding package is a whopping $187.3 million. The Ghent Station is the biggest carbon emitter on our list. Ghent <a href=\"https:\/\/www.epa.gov\/power-sector\/latest-emission-comparisons-pollution-controls#:~:text=Table%20of%20Annual%20Emissions%2C%20Emission%20Rates%2C%20Heat%20Input%3A%202023%20vs.%202024%20(xlsx)%20(822.59%20KB)\">released<\/a> 9,157 tons of SO2, 11,399,878 tons of CO2, and 6,988 tons of NOx in 2024. The owner and operator, Monongahela Power Company, will <a href=\"https:\/\/www.energy.gov\/hgeo\/project-selections-broad-agency-announcement-de-foa-0003605-restoring-reliability-coal\">receive<\/a> a total of over $8.5 million for upgrades and maintenance, with over $4 million coming from the DOE. In 2024, Fort Martin <a href=\"https:\/\/www.epa.gov\/power-sector\/latest-emission-comparisons-pollution-controls#:~:text=Table%20of%20Annual%20Emissions%2C%20Emission%20Rates%2C%20Heat%20Input%3A%202023%20vs.%202024%20(xlsx)%20(822.59%20KB)\">released<\/a> 1,912 tons of SO2, 3,969,328 tons of CO2, and 5,001 tons of NOx pollutants. Research indicates the plant has <a href=\"https:\/\/www.tollfromcoal.org\/#\/map\/(title:3943\/\/detail:3943\/\/map:3943\/WV)\">caused<\/a> 56 deaths per year as of 2019.<\/p>\n<\/div>\n<\/div>\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p style=\"font-size:18px\">The Kyger Creek Station in Gallia County, Ohio is a coal plant owned by Ohio Valley Electric Corporation. The utility will receive over $33 million from DOE for &#8220;modernizations&#8221; and upgrades \u2013 part of a $73 million funding package. According to the EPA, Kyger Creek <a href=\"https:\/\/www.epa.gov\/power-sector\/latest-emission-comparisons-pollution-controls#:~:text=Table%20of%20Annual%20Emissions%2C%20Emission%20Rates%2C%20Heat%20Input%3A%202023%20vs.%202024%20(xlsx)%20(822.59%20KB)\">emitted<\/a> 3,736 tons of SO2, 5,557,469 tons of CO2, and 3,434 tons of NOx in 2024. Many of the coal plants across the country have become too expensive to operate, as the revenue they generate doesn\u2019t make up for their repairs and maintenance costs.<\/p>\n\n<p>Consider the case of the J.H. Campbell coal plant in western Michigan and its operator, Consumers Energy. Consumers Energy had planned to retire all coal generation by 2025 \u2013 15 years faster than it had previously projected \u2013 because phasing out coal would be easier on the pocketbooks of consumers without sacrificing reliable power. The original plan <a href=\"https:\/\/www.consumersenergy.com\/news-releases\/news-release-details\/2022\/06\/23\/20\/43\/plan-to-accelerate-end-of-coal-era-provide-reliability-and-protect-environment-earns-approval\">claimed<\/a> it would \u201csave customers an estimated $600 million through 2040\u201d on top of the environmental and health benefits.<\/p>\n\n<p>But who pays when coal plants stay open? Utilities fund coal upgrades and repairs, and these costs get passed on to ratepayers. Consumers Energy, for example, has <a href=\"https:\/\/www.mlive.com\/environment\/2025\/08\/michigan-utility-customers-to-share-costs-of-keeping-coal-plant-open-with-10-states.html\">recently stated<\/a> that they expect the cost to operate the J.H. Campbell plant be spread among ratepayers across the Midwestern regional grid, even outside of Michigan. Tri-State, the operator of Colorado\u2019s Craig station, <a href=\"https:\/\/www.kunc.org\/news\/2026-02-03\/craig-coal-station-owners-say-ratepayers-will-bear-the-full-cost-of-keeping-plant-open-ask-federal-government-to-reverse-decision?_amp=true\">made it clear<\/a> that reopening the plant will force ratepayers to \u201cunnecessarily bear the full cost of complying\u201d.<\/p>\n\n<p>According to a <a href=\"https:\/\/earthjustice.org\/wp-content\/uploads\/2025\/08\/grid-strategies_cost-of-federal-mandates-to-retain-fossil-burning-power-plants.pdf\">report<\/a> from Grid Strategies, preventing the nation\u2019s aging coal and fossil-fired power plants from retiring over the next three years could cost consumers at least $3 billion per year. And the healthcare costs for people suffering the pollution of coal plants is far worse. Health-related costs from coal cost billions of dollars per year \u2013 <a href=\"https:\/\/rmi.org\/how-uneconomic-coal-plants-are-taking-a-toll-on-our-health\/\">13 times more<\/a> than the amount ratepayers pay for electricity alone. The Rocky Mountain Institute <a href=\"https:\/\/rmi.org\/how-uneconomic-coal-plants-are-taking-a-toll-on-our-health\/\">estimates<\/a> that between 2015 and 2023, coal power racked up a staggering $236 billion in health costs for families and communities. The EPA <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/feb\/20\/trump-epa-weaken-rule-mercury-air-toxics-coal\">just announced<\/a> they will weaken <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/rregulatory-relief-for-certain-stationary-sources-to-promote-american-energy\/\">even more<\/a> regulations on limits for hazardous pollutants from coal plants, including mercury, which will further ramp up the health toll.<\/p>\n\n<p>A genuine commitment to affordability would mean embracing the phase-out of costly coal and fossil fuels. Luckily, today renewables are best for consumer affordability, health, and the climate. For example, by co-locating renewable energy infrastructure with data centers, ratepayers would be spared the burden of expensive utility upgrades, prevent thousands of air pollution-related deaths and illnesses, and save millions of dollars spent each year, per plant, on direct health impacts.<\/p>\n\n<p>It\u2019s unclear how successful the Trump administration will be at prolonging coal\u2019s lifespan. But what is desperately clear is what\u2019s at stake: lifelines for coal pose serious threats to human health, the climate, and our wallets. Coal is an expensive, dirty fuel that has become an economic burden and an environmental harm.
