
Terms of Reference (ToR): Consultant for Integrity Visual Resources and User-Friendly Materials Development
Project Title: Developing Accessible Visual Resources for Integrity Policies and Reporting Systems for GP MENA
Location: Remote (MENA Region)
Duration: 4 months (June–September 2026)
Reporting to: JEDIS Officer, Greenpeace MENA
Background on Greenpeace MENA:
Greenpeace Middle East and North Africa (MENA) was established in 2018 to address the unique and complex environmental and climate challenges facing this region we call our home. As a politically and financially independent non-profit organisation, we are dedicated to empowering local communities and collaborating with allies to develop innovative and practical solutions that help people to live in harmony with the environment.
As part of the global Greenpeace network, Greenpeace MENA works to advance environmental justice and sustainability across the Middle East and North Africa. The organisation is committed to upholding the highest standards of integrity, accountability, and ethical conduct in all aspects of its work, ensuring that staff and volunteers act in line with its values, policies, and Code of Conduct.
Background on the Project:
GP MENA is strengthening its integrity framework to ensure that all staff and volunteers clearly understand their rights, responsibilities, and the mechanisms in place to uphold ethical conduct. While integrity policies and systems are already established, there is a need to make them more accessible, user-friendly, and actionable. This includes simplifying complex policies, clearly explaining reporting pathways, and providing practical guidance on how to raise concerns and navigate the integrity system safely and effectively.
Objective:
To design and develop a set of clear, user-friendly, and visually engaging resources that:
- Simplify and communicate key integrity policies in an accessible format
- Explain the integrity system, including reporting mechanisms and processes
- Provide practical guidance on “what to do if” scenarios, including how to raise and file a complaint
- Support staff and volunteers in understanding their rights, responsibilities, and available safeguards
- Ensure accessibility in both Arabic and English
Scope of Work:
1. Planning & Stakeholder Engagement:
- Lead a kickoff meeting with the relevant stakeholders
- Review existing integrity policies, tools, and related internal documentation
- Identify key content areas and prioritize messages for simplification
- Develop a detailed work plan with timelines and validation points
2. Content Simplification & Structuring:
- Translate integrity policies into clear, concise, and user-friendly content
- Structure information into accessible formats (step-by-step guidance, summaries, visual flows)
- Develop content that balances awareness-raising and practical guidance
- Ensure clarity on reporting pathways, confidentiality, and protection mechanisms
3. Visual Design & Resource Development:
- Design a suite of static visual materials, which may include:
Infographics
Posters
Quick reference guides
Toolkits or step-by-step visual guides - Ensure materials are visually engaging, easy to navigate, and adapted to diverse audiences
- Apply GP MENA/GPI branding and accessibility standards
- Develop all materials in Arabic and English
4. Validation & Finalization:
- Facilitate review and validation with internal stakeholders
- Revise materials based on feedback
- Prepare final, ready-to-use versions for internal dissemination
5. Integration & Use:
- Ensure materials are optimized for use across platforms
- Provide guidance on how materials can be used and disseminated internally
Deliverables:
- A set of user-friendly visual resources (number and format to be proposed by the consultant), including:
Infographics, posters, and/or guides explaining key integrity policies
Clear visual guidance on reporting mechanisms and complaint procedures - Arabic and English versions of all materials
- Final, ready-to-use files for internal dissemination
Required Skills & Qualifications:
- Proven experience in visual communication, graphic design, and/or knowledge translation
- Experience simplifying complex policies into accessible and engaging formats
- Understanding of integrity, safeguarding, and organizational accountability systems
- Excellent written and verbal communication skills in Arabic and English
- Ability to design content that is clear, inclusive, and accessible to diverse audiences
Preferred Qualifications:
- Familiarity with socio-political dynamics of the MENA region
- Experience working with civil society or advocacy organizations
- Experience developing internal communication or policy awareness materials
- Knowledge of Greenpeace values and systems is an asset
