Location:  One of Greenpeace Africa (GPAF) Operational Office (South Africa,  Cameroon, Senegal, Kenya, DRC, Mauritius) is preferred but flexible to other locations within Africa, as GPAF implements a hybrid work location model with work-from-home being the main base of our work location


Purpose of the Role 

MEL Manager supports learning, monitoring and evaluation activities – including impact framework monitoring – across Greenpeace Africa programme areas guided by programme prioritisation, and strengthens organisational learning by developing innovative, fit-for-purpose. 

Develop and implement Monitoring, Evaluation and Learning (MEL) methods and tools. Lead and create an environment in which data and evidence are systematically produced, analysed, interpreted; and establish how knowledge is institutionalised and utilised for program growth. This role will also provide data analytics from project monitoring, needs assessments, research, and other secondary sources to establish trends, patterns, and learnings for programs and support services.

Main duties 

Strategic Leadership & Campaign Communications

  • Designs and develops the monitoring, evaluating, learning framework for GPAF in line with strategy at the organisational and programmatic levels, including selecting and defining indicators, setting targets for all indicators, planning data collection activities, and analysing data to measure the results of projects and achievement of strategic objectives.
  • Establishes frameworks, processes and procedures for quality assurance, monitoring, analysis, and reporting of project data in consultation with Programme leads.
  • Leads the development of the M&E strategy, and ensures monitoring and data collection across programs and geographies.
  • Develops the M&E plans and log frames based on countries’ workplans for all projects and programs across all the GPAf offices
  • Works with senior management and project staff to ensure that project learnings are documented and applied, and project activities are adapted, as needed, for innovative and effective programming.
  • Ensures proper knowledge management working with comms teams
  • Determines and plans training on data quality assurance and MEL requirements for all relevant GPAf staff members and country offices
  • Attends internal/external meetings and learning events as required to provide MEL updates to project stakeholders
  • Develops the MEL framework for GPAf’s ODP annual submission

Systems and Processes

  • Develops and supports the design and implementation of continuous and / or end-of-project evaluations, surveys and other components of the monitoring and evaluation system.
  • Sets up effective shared services and ways of working for the program team to provide high quality and effective cross-functional and cross-geography support.
  • Develops high-quality quantitative and qualitative methods and participatory methodologies to control the quality of projects in terms of performance and results.
  • Leads the development of data quality assurance plans, reporting tools, data analysis, and presentation frameworks and databases, including a technical support plan.
  • Develops and designs the theory of change and MEL frameworks for new grants, projects/programs and ensures they align with relevant operational systems. 
  • Enables processes in which research initiatives are derived from monitoring and evaluation data.
  • Designs appropriate feedback mechanisms to assess effectiveness of project implementation
  • Contributes to knowledge management initiatives, especially data mapping, cataloging, and management processes
  • Develops annual performance and annual MEL plans.

Technical Support

  • Provides ongoing technical assistance to managers, as needed, in the implementation of the monitoring and evaluation system, ensuring that the data and analysis are of high quality. 
  • Conducts regular visits to activity sites to provide assistance and ensure proper monitoring of project activities 
  • Leads in capacity building of staff in MEL and Research through training in various M&E technical areas 
  • Regularly reviews data collection processes, performs data quality assessments, and makes adjustments as needed

Qualifications and Experience

  • Bachelor’s degree in Monitoring & Evaluation, Development Studies, Social Sciences, Statistics / Data Science, International Relations,Research Methods, or related field.
  • A master’s degree is an advantage.
  • Minimum 5-8 years of progressive experience
  • Leadership experience managing multidisciplinary communications teams.
  • Experience working, at least 3 years in Africa, in international NGOs, advocacy organizations, social justice movements, or media organizations preferred.
  • Strong understanding of African political, environmental, and social contexts.
