  • Issuing organization: Greenpeace MENA
  • Assignment type: Short-term consultancy
  • Location: Remote
  • Geographical scope: MENA region
  • Duration: Six weeks from the agreed start date
  • Deadline for submission of proposals: 9 November 2026

Background on Greenpeace MENA

Greenpeace Middle East and North Africa (MENA) was established in 2018 to address the unique environmental and climate challenges facing the region. As a politically and financially independent nonprofit organization, Greenpeace MENA works with communities and allies to develop solutions that protect the environment and promote justice.

Greenpeace MENA is committed to integrating Justice, Equity, Diversity, Inclusion and Safety (JEDIS) across its work and organizational practices. This includes ensuring equitable employment conditions and benefits while respecting the different legal and operational contexts in which the organization operates.

Background on the Project

Greenpeace MENA operates across Tunisia, Lebanon, Jordan, Egypt, the United Arab Emirates, and Morocco. Differences in national labor laws and employment practices have resulted in variations in staff benefits across country offices.

Greenpeace MENA seeks to assess these differences and identify opportunities to establish equitable regional minimum-benefit standards that strengthen staff well-being, protection, and long-term security.

The assessment will compare existing benefits with national legal requirements and practices among NGOs of comparable size and resources. Salary benchmarking is excluded, as it has already been conducted through an external consultancy.

Purpose of the Consultancy

The purpose of this short-term consultancy is to conduct a Regional Benefits Equity Assessment and develop evidence-based recommendations for regional minimum benefits standards across Greenpeace MENA’s six countries.

The assessment will identify disparities, evaluate relevant peer practices, assess financial implications, and propose feasible options that balance equity, legal compliance, and organizational sustainability.

This is a short-term consultancy assignment, not an employment position. The selected consultancy firm will work remotely over six weeks from the agreed start date.

Scope of Work

The consultancy firm will be responsible for:

Phase 1: Inception

  • Review the project scope and available organizational documentation.
  • Develop an inception report, methodology, and detailed work plan, including milestones, stakeholder touchpoints, and other key elements.
  • Review applicable labor laws and statutory benefits in the six countries.
  • Review existing Greenpeace MENA employment conditions and benefits.
  • Benchmark benefits against NGOs of comparable size, resources, and operating context, aiming for up to three peer organizations per country where reliable information is available.
  • Document sources, selection criteria, and limitations.

Phase 3: Comparative and Equity Analysis

  • Develop a standardized comparative benefits matrix for each country.
  • Identify disparities between statutory requirements, Greenpeace MENA practices, and relevant peer organizations.
  • Analyze findings through a JEDIS and integrity lens.

The assessment will cover employment conditions, leave entitlements, health insurance and wellbeing, and financial and long-term benefits. Salary benchmarking is excluded.

Phase 4: Financial Analysis and Recommendations

  • Work with the Finance Manager and People & Culture Manager to assess the financial implications of proposed regional minimum benefits standards.
  • Provide short- and long-term cost projections and relevant scenarios.
  • Develop prioritized recommendations that consider equity, legal requirements, and financial feasibility.

Phase 5: SMT Consultation and Validation

  • Present preliminary findings and recommendations to the Senior Management Team (SMT).
  • Gather input reflecting departmental needs and operational realities.
  • Integrate relevant feedback into the final assessment.

Internal staff-wide consultations are not included in this phase.
