Background on Greenpeace MENA:

Greenpeace Middle East and North Africa (MENA) was established in 2018 to address the unique and complex environmental and climate challenges facing this region we call our home. As a politically and financially independent non-profit organisation, we are dedicated to empowering local communities and collaborating with allies to develop innovative and practical solutions that help people to live in harmony with the environment.

Greenpeace MENA (GP MENA) is implementing a 3-year Justice, Equity, Diversity, Inclusion & Safety (JEDIS) Strategic Plan to embed an intersectional and contextualized understanding of JEDIS across all departments. A key priority is to strengthen the onboarding experience of new staff through a tailored induction video series that reflects the regional context, values, and policies of the organization.

Greenpeace MENA is committed to embedding Justice, Equity, Diversity, Inclusion and Safety (JEDIS) across all aspects of its work. While important progress has been made through policies, strategies, and learning initiatives, there remains a need for practical resources that support staff, volunteers, and activists in translating JEDIS commitments into their everyday work.

To support this, Greenpeace MENA is seeking an experienced consultant to lead the development of a suite of JEDIS Mainstreaming Toolkits that will provide practical guidance, tools, templates, and minimum standards for integrating JEDIS into key organizational functions.

The consultancy will adopt a participatory and co-creative approach, ensuring that the toolkits reflect the experiences, expertise, and operational realities of teams across Greenpeace MENA.

Purpose of the Consultancy

The purpose of this consultancy is to design and develop practical, user-friendly JEDIS Mainstreaming Toolkits that enable staff, volunteers, and activists to integrate Justice, Equity, Diversity, Inclusion, and Safety (JEDIS) into their daily work.

Working closely with the JEDIS Team and relevant stakeholders, the consultant will lead a participatory development process, conduct consultations, develop practical guidance and implementation resources, and produce a suite of toolkits that are adaptable across Greenpeace entities and aligned with Greenpeace MENA’s strategic priorities.

The consultancy will develop three complementary JEDIS Mainstreaming Toolkits tailored to key organizational functions:

1. People & Culture (HR) Toolkit
The People & Culture Toolkit will support People & Culture teams in embedding JEDIS throughout the employee lifecycle. It will provide practical guidance, tools, and resources to strengthen equitable recruitment, onboarding, learning and development, performance management, accessibility, employee wellbeing, and inclusive workplace culture.

2. Engagement Toolkit
The Engagement Toolkit will support communications, digital engagement, and campaign teams in integrating JEDIS into public-facing communications and engagement. It will provide practical guidance to promote inclusive, accessible, ethical, and community-centered communications, campaigns, online engagement, and representation.

3. Volunteers and Activists Toolkit
The Volunteers and Activists Toolkit will support volunteer coordinators, organizers, activists, and volunteers in fostering welcoming, inclusive, accessible, and psychologically safe participation. It will provide practical resources to strengthen volunteer engagement, belonging, leadership development, safeguarding, and accountability.

Across all three toolkits, the consultant will develop practical implementation resources, including templates, checklists, decision-making frameworks, reflection tools, facilitation resources, and minimum standards that can be adapted to different Greenpeace entities and local contexts.

Scope of Work

The consultant will be responsible for:

Phase 1: Inception

  • Develop an inception report and detailed implementation plan.
  • Propose the methodology, workplan, timeline, consultation process, governance arrangements, milestones, and quality assurance approach.

Phase 2: Research and Analysis

  • Review existing Greenpeace policies, guidance, strategies, and JEDIS resources.
  • Map existing tools, templates, and good practices.
  • Identify gaps and opportunities for integration.

Phase 3: Consultation and Co-Design

  • Design and facilitate stakeholder consultations.
  • Conduct interviews, focus groups, and co-design workshops.
  • Document findings and recommendations.

Phase 4: Toolkit Development

Develop practical JEDIS Mainstreaming Toolkits covering:

  • People & Culture (HR)
  • Engagement
  • Volunteers and Activists

Each toolkit should include practical guidance, decision-making frameworks, templates, checklists, case studies, reflection questions, facilitation resources, and minimum standards.

Phase 5: Validation

  • Facilitate socialization workshops.
  • Revise the draft toolkits based on stakeholder feedback.
  • Finalize all deliverables.

Phase 6: Final Recommendations

Develop recommendations for:

  • Organizational rollout
  • Governance and ownership
  • Maintenance and updates
  • Capacity strengthening
  • Continuous improvement

Deliverables

The consultant will produce:

  • Inception Report and Implementation Plan.
  • Resource Mapping and Review Report.
  • Stakeholder Consultation Summary.
  • JEDIS Mainstreaming Toolkit for People & Culture.
  • JEDIS Mainstreaming Toolkit for Engagement.
  • JEDIS Mainstreaming Toolkit for Volunteers and Activists.
  • Facilitation of socialization workshops.
  • Practical implementation resources (templates, checklists, reflection tools, facilitation guides, decision-making aids, and minimum standards).
  • Final Consultancy Report with recommendations for rollout, governance, maintenance, and continuous improvement.

Consultant Profile

The successful consultant should demonstrate:

Essential

  • At least 7 years of experience in Justice, Equity, Diversity, Inclusion and safety (JEDIS), organizational development, or organizational culture change.
  • Demonstrated expertise in intersectionality, anti-racism, decolonization, gender justice, accessibility, disability inclusion, and trauma-informed approaches.
  • Proven experience designing organizational toolkits, frameworks, guidance documents, or implementation resources.
  • Strong experience facilitating participatory consultations and co-design processes with diverse stakeholders.
  • Excellent analytical, facilitation, and writing skills.
  • Fluency in English and Arabic.

Desirable

  • Experience working with environmental, climate justice, or international civil society organizations.
  • Familiarity with Greenpeace or other decentralized international organizations.
  • Knowledge of the MENA/SWANA region and its sociopolitical context.
  • Experience in movement building, volunteer engagement, or campaigning.
