About the Role

The Regional Safety and Security Manager leads GPSEA’s regional safety, security, and duty of care agenda by developing security systems, policies, and protocols that enable the organisation to operate safely while supporting bold campaigning, programme delivery, and smart risk-taking across Southeast Asia.

The role provides strategic advice, strengthens organisational resilience and incident management, supports project risk assessment and travel security, and builds a strong security culture across GPSEA under the supervision of the Finance and Administration Director.

Duties and Responsibilities:

  • leading the development and continuous improvement of GPSEA’s safety, security, risk management, and duty of care framework across the region
  • shaping an enabling security culture that supports informed decision-making, responsible risk-taking, and organisational resilience in complex operating contexts  
  • providing strategic security advice, political and contextual analysis, and practical guidance to management, campaign, project, and support teams
  • develop and maintain security policies, protocols, systems, and standard operating procedures, and support their implementation across GPSEA offices and projects
  • advise on project risk assessments, security plans, travel security, site security, and critical incident management, including support for major incidents and on-call response as needed  
  • design and coordinate security training, staff induction, reporting systems, contractor oversight, and fit-for-purpose monitoring tools to strengthen organisational capacity and preparedness
  • manage the regional security function, related budgets, external providers, and security documentation to ensure consistent and practical support to the organisation
  • work closely with the Finance and Administration Director, Senior Management Team, Public Engagement and Actions teams, Organisation Support/Admin, project teams, and campaigners on security priorities and decisions
  • collaborate with People, Culture and Operation, Legal, and Administration colleagues to integrate duty of care, health and safety, compliance, and site security into organisational processes and practices
  • liaise with Greenpeace International, peer Greenpeace offices, external security providers, trainers, and relevant civil society or specialist networks to maintain good practice and coordination
  • support compliance with applicable national legislation and external requirements related to security, health, and safety matters
  • ensure security assessments, incident response support, travel monitoring, training, and risk advisory inputs are provided within agreed organisational timelines and operational needs
  • maintain orderly and secure records, reporting lines, and escalation processes for incidents, assessments, and security planning documentation
  • ensure security advice, risk assessments, protocols, and incident management arrangements are practical, fit for purpose, and aligned with Greenpeace values and ways of working
  • strengthen staff capability and consistency of practice through clear guidance, training, lessons learned, and continuous improvement of systems and controls  
  • promote reliable, well-judged, and context-sensitive security support that protects people, operations, and organisational reputation

Skills and Experience Requirements:

  • Bachelor degree in Management, Security Management, Risk Management, International Relations, or related field
  • at least 5 years of relevant experience in security management, risk analysis, crisis management, field security, occupational health and safety, or travel security
  • at least 3 years of supervisory or management experience, preferably in a non-profit, campaigning, humanitarian, or international organisation
  • experience developing security systems, policies, protocols, incident reporting processes, and security training programmes
  • strong understanding of security and contextual risks in Southeast Asia and the ability to advise diverse stakeholders in a practical and enabling manner
  • ability to manage contractors, budgets, coordination processes, and cross-functional relationships in a multi-country environment
  • professional training or certification in security management, safety and security, crisis management, or related field is highly desirable
  • training in risk assessment, incident management, duty of care, hostile environment awareness, or occupational health and safety is an advantage
