OVERALL PURPOSE

Greenpeace MENA runs an ambitiousprogram (including campaigns, actions, volunteers, engagement)  in the MENA region. The purpose of the Programme Director’s (PD) job is to develop and manage Greenpeace MENA’s programme in line with its 3 years Strategic Plan and the Greenpeace global Framework, goals and strategies.

The Programme Director leads the programme team consisting of campaigners, digital and communications experts, volunteer and action coordinators. She/he/they is/are an active member of the global programme directors’ community; participates in shaping and leading the global Greenpeace programme.

SCOPE

The position requires considerable independence and initiative and provides leadership for the planning, development, implementation, monitoring and evaluation of programme strategies, plans and procedures. This role interacts with other teams/departments at a senior level including serving as a member of the Leadership team, to advise on and participate in the overall management and strategic direction of GP MENA.

The Programme Director also interacts with the media, the public and external stakeholders actively representing Greenpeace MENA to achieve campaign objectives and strengthen the profile and credibility of the organisation.

RESPONSIBILITIES

LEADERSHIP AND STRATEGIC DIRECTION. Provide vision, leadership, and accountability for the GP MENA programme, under the supervision of the Executive Director. Inspire and encourage team members to be strategic and innovative, determine priorities, assign responsibilities, supervise and support staff as needed. Develop, set and coordinate the program objectives, strategies, and activities across all functions and units in the program department.

PROGRAMME DEPARTMENT MANAGEMENT Directly manage, supervise, support and coordinate the programme team. Ensure the high performance of the teams through staff development, training and performance reviews. Establish structures and recruit staff according to Human Resources policies.

CAMPAIGN AND PROJECT MANAGEMENTSupport and guide diverse teams in preparation of long-term plans and short-term project proposals. Set annual priorities together with other directors and in consultation with staff. Facilitate the pitching of GP MENA campaigns and projects to the global organization, as well as securing enabling funds and other support. Lead the evaluation, selection and approval process of programme projects in coordination with the program team. Establish project teams and set schedules and allocation of resources for projects within given budgets. Ensure the evaluation of projects and major activities, maintain related documentation, and ensure ongoing learning.

DIGITAL MOBILIZATION AND ENGAGEMENT  Work together with the Fundraising department to create and implement a shared vision, strategy and plans for larger digital mobilization and engagement. Make sure that sufficient capacities are created for this ambitious task, and that related objective is strongly present in all campaigns and projects.

GLOBAL PROGRAMME LEADERSHIP As a member of the global programme community, work actively and constructively with the international program teams and with Programme, Engagement and Campaign Directors from other GP offices to contribute to global strategies, cluster projects and other initiatives. Initiate cross-country collaboration, with best practice sharing and support.

BUDGET MANAGEMENT Create the annual departmental budget to be approved and signed off by the Executive Director, manage and monitor the budget by reviewing monthly financial reports prepared by the finance department. Ensure that authorized staff properly manages all projects’ budgets and that all expenditures are in line with financial procedures and requirements. Play an active role in securing additional funding for the office, particularly from the global organization and from foundations.

RISK AND LEGAL COUNSELING Ensure that a diligent analysis of risks related to campaigns and projects are performed, that sound judgments in collaboration with the Executive Director are made when decisions are taken, and that proper sign-off procedures are in place and followed. Building effective legal strategies for campaigns and providing legal assessment and legal advice for the Programme Department.

INTERNAL AND EXTERNAL REPRESENTATION Actively and professionally represent GP MENA its program, interests and needs internally through relevant for and by networking in the global organization, as well as externally by reaching out and managing contacts with stakeholders and partners. Act as media spokesperson when needed.

QUALIFICATIONS, SKILLS, AND EXPERIENCE

Experience:

  • More than 10 years experience in campaigns, mobilization and management with a track record of achievements at high standard
  • Previous experience in planning, developing and implementing strategies that advance organizational goals

Functional Competencies

  • Fluency in both written and oral Arabic and English. French is a plus.
