Job Title: Operations and Security Coordinator

Location: GP MENA countries within 3 hours of Beirut timezone


OVERALL PURPOSE

The position comprises logistics, community and volunteer management and security tasks in coordination with the Security and Operations manager.

This role will be responsible for upholding and implementing the Greenpeace MENA’ security strategy. The role responds to individual security emergencies regionally and leads organisational responses to the changing regional and global security environment. This role will also coordinate the development and delivery of the security training program for all staff, and increasingly support the growth of a security culture to Greenpeace MENA.

This role is also responsible for providing leadership in building and integrating volunteers and local groups to our program, projects and implementation of public engagement across the region.

Note: Public Engagement refers primarily to the work with community coalitions, volunteers and key identified strategic audiences.

SCOPE

This role is executed in close cooperation with the Operations and Security Manager, Program Director (PD) and the Executive Director (ED).

One of the focus of this role is to strengthen Greenpeace MENA Security Systems and to establish a security culture that allows our Programme to take bolder steps to increase impact of our projects, while maintaining a high level of safety for the organisation and our people.

This role will be working with teams to optimise processes and improve volunteer journeys for deeper and more impactful offline engagement,  amplifying the impact of people on delivering Campaign goals

RESPONSIBILITIES

SECURITY

Operational Risk Taking

  • Overall physical security management for Greenpeace MENA operations including all campaign related field work, office/warehouse environments and staff/volunteers working in higher-risk areas;
  • Close consultation with Program as well as management staff on Smart Risk taking in projects;
  • Support Security Systems, Information flow and Coordination in the office provide logistic support when require;

Organisational Security Culture & Management 

  • Work together with the Operations and Security Manager to strengthen the security culture across GP MENA continues, through regular staff updates, familiarisation, training and integration to create mindsets and awareness of security;
  • Policy and protocol development as related to safety, security, risk management and Duty of Care, including Standard Operating Procedures;
  • Closely collaborate with all stakeholders to ensure Security as an enabler and integration into organisational processes and the GP MENA project model, from HR, finance, facilities to programmes.

Emergency

  • First point of contact for emergency security situations (on call); this role requires to be available 24/7 except during periods of absence, agreed with the line manager, and where an alternative point of contact has been agreed and implemented;
  • To engage within the Critical Incident Management Team (CIMT) when activated;

Security Systems & Capacity 

  • Oversee and ensure the implementation of Security systems through monitoring, project integration and trainings, familiarising oneself with the available services and support;
  • Arranging delivery of periodic and as-required security training; 
  • Engage with the Community of practice for Security globally. 

Organisational Security & Resilience  

  • Liaison with GPI and other NROs on security management to ensure consistent best-practice across our global organization ; 
  • Provide strategic advice to the Program team on enhancing acceptance and resilience as civil society actors, including the liaison with other NGOs; 
  • Provide up to date context political, societal context analysis for MENA countries and coordinate for the region;

OFFLINE OPERATIONS

  • Be responsible for the logistical planning, coordination and execution of field operations;
  • With the guidance and instructions of the Program Director (PD), be responsible for any offline related equipment and other assets and investments and understand the proper use to create a culture of using equipment within guidelines of best practice.

Volunteer Mobilization and Coordination

  • Design a strategy and an annual plan for volunteers and local groups;
  • Ensure that  proper and updated policies are in place and is implemented by relevant parties;
  • Design and organize creative and engaging activities supporting our campaigns and projects;
  • Implement plan for volunteer recruitment including identifying potential volunteers and volunteer leaders;
  • Manage risk through knowledge of and compliance with laws and regulation regarding volunteering. Responsible for all aspects of health and safety, and duty of care of all personnel involved or implicated in volunteer activities throughout the preparation and during the execution;
  • Be responsible for budget and administrative duties regarding the volunteer operations.

Communications, representation and capacity development

  • Responsible for designing and implementing volunteer training programs, organising logistics and content for these trainings aligned with best practice;
  • Responsible for communication and relationship development between office and volunteers;
  • Manage and edit regular volunteer communications including a newsletter, email updates and campaign leaflets and informations;
  • Ensure that all volunteers taking part in GP work are in line with Greenpeace history, core values, code of conduct and campaigns, maximize their capacity and environmental knowledge thus enhancing involvement and feeling of belonging;

QUALIFICATIONS, SKILLS AND EXPERIENCE

Educational Qualifications

  • Bachelor’s degree in security management, international affairs or any equivalent experience in the related field would be a plus
  • Substantial experience as a Security Manager or Senior Action/Logistics Coordinator
  • Security qualification, or proven security management training is desirable.

Skills & Expertise

  • Able to demonstrate substantial experience of volunteer management, logistics and security. Preferably with experience in large team management in a campaigning organization;
  • Fluency in English and Arabic is required.
  • Experienced in working with multicultural teams and senior staff across countries digitally;
  • Extensive knowledge and working experience from the MENA region;
  • Substantial experience as a Security Manager or Senior Action/Logistics Coordinator;
  • Field experience and security management in high-risk environments desired;
  • Knowledge of security management systems and approaches for NGO’s
  • Proven experience in project and budget management;
  • Negotiation, communication and presentation & public speaking skills;
  • Knowledge of risk assessment and mitigation methodologies;
  • Highly developed interpersonal and communication skills, including influencing, negotiation, coaching and ability to work with team members of diverse backgrounds and cultures;
  • Ability to work under pressure;
  • Demonstrated ability to influence and deliver effective organizational outcomes related to all aspects of security and risk management;
  • Valid driving licence
