29 November 2024, Busan, South Korea — As the fifth Intergovernmental Negotiation Committee (INC-5) meeting on the Global Plastics Treaty enters its final days, the Chair released a new non-paper summarizing the first four days of negotiations. Reacting to this, Marian Ledesma, Greenpeace International INC-5 delegate and Greenpeace Philippines zero waste campaigner, said:

“The Chair’s latest non-paper contains many disappointing provisions that could be devastating for human and environmental health, as well as the climate. However, the inclusion of plastic production reduction remains in the text, and this must stay at all costs. For the Global South, where communities are disproportionately affected by the plastic pollution crisis, this target is a lifeline that cannot be erased.”

“The choices made in the next 48 hours will determine whether we take decisive action against the plastic crisis or settle for a treaty that fails to address the root causes. World governments must ensure this target remains in the final treaty text while rejecting token measures that only perpetuate harm to communities and our environment. Reducing plastic production and transitioning to just, sustainable reuse systems are non-negotiable if we are to protect people, the planet, and future generations.”
