Violations of Finnish nuclear safety regulation have been allowed in the construction of a new EPR nuclear reactor in Olkiluoto, Finland. These flaws will increase risks associated with the plant. Attemps to reduce costs and problems related to new reactor designs are important causes of the safety breaches. These conclusions are included in a new report by independent nuclear expert, Dr. Helmut Hirsch.
