Dr MacCracken served as the first Executive Director of the Office of the U.S. Global Change Research Program (USGCRP) under the Clinton Administration from 1993-1997. There he was responsible for assisting the coordination of global warming research programs of ten federal agencies, including the Department of Energy, the National Science Foundation, the National Oceanographic and Atmospheric Administration, EPA, NASA and others.
