
The Finance and Admin Director, shall act as the strategic financial leader of GPSEA, responsible for financial stewardship, governance, and sustainability through partnership with the BOD and SMT.
He/she will provide leadership, coordination and problem-solving support to the organization’s core functions including Finance, Accounting and Offices Facilities.
In this role, he/she will partner with GPSEA’s Senior Management Team (SMT) to develop and implement financial strategies that align with the organization’s 3-Year Strategic Plan including Financial Investment, Financial Management, Budget Management, Internal Control, Financial Forecasting and Planning. You will also assess performance against both the approved annual Office Development Plan (ODP) and the 3-Year Strategic Plan.
This is a fixed-term position based in either Manila, Bangkok, Jakarta and Kuala Lumpur. Candidates who have the legal right to work and live in the Philippines, Thailand, Indonesia and Malaysia are encouraged to apply.
Duties and Responsibilities:
Strategic Management
- Lead financial strategy, planning, and sustainability aligned to GPSEA’s 3-year plan.
- Advise the Board and SMT on long-term financial risks and opportunities.
- Ensure compliance with international financial standards, governance requirements, and donor/funding agreements.
- Develop and implement operating strategies in the area of Finance, Accounting and Offices Management to establish GPSEA as a financially efficient organization.
- Incorporate tools and systems / software to provide financial and admin information while making actionable recommendations on both strategy and operations.
- Develop and implement budgetary planning and management in alignment with GPSEA’s 3-year strategic plan.
- Provide guidelines and recommendations for annual budget setting.
- Create financial policies and procedures consistent with ethical organizational principles, Greenpeace guidelines, and in consultation with SMT.
- Develop and oversee financial strategies to support GPSEA’s long-term sustainability and strategic growth.
- Ensure financial risk assessments and mitigation strategies align with the organization’s strategic objectives.
- Lead investment planning to maximize financial sustainability and organizational impact.
Accounting, Financial Report, Financial Planning, and Analysis
- Oversee GPSEA accounting systems to ensure financial data is recorded/maintained in accordance with GAAP, IAS, and auditing standards.
- Develop and implement financial forecasting models and reports to ensure timely and adequate consolidated financial positions for decision-making by the Board of Directors and SMT.
- Review and coordinate GPSEA budget forecasts and planning projections for both income and expenditures.
- Lead and organize the annual budget process.
- Implement efficient financial systems and internal controls to ensure compliance with financial procedures and policies.
- Provide financial oversight for fundraising investments, ensuring strategic allocation of resources to maximize income growth and sustainability.
- Be an advisor to SMT and provide required support to each individual SMT in financial decision-making, planning initiatives through financial and management analyses, reports, and recommendations.
- Mentor and lead the finance team, positioning them as strategic partners across GPSEA.
- Coordinate with the Regional Finance Manager and Country Finance & Administrative Manager to ensure the integrated financial & accounting system and software is properly implemented and maintained.
- Provide technical assistance across the organization during budget planning processes.
- Oversee office management and provision of office facilities and services to support smooth operations with an internationally and professionally working atmosphere.
- Lead, motivate, and manage staff in the Finance, Accounting, and Office Management units to ensure effective performance in alignment with GPSEA’s mission and objectives.
- Collaborate with the Fundraising Director to ensure financial sustainability through diverse revenue streams and efficient resource allocation.
- Represent GPSEA in regional and global finance forums within Greenpeace International.
- Oversee and coordinate activities of independent auditors, ensuring audit issues are resolved and compliance requirements are met.
- Ensure legal and regulatory compliance regarding all financial matters in collaboration with the Regional Finance Manager and Country Finance & Administrative Manager.
- Oversee asset management and insurance procedures.
- Ensure legal and regulatory compliance regarding office operations.
- Lead financial planning processes in alignment with GPSEA’s 3-year strategic plan and compliance with GPI’s timeline, procedures, and requirements.
- Oversee financial projections and completion of the GPI Financial Pack, ensuring completeness, timeliness, and accuracy of data
- Organize budget management processes for tracking, analysis, and reallocation on a quarterly basis.
- Oversee cash management and forecasting to ensure sufficient operational liquidity.
- Oversee budget management for Finance, Accounting, and Office Management units in alignment with GPSEA’s priorities and approved development plans.
- Oversee book close processes and the production of monthly and year-end financial reports to ensure timeliness, accuracy, and compliance with Greenpeace International financial guidelines and procedures.
- Oversee budget consolidation and reporting to ensure funds are utilized effectively per the approved strategic and annual development plans.
- Oversee implementation and enforcement of the Green Office policy across all offices.
- Develop Finance strategies within the unit, including staff career paths, accountabilities, and training needs.
- Drive innovation in financial systems, digitalization, and data-driven decision making.
Skills and Experience
- Chartered Accountant / CPA / ACCA / MBA Finance preferred.
- At least 15 years, with 7–10 years at senior leadership (regional/global).
- Proven track record in financial strategy, governance, and enterprise risk management.
- Experience engaging with Boards, regulators, and financial institutions.
- Experience in financial reporting, forecasting, and planning. Familiar with Finance / Accounting software.

Specific Work Environment
- Good command in Thai, Bahasa Malaysia or Bahasa Indonesia is desirable.
